♪ sky 7 hd is live over the area where an underground transformer exploded in concord. >> it knocked out power to 10,000 customers. that means traffic lights were knocked out. >> witnesses say they heard and saw the exploon in the area of clinton road and pine street. >> laura just got to the scene. any injuries? >> no, cheryl, no injuries and the situation is improving as we speak. this hapned about 8:30 this morning. as you said witnesses heard an explosion in this area.

i'mal willow pass. they heard an explosion. actually the yard where it occurred is over on clinton road. pvk it damaged some of the other equipment inside that yard which caused the power out originally we were told about 9800 customers were without power this morning. i've just been told about half of those are back online. we have pg&e crews out here working on the equipment. the traffic lights still in the area remain out for the most part. so there is a wide area here showing you from sky 7 hd that has been affected. traffic lights are just out completely. they're not blinking. concord police are urgg motorists to use extrem caution. there will not be traffic control officers at those intersections. motorists should treat is basically as a four-way stop. behind m pg&e crews out here

working for to restore power. i'm to they hope to have the remaining 5,000 or so customers back online within the next couple of hours. live in concord, laura anthony, abc 7 news. >> and more breaking news. a nurse attacd by an inmate earlier this week has died. she was attacke sunday night in the area of th contra costa county jail. authorities say the inmate faked a seizure then hit the nurse in the head with a desk lamp. the suspect was being booked on burglary charge. the nurse's nam has not been released. back to pg&e. also on the hot seat in front of regulators. deciding whether to increase the pressure in the san bruno pipeline to pre-explosion levels. the decision just handed down. >> that's right. the california public utilities commission just wrapped up the meeting about ten minutes ago

and it voted to give them authority to up crease the pressure, the same one that exploded in san bruno last mont killing eight. that dsn't mean the pressure will be increased but the president will have the power to do so in an emergency or exsupremely cold weather. after the explosion september 9th, pg&e reduced the pressur that stretches from milpitas. he said this cold worth virtually all hospitals in san francisco and the peninsula would without gas if the pressure i not increased. the puc has hired an independent review panel to com up with the best solution. jerry hill is athe meeting. i spoke with him by phe just about an hour ago. >> so i want to make sure the decion they're basing this on is with good scientific

evidence. >> i also spoke with pg&e this morning. it said it will work with the puc to make sure russ dents will have enough gas during the winter months. the mother of jessica morales killed in the explosion spoke at the meeting. she like the assemblyman wants the puc to come back with a recommendation before they increase the pressure this winter. pg&e did promi to relocate the line after pressure from pg&e and residents. there's no word when or where the lis will be rebuilt. we'll have more on this story tonight at 5:00 an 6:00. reporting live, jenelle wang. >> thanks very much. >> oakland police are investigating the discovy of a woman's body this morning. this is video from sky 7 hd. it was found in an industrial area mere medford and 98th avenue in east oakland.

a new report shows the foreclosure crisis appears to be spreading. many large cities that haven't been deeply affected are seeing a jump in foreclosures. chicago and seattle sa a sharp increase in foreclosure rates between july and september. they haven't been hit hard until now. california, arizona, nevada and florida still have the highest foreclosure ras in the nation. las vegas tops the city list with the highest forecsure rate.

four northern california cities are in the top ten, modesto, stockton, merced and vallejo number ten. the hottes zip codes, zip realty says two are in oakland, one is in berkeley and a fourth is in san francisco. >> fargo is on fire for its decision to refile documents on some 55,000 foreclosures. the move by the san francisco bank was its first public admission. the attorney general blasted that announcement saying it shows big finanal institutions think they don't have the same rules as anybody else. well, if it continues to foreclosure on delinquent borrowers on recent weeks. attorneys genel in 50 states are investigating whether lenders rushed to foreclosures and evicted borrowers from their homes without properly checking those documents.
