the 10 in the west valley in a few minutes. it's an important day today for the toughest sheriff in america. he is facing challenges both at the polls and in the courtroom. a hearing is happening this morning and some are saying the timing is really interesting. >> reporter: that's right, because tomorrow early voting begins and arpaio is reelection. a federal judge recently told arpaio to stop pulling over latinos but he didn't listen and he admits now that he violated the court orders but says it was not intentional. the decision lies with the same judge who handled the sb 1070

and we'll keep you updated on what happens. breaking overnight, a driver in mesa had his high beams on. police get suspicious and that led to a pursuit, after which two people bailed out and ran into a buddy's home near broadway. police tried to pull the driver over, driving around with the brights on. he decided to take off and officers backed off because h high speed. a helicopter followed him, led officers right to him. one of them needed medical attention. we don't know why. meanwhile, a bad crash in phoenix. a driver slammed head-on into a palm tree at 40th street and mcdowell. no word on the driver's condition. 40th street has since reopened. this morning we are waiting to learn the name of a man shot

ran over a dps trooper. we are told troopers shot and killed him because he was a clear threat. a memorial is growing this morning for three young men killed in a street racing crash. this morning the victim's family is sharing a warning for every parent in the valley. >> memorial here with all the candles. this is where one of the cars hit this tree and ignited on impact. you can see how charred it is. two of those young men were not wearing seat belts. >> he's not known to wear seat belts. there's been a couple times where we warned him about the standoff that happens out here. i wish he was a little more careful. >> reporter: police say the two cars were going extremely fast

on separate sides of 7th avenue. one young man got his mustang as a graduation gift, but the damage was so bad, police had to use vin numbers to figure out what type of car they were actually dealing with. it's not clear how fast the young men were going. an arrest made in a home break-in in phoenix where a family's dog was killed. police they say he admitted to the burglary there, as well as using a stolen credit card. but he claims his friend bobby was with him, and that bobby is the one who shot the dog. he also claims bobby's sister lives in the home they burglarized. there are some reports that more trump tapes could be released, and the nominee is

dunlap. that crash was blocking the left lane but they are doing that traffic break, clearing the crash off. so that's good news, but you'll still have extra slowing on i- 17 southbound there. take a look at the 10, 25 minutes desert drive time. this will slow you down from the 101 to the 17. it really doesn't start to slow down till you're closer to 75th avenue or so. we'll head to the north part the valley next. you'll enjoy clear skies and comfortable temperatures this morning. look at this time lapse, nothing but quiet conditions here overnight. clear skies allowing those temperatures to get down in the 60s and 70s this morning. it will feel great if you have plans for a bike ride or a hike this morning, or maybe heading out for a run. keep in mind we'll warm back into the 90s but not till this afternoon. 80s begin by 10:00 this

bear attack in california. >> we are hearing from the man attacked by not one but two bears. . came across a bear. he started backing up but didn't realize he was going toward another bear. that knocked him to the ground and he is going to recover. officials are hunting those bears now. an oregon surfer is recovering after being attacked by a shark. he was pulled from the water yesterday afternoon and air lifted to the hospital in serious condition. signs are posted along the

>> those shark attacks, rare and scary. breaking overnight, intelligence agencies in the u.s. and south korea revealing new images from north korea pointed to a possible rocket launch in the coming weeks, maybe even around the united states presidential election. the new images apparently show crates on the launch pad near vehicles in the fueling area. the spot where previous rockets were tested is taking place. the u.s. and south korea are now stepping up military drills. north korea typically doesn't care about that at all. new information after an amber alert in florida. the missing 4-year-old girl was found safe 800 miles from home and will be reunited with her family later today. authorities say she was kidnapped by a family friend and taken to memphis.

caught on surveillance video. that suspect is in custody right now. while you were sleeping, the chicago teachers union reached a tentative contract agreement minutes before the deadline, preventing the second major strike for chicago teachers since 2012. temperatures this morning, you'll notice a little bit of a difference when you step outside. we are running a few degrees cooler than this time yesterday. we are talking about 3 to 6 degrees cooler in phoenix deer valley, and many of us are waking up to temperatures in the 60s. it's great if you plan to get outdoors early this morning. it's 64 in mesa and chandler, mid-60s in deer valley. today a nice day but it will be another warm one. so right now, sitting at 70 in phoenix. we'll stay in the 70s through about the 8:00 hour, even 9:00.

80s and we're back in the 90s by lunchtime. today's high 95 degrees, putting us about 4 degrees above average for this time of year. warmest point of day will be around 3:00 to 4:00. after sunset the temperatures start to cool and we're back down to 84 by 9:00. clear skies for the valley, light winds 5 to 10 miles an hour by this afternoon. across northern arizona, we'll feel some stronger breezes gu as a disturbance clips by the northern half of the state. we won't see any rain from it. as clouds clear, nothing but sunshine today. tomorrow another sunny day and the forecast looks to stay dry through the end of the week, even into the weekend for the valley and the high country. so we have sunny skies on tap through the end of the week with highs in the 90s. those morning temperatures will get cooler over the next few

