>> right now in sacramento, governor jerry brown is releasing his budget that slashes spending by more than $4 billion. >> a reduction in take home pay for state employees and cuts in social services and health care for the poor and higher education. it calls for a special election in june to give voters an opportunity to extend temporary income tax and sales tax for five years. the only state spending he plans to protect is k-12 education. it will be painful he says, but

as district attorney. the decision by gavin newsom who is going to be lieutenant governor to make him district attorney came as a big surprise to a lot of people. george gascon met with his staff at 10:00 a.m. carolyn tyler is hearing what he has to say. they are getting back to assistant chief, he was right there, and now interim chief. they say it will hope it will be on an interim basis that the next chief has to be chosen in a current roster of local officers. here is what the president of the pea had to say. >> certainly they understand the culture of the department. they will understand the membership and the things that make us different from most police departments and we are different than the los angeles police department and we like it that way. >> he says even with an interim

an elementary school open. they were are going to close lake elementary because of the deficit and they assigned all 430 students. parents and teachers fought to keep the school open for the past two years the city used money from the general fund as a temporary fix. there are plans to continue to fund the school which may include the business community. the latest revelation about the san bruno pipeline explosion has a congresswoman accusing pg&e of gross negligence. it admits that it tested the pipe two years ago by pumping gas through it, 400 pounds per square inch for several hours. experts say the pressure increase could have put a strain on the pipe that ultimately made it vulnerable to failure. >> that is gross negligence. that is what testing is about

local officials in are hoping that people will track down a person that shot a sea lion. they are offering a $2500 ward leading to the arrest of the

we've got snow in tahoe but we got snow on the east end of the country. >> and north carolina, around ft. bragg in the southeast corner they have a hard time dealing with the snow as most of the southeast dealing with the snow as it continues to pound. four different governors have called states of emergencies because of the snow. they have one truck like that, for an entire town. >> let's take a look at tahoe. new snow and it's the same storm system that is going to bring us light rain. let's take a look back home, high clouds that are trying to push in but some of the haze

that left over from the fog. several reports of black ice. tomorrow morning, probably not going to have freezing fog. let's get to the forecast and talk about temperatures. if you are heading out over the next couple of hours, haze managing around in the valleys in the north bay and east bay. visibility is well above a quarter of a mile.temperatures r in upper 30s to 40s. mid to upper 40s around the monterey bay and inland. high clouds and sunshine, not nearly as chilly as it was over the weekend. small chance of making it light freezing rain or freezing light rain in the north bay valleys. for the rest of us, showers and a better chance of showers falling in the north bay. temperatures a little warmer than the weekend. still below average. san jose 3, redwood city, 4. temperatures across the bay in the low to mid-50s this afternoon with increasing high clouds.

we'll have mid-50s also with increasing hire clouds around the monterey bay in inland neighborhoods. around the state, upper 40s to near 50 through the central valley. 37 in tahoe today. low 60s in san diego, los angeles and palm springs. this dry air will cool quickly before the high clouds come. in we could drop down to freezing and that is the key to tomorrow's forecast. some of the rain could penetrate the dry air where the temperatures are around freezing in the north bay valleys. where we could have small amounts of black ice but the bulk will come in well after the temperature rises. you can see the entire system out to our west. very impressive system but this high pressure is going to gobble a lot of energy before the storm gets here. we're talking a 10th to a quarter 6 an inch of rain. 4:00 tomorrow morning, the bulk of rain coming in around 9:00 in the north bay, noon we're looking pretty quiet and scattered showers for all of us
