♪ chp officers arrest a man at the center of a bay bridge standoff. he said he had a bom and that stoppe traffic on the up he can deck during the morning rush hour into san francisco. >> investigato say the man is actually someone trained to help people, a red cro volunteer but did not help commuters stuck on the upper deck as the chp tried to negotiate his surrende what a difference a few hours make. you can see traffic is just fine now. it recovered very quily after lanes reopened. we have live team coverage. terry mcswney with the traffic impact. jenelle wa with new information on the susct and

investigation. jenelle? >> hi, kristen. i'm at chp headquarters in san francisco where the suspect is being held and questioned. 51-year-old craig carlos valen tino. he told officers he was suicidal because of marital probls and very sorry for all the trouble he's caused and let the situation get out of hand. it started just after 7:00 this morning. the suect drove on to the westbound lanes of the bay bridge and stopped his ford explor in the middle of traffic. valentine no called a local radio statn and said he was threatening to blow up his s.u.v. with a bomb. officers saw the suspect brandish what looked like a gun and then throw it into the water. the suspect later told officers it was just a toy-like peet g gun. his 16-year-old daughter was in

the cars. she ran to a patrol call. he apparently called family members teing them he loved him. about an hour later he surrendered to police. westbound traffic remains closed as officers checked for explosives. it was driven to the bomb squad but nothing was found. shortly after 9 a.m. the bay bridge was finally reopen to all traffic. >> seems very remorseful, very depressed. people were delay in traffic obviously a few hours. there will be a residual of that rest of the day. >> a former volueer and first responder for the the american red cross. i did see blankets and a mattress in the trunk. it looked like he h been sleeping in his car. he's facing charg of criminal threat brandishing a weapon and child endangerment. we shot a picture of the toy gun because he was one he threw over

and they found a second gun that was really just a toy gun. the chp showed it to us 15 minutes ago. the department of homand security was monitoring this situation because they did not know if this was actually a real terroris threat. >> terry mcsweeney joins us live at the bay bridge toll plaza to continue our coverage. terry? >> things are back to normal here on the bridge. in fact, i think you could say things are better than normal. and they were all morning long. it looked like it was going to be a great commute, probably because of the veterans day holiday but suddenly about 7:00 things went in the wrong direction. take a look at something you don't see every day. that's the toll plaza at the bay bridge and there's nobody there. last time i saw it like that the bridge was closed because part of it had comdown in the lane. calirnia highway patrol closed all approaches to the bay bridge not one car there.

after officers cleared it slowly one by one they were turning cars around. a rare sight. the traffi that would have been clogging those lanes was clogging wecht bound lanes of any other freeway you could find, 580, 80, 24, et cetera. we found some of the people stuck in that mess and some who weren't. >> it's amazing how quickly somebody can just do something to bottleneck the entire system in the bay area. and that's unfortunate. but people were pret good about listeni to directions and i tnk -- because it's a holiday and traffic was lighter it wasn't as bad as it could have been. >> it was surprisingly clear. i was surprised to hear that the bridge was closed only 20 minutes earlier because there was no backup at all. i think they dirted everybody. >> shortly after 9:00 this morning, the incident on the bridge resolved and the bridge reopened cars that had been stuck on that bridge for an hour, hour and a

half or more and all those thounds of cars stuck elsewhere slowly got ck up to speed and went on thr way. it's wide open now, everybody at the limit as they were all morning before things changed at 7:00. and i gotta say without veterans day, this could he been a momentumtal mess. >> you're right about that. the bay bridge closure forced commuters to find alternate routes. here's how i looked approaching on the hayward side. traffic wasn't all that bad. but cars we backed up on interste 880. more so than usual on a holiday. here's a look at cellphone video taken from jennifer jolly. she's an on-air contributor of our afternoon show 7 live. she reported other commuters sitting in their cars or getting out to stretchheir legs. she says despite the ordeal, drivers remained calm. >> some commuters heard abt

the bridge closure while driving so they pulled over to catch bart. bart expected that and called in extra train officers for overtime duty. some riders say there was still at least an hour late for work. >> had my daughter come pick me back up, take me to bart. and i asked the bart aten department, it cool. he said, yeah, everything's fine. you can take the bart. that's fine. >> i was more concerned what was gonna happen if he actuay had a bomb in the vehicle. and if it had blown up. then who knows what would have happened to the bridge. >> bart officials say they were roughly 10,000 more riders this morning compared to veterans day last year. >> new mayor he will electric jean qwan is the first female and first asian american woman in the office. the vote was so close opponents thought he would contest it. qwan almost 51% and don peratto

49%. cecilia joins us from east oakland. will don peratto challenge those results? >> actually he just started a press conference where he said he is not going to contest the results of the race. he says actually the results are pretty clea another thing that is very clear right now, don peratto is not very happybout this rank choice voting that oakland used for the very first time this year. peratto says he beat jean qwan city wide and with any other election that would be considered a landslide. but in this rank choice system voters select their top three choices. if in the first round no candidate wins more than 50%, the second and third place vote is counted. that's how qwan won the race. peratto says the ft that there will be no runoff deprives voters of choice but he does not plan to contest the results. the former state senator says

he'll go back to being a regular citizen. >> i think everybody should take a real hard look at it. if it is what it's supposed to have been, we were so -- i think we he to look at i think people were confused by it. >> now, qwan declared victory on the steps of oakland city hall. she will be the first woman and the first asian mayor of this city. she will succeed mayor r ron delllumps in january. you can get involves and win and in a democracy if you win by one vote, you win. >> now, don peratto says that he has yet to cal jean qn to congtulate her. he plans to. he won't tell us what he intends to say. i was asked whether he would consider being pa of qwan's transition team. he said he'll do whever it takes to make this city a better

place. >> thank you. pg&e is trying to determine what called a power outage at a y that led to health concerns for neighbo near the refinery in martinez. a shelte in place was lifted last night hours after huge plumes of black smoke billowed out of a smoke stack. the workers had to burn the product cause the plant lost poweand they needed to relieve pressure in the system. some neighrs did not get an alert. >> one centern san jose expects to reopen after a chlorine leak. it was evacuated after a malfunctioning pump leaked chlorine. several chdren were exsupposed p an rushed to hospitals to be treated. they are trying to find out what called the pump to back up. >> protesting mond night's

fatal shooting of an unarmed man. officers were responding to a domestic dispute involving darrick jones and his ex-girlfriend. he ran from the scene and reached into his waistband as if to pull out a gun. that's when officers opened fire. however, they later learned jones was not armed. an autopsy shows he was shot multiple times in the front of his body and not in his back as originally thought. officer grant's family say they will join the event today. grant was the unarmed packer shot and kild by former bart police offers johannes mehserle. >> a vacation night make is finally over it's home sweet home for several passengers stranded on a cruise ship for several days. >> a dog napping case in the east bay is finally solved. the incredible story of how he was found and then reunited with his owner.