started, heading into work today we have temperatures in the 60s and 70s. but we'll be warming into the 90s by lunchtime with a high of 95. your drive home in the low 90s, a sunny and warm day. we'll talk about air quality changes we'll see, coming up in a few minutes. delays this morning on the roads are exactly where you would expect, i-10 in the west valley. we have a crash i-17 southbound at dunl it's off to the side but you're slow back to about thunderbird or so. definitely a little bit of a traffic jam there. we'll look at the east valley commute and slowing on the 10 coming up in a few minutes. early voting begins tomorrow. sheriff joe arpaio's attention today will turn from the campaign to the courthouse. a key hearing this morning, and katie connor is live in front of federal court, where the

center. >> reporter: that's right. the big question this morning, will sheriff arpaio be criminally charged. arpaio admits he violated court orders but said it was not intentional. the judge didn't buy it that judge recommended criminal charges, taking us to today. back out here live, we'll be inside the courtroom for the hearing. if convicted, he could face jail time. breaking overnight, a flight from phoenix makes an emergency landing. this is a look at the flight path leaving phoenix, heading to boston, then turning to get to denver immediately.

on board had a medical emergency. we are not sure what that was. the passenger was taken off the plane safely. back at home, a man is recovering after being hit by a car at 19th avenue and dunlap. he was in a wheelchair when he was hit. it's unsure if he was in the crosswalk. the driver stayed on the scene and officers say impairment doesn't appear to be a factor. mesa pd is looking for this guy. see this? he's dressed like the dark knight. he's got the mask and gloves. investigators tell us he tried to rob an ampm near country club and university but only got away with snacks because the clerk was so rattled she couldn't get the register open. he's got a tattoo on his left arm. if you recognize that, contact police. street racing is blamed for a violent crash that left no survivors. three young lives taken, and

learn from this deadly mistake. justin, families have been showing up there? >> reporter: yes, they have been. you talk about a violent crash and really this tree shows how violent this crash was. a ford mustang just wrapped around this tree, igniting on impact. you can see this growing memorial here. families are really left to come to terms with all this as three young men lost their lives. two of t wearing their seat belts because they were ejected. the damage to those vehicles were so extensive that police had to use vin numbers to identify what kind of car it actually was. family members had tried to talk to their loved ones about wearing seat belts. >> to always wear your seat belts. and they say it's the law. wear it for safety.

anywhere else, the 9-year-old jade coyle reported missing sunday night. she was considered an endangered runaway but she walked home in the morning. she had a change of clothes and a phone with her. we'll keep you posted on these two cases. frustration is growing right now involving haiti. crews are still going through the debris, the island now dealing with this dage seeing a surge in cholera cases. it's estimated 1.4 million people are in need of some type of assistance. when you look at that and think about humanity, your heartbreaks. >> we were talking about how haiti got hit so much harder than the dominican republic. they are still waiting for relief supplies to arrive in

working hard to get food, medicine, fresh water. $121million in aid has been approved for haiti. the problem is many roads have been destroyed and it's nearly impossible to get to the far reaches of the island. a new report says hurricane matthew actually hurt tourism in florida and the south, and a lot of people vacationing there are looking for visit. arizona is among the zika-free destinations and there is a boos of out of state visitors coming our way. a state of emergency remains in effect across the carolinas. thousands are still out of their homes and water in many areas is still rising. in north carolina, a lot of people are worried the water

it's getting a little worse and we'll see higher concentrations of ozone, dust and smoke in the air. that's due to all the sunshine and how stagnant our air mass is without the strong wind to clear out the pollutants. so you may notice a haze across the valley, maybe that brown haze as you're driving into work. we'll need rainfall to clear that out. your weather word of the day is magic. of course because it's disney. now let's talk about disturbances moving through, coming up in just a few minutes. drivers in chandler, this morning you'll have to hit the brakes on i-10 westbound near the 202. delays are extending at this point. we were seeing this about 15 minutes ago but now they're

today and here in the valley we won't even notice it. we have clear skies through the evening. tomorrow all clear and dry as another disturbance moves through. again, we won't really feel it, at times just some passing high clouds. otherwise dry conditions really through the end of the week and into the weekend. if you want to make early plans for the weekend, we'll have dry weather but temperatures will stay on the warm side. it will be breezy northern arizona with gusts up to 30 miles an hour today. plan on light winds in the valley and highs in the mid- 90s. we'll talk about the cooler temperatures coming up in the full forecast. let's take a look at the north valley. we are up to about 60 minutes here eastbound on the 101 from about the 17 to the 51. by the time you hit 7th avenue,

i-10 in the west valley, and i- 17 southbound really slowing. doesn't get better there till about 16th street. quick look at loop 202, getting heavier with minor delays westbound coming off the 101. we have an abc 15 update right now about the construction happening near bell road and grand avenue. during the next week, crews will be adding a concrete bridge on the west side prepping bell road for paving. you'll soon see new sidewalks and lighting there, too. the new overpass and interchange are on schedule to

this morning during a confrontation in the high waters. we are waiting on details right now. back home, firefighters rushed to the scene of a house fire along the i-10 and baseline. the home was abandoned but it was near neighbors homes so firefighters were quick to successfully keep the flames from spreading. more trouble after we learned the chief deputy of the pima county sheriff's department resigned indicted. the fbi investigation about money taken from criminal busts continues. stafford unified school district will be closed for two weeks after this. they were hit hard by severe storms and flooding over the weekend. some buildings in the school district were damaged. some students in glendale know how it feels to be away from their schools. challenger and landmark schools will reopen next monday. they have been closed for weeks
