on the freeway. we're hoping to learn more about this person later on today. him a fourth and final arrest in a murder investigation from more than a month ago. this is phoenix police at 51st avenue. and thomas as a man and woman were taken into custody last night. we don't know why she was arrested. we have been told this is connected to the shooting death of 25-year-old mario turlock from last paradise valley police tweeting out a very odd request within the past 10 minutes. saying they're looking for somebody with halters, lead ropes, a horse trailer. katie conner is sorting all of this out. what is happening? >> reporter: early this one police officers spotted these two courses on tatum boulevard

officers asked people on twitter if they had any horses to corral the sources. they did that and were able to walk down the street with the horses to this neighbor's house . this is where they have them corralled, waiting for the owner two, and picked them up. they also put on twitter asking people if they are missing horses. they somehow got out. that woman contacted paradise valley police and is on the way to take the sources home. a very bizarre fortunately, the horses weren't hurt and this didn't have a huge impact to any of the drivers. crisis at the va. we have told you all about the problems plaguing this plaguing the phoenix va for quite a while now. the new director is faced with a crisis. she started this week and officials say a phoenix is way understaffed when it comes to

hurricane matthew, i just checked with iris, she is monitoring this closely, it is still a category three but intensifying. it could be a category four as it approaches the florida coast. jason lambert is live in melbourne florida. we have been monitoring this situation throughout the morning. what is it like now? >> reporter: the big difference now is the sustained strong wind. earlier this morning we of wind and rain every now and then. that has stopped. right now it is a constant strong gust of wind picked the rain is surely to come and as the storm continues to get closer to the florida pup -- florida coast people are taking this very seriously. right now matthew is forecast to move close to the east coast of the florida peninsula

and is live move further west could land a direct hit right here. with that folks are gearing up for hurricane force wind all along the area tonight and into tomorrow. tropical storm force wind will be arriving later today. power outages along the florida coast are almost a guarantee as the storm is at its strongest. another major concern along the coast are the storm surges expected to be anywhere from one 1 to 8 feet. we have already seen several gas stations running out of fuel. a lot of stores are out of things like bottled water. we are told this could be the largest evacuation in the history of the state of florida. live at melbourne beach. back to you. valley red cross volunteers are taking action as hurricane matthew is expected

cruise packing two emergency response vehicles full of water, food and supplies are ready to head to the east coast. one unit can feed a few hundred people. they will also pack -- passout cleanup kits once the storm passes. several other volunteers also flew out to the east coast to try to help. >> this guy is a very happy to see abc 15. we asked him about his unpaid fees. he owns a house in paradise valley where you pay a fee for the fire department. there are some deadbeats they are picked the haven't paid their fees in more than three years. it costs the town thousands of dollars. one person upset about the fact is actually behind on his own fees. but most of the people here can't afford it very well. look around you. you can see all of these mansions. >> that man says he plans to pay his fees very soon. the town can take property owners to court to get them to pay up. now to the clown craze taking over the country.
