lillian kim joins us with more on the proje set to begin in january. >> the whole idea is to speed up response time, save money, and free up sworn officers so they can focu on more important things. the way it is right now, sworn officers respond to nonviolent crimes but under a pilot program, 15 civilian investigators -- who would cost half as much as officers- will be trained to collect evidence and photograph crime scenes. the police chief came up with the idea. the commission plans to monitor the program closely. >> has the possibity to keep ard police officers on the street to respond to violent crimes much more quickly, which is the important thing, and on very mino property related crimes to allo civilian to do simple eviden collection. if it gets into any more serious crimes or involved interviews, only highly trainedolice
