$3 billion less. a vote was scheduled for 9:00 this mning but has been pushed back to this afternoon. 99 days and counting now. a two-trds majority is needed to close the $19 billion budget deficit. legislators ar scheduled to take a vote later today. among the losers, california public schools, k-12, $3 billion less than last year. state workers a billion and a half cut to employee compensation and corporation $1.2 billion in tax breaks will be suspended. some say the longest budget impasse in state history is in large part because of the two-thirds majority need to pass it. >> is obscenely embaassing. i think in part, a very tough year economically. a two-thirds vote threshold is a very high measure to obtain. >> nature of a two-thirds threshd budget that minority

does rule. it's on the ballot that would change it to a simple majority. until then i would expect we're going to have very late budgets year after year. >> among the winners in the budget, u.c. campuses will receive an extra $200 million each for social services like cal works, the welfare to work program and subsidized day-care will be spared. relief for taxpayers, no new taxes or fees. even if it passes, many state lawmakers say there's nothg to celebre. some say the budget proposal is actually just a lot of smoke and mirrors, doesn't really solve anything and just defers the problems to the next administration. others say that's just reality. jenelle wang, abc 7 news >> thanks. even though california's two university systems are not being cut, many are woied it will be a lot harder for future students to get there as a result of the new hi that public schools are

$52.5 billion for community colleges nearly $2 billion won't be gen to the schools until the next fiscal year. >> lay off teachers. more streed out teachers. we're going to see children who don't have the attention that they need to succeed in education. >> the only increase goes to higher educion. the university of calornia and california state university systems are receiving a slight budget boost, plus $200 million each to make up for previous cuts. cal students aren't calling this a victory. >> we have to consider that we got cut $800 million st year. so $200 million in the face of losing $800 million isn't really that much help. >> doesn't help. even with money. >> some students believe thei last year of protes helps convince the legislature to allocate more to higher education but they say it's too little too late. >> even though we're gaining this money, we're not gonna see a huge rollback, workers

cents. and the cost of a monthly pass would increase by $20. if the caltrain board votes to approve those changes, they would go into effect on january 1st. san fransco police chie george gascon warns the department could lose a quarter of its staff if the current economic condition continues. there will be significant reductions in overtime. 78 offics will be retirin without new academy classes to fill that gap. >> in fresno goveor schwarzenegger is honoring a good samaritan helping to save the life of an eight-year-old girl. victor perez met t girl's mother. he saw the suspect's picku truck on tv after the girl was abducted monday evening. he jumped in his car monday morning, chased it down and confronted the driver. the man pushed the little girl on the street and sped off. on top of today honors, perez

finally elated fans with grit and character. the team that left its most highly praised player barry zito off the roster. game one, the best of the series for the braves which is a wildcard team. >> it's interesting because a few years ago bay area baseball fans took the first round of the playoffs for grand. they hadhe nba's, giants, and the stadium wouldn't even be filled. but that is not the case now this is is a different deal. it's a night of high hopes, especially for giants fans. you know, this franchise has never won a world series in san francisco. the last time the giants won a world series was 1952. that was in new york. only two baseball franchises have gone longer without a world series. the chicago cubs and the legaled indians. there's a hope tonight, a sense of maybe, maybe, maybe they can put an end to that and put the giants back on the board.

parking. muni officials are talking to several private technology companies to design this application and ho to have it available next year. >> would-be moms hate morning sickness but it may actually signal a healthier pregnancy. new research suggests women who suffer nausea and vomiting in first first trimester are three times less likely to miscarry. especially true in women over 35. they notice a link but haven't proven a cause and effect relationship. they point out many women who don't suffer morning sickness go on to have successful pregnancies. the study appears in the june of human reproduction. health experts say the increase in the number of americans diagnosed with arthritis maye due to rising obesity rates. 22% of adults with arthritis, according to the centers for diseases control and prevention. more said it interfered with their every day lives. the present of the arthritis foundation says the increa could be due overweight and obese ba boomers.
