substation on second street. a crew member said the source of the problem was an insulator. this outage has affected 14,000 customers. traffic lights are now working in downtown west oakland. power at the b.a.r.t. station went out as well. b.a.r.t. employees shot it down so rider had to walk to the 19th street. businesses i jack london square d to close or operate in the dark. bed, bath and beyond chose to remain open and workers did transsatisfactions by hand pg&e customers say they're frustrated. >> rightow, it's a loss on revenue and also on the hours of the employees. the's no back generat. there's nothing else we can do. we're going home. >> just heard a boom as i was walking out the door.
