♪ the city of oakland and the school district just announced the concession. a an area with a high violence rate, violence against children high in this neighborhood and here is where they announce the plan today. here is that plan. they made the announcement in front of the havens school. mentoring is a big part of this.

afterschool tutorials. four schooling will be involves off the top. the mentoring will be done by police, volunteers and teenagers, 18 teenagers for starters will be involved. they'll be talking homework assistance every day, life skills taught, enrichment activities as well, all supervised consistent relationship with an adult mentor. oakland mayor jean quan talked about it. >> talking about long-term ways so that we deal with young mothers and we deal with parenting. >> oakland unified school district superintendent tony smith was out here saying community schools cannot even happen without addressing conditions that interfere with students' success. police are also going to be not only playing a role in the

afterschool program, they're going to be dealing with families try to work solutions on the problems out here and there are many and everyone out here knows it but feel if they start with the children, they can make a difference, not only with the children but crime in general. >> san jose police are now using a special unit of plainclothes officers to crack down on drug dealers who use light rail trains to get around. according to the mercury news, the out of town drug dealers arrive on buses that drop them off near the light rail system, then they take the trains to travel back and forth meeting their clients. the eight-man squad of plainclothes officers will look to make drug-related arrests and try to discourage those activities. >> in marin county police they found a sausalito woman missing 24 hours. chin's familiar last saw her yesterday around 7:00 in the morning as she left for a regular one to two-hour walk. crews were out until mid light

looking for her. this morning some hikers in the cove saw a woman come out of the woods and recognized her from photos. >> i realized instantly that she was the woman missing so she didn't speak english. we sat her down and made a phone call and just stayed with her until help arrived. >> park rangers say chin did not take her normal walking route and that caused her to be disoriented although other than slightly tired, she seemed to be fine. >> dozens of social workers are getting layoff notices. abc 7's amy holyfield joins us live from san jose. >> public comment part of the meeting is going on now, kristen, and people seem shocked the board of supervisors can make these cuts. people are scheduled to speak to try to talk them out of it.

it will cut half the number of social workers on the front line. the board would save $6 million. these are the workers who care for the elderly who aren't independent or for abused children or foster care. other vulnerable members of the community. each department is ready with exams of negative impact. here's one example of workers that help abused children. >> we give reasonable efforts to the families. that's what the court has to look at. if we don't succeed in that, it's possible children could be returned to their families too early and they could be in harm's way again. >> no easy choices. the public officials say with state and federal funding cuts as deep as they have been, this is what it has to come to. 125 layoff notices have gone out in preparation for today's cuts. the local union is predicting that 69 jobs are actually on the line and others will be made up with attrition. a very emotional day here in

santa clara county. the vote is expected today. live in san jose, amy holyfield, abc 7 news. >> amy, thanks very much. the board of supervisors in sonoma county is facing a similar dilemma. hundreds of county employees could lose their jobs this years. the board of supervisors will begin the budge process and considering reductions in community policing, gang prevention, transportation and public works. the sheriff's office could bear the largest portion of those cuts, up to 100 jobs. sonoma county officials say they need to slash spending by 25%. >> good news for the city of richmond is close to a deal with japanese auto makers subaru that could bring dozens of jobs to the town. they want to use the port of richmond as a drop-off point of 3,000 vehicles shipped from asia. a five-year contract would create at least 40 full-time jobs and bring in millions in

revenue but first the port has to make upto $750,000 in improvements. >> some major job news out of google. the tech giant plans to hire more than 6200 workers this year. the company announced its hiring plan this morning. google grew by 23% last year and currently has nearly 25,000 employees. it's not clear how investors will react but some may be concerned about expanding -- expansions squeezing some of their earnings. >> president obama delivers the much anticipated state of the union address tonight. >> the five things you can expect to hear in his speech. >> getting a campaign for chicago mayor on track after

>> divers have resumed their search for four-year-old giuliani in a central valley canal. they believe the kidnapping suspect's corolla is in that carnal. reporter tim daily is live in patterson where divers have just pulled out another car. tim, is that the suspect's car? >> it is not. the camera will see the car has just been removed from the canal. we are told this is a honda. this is not the out corolla the sheriff's office has been looking for now for a week because it was a week ago today that four-year-old giuliani was

kidnapped from his mother's home. a witness said shortly after that he saw a vehicle matching the description go into the delta canal, a canal not far from i-5 near the town of patterson. the search has been going on about a week and we've seen this sight over and over. this makes the sixth car in the last five to six days that's been pulled from the canal yet it is still not the car they are looking for. this canal through history has been a popular dumping ground for people who steal vehicles in that area. guaranteed when a car like this is found in this canal and yanked out, it was stolen, probably stripped and someone hiding the fact he or she committed that crime. it's very ceasesy to get to this canal off farm roads and roads in this area. another apparently stolen car has been pulled from the canal but as we say this is not the toyota corolla that the sheriff's office has been looking for now for a week.

kristen, back to you. >> thank you for that report. >> san jose police have arrested a suspect accused of pointing a laser at a shall plane and a police helicopter. the plane was at the airport when it was hit with a green laser beam which can temporarily blind a pilot and cause a crash. they called police and when the police helicopter arrived it was hit with the laser beam. they tracked it back to high dream court and arrested one. it released a report that laser incidents doubled in 2010 to 3,000. san jose had 80, oakland 55. in san francisco international had 39 laser incidents. >> security has been beefed uppal all moscow airports that had a suicide bomb attack that killed 35 and injured 110. this morning president obama call the russian president to express his condolences.

russia's president is criticizing airport officials for flaws in security that allowed yesterday's attack to happen. officials at oakland international here say they have increased the number of uniformed officers at the airport. officials at sfo and san jose say they will make changes as needed. >> president obama delivers his state of the union address tonight, one not expected to include a laundry list of new policy proposals. the president's theme is how we win the future. he will outline five areas he calls fillers: innovation, education, infrastructure, capping the national debt and government reform. including a 5% cut in spending. >> we want to invest in enno evaluation, we want to invest in education, infrastructure. >> i hope the word investment really isn't more stimulus

valleys. monterey bay, low to mid-70s. 77 salinas. tonight fog and temperatures a little warmer than this morning. low 40s in the east bay valleys. mid-40s to mid-30s the north by valleys. about 5 in san francisco. cold front yesterday brought us the high clouds, moved on. high pressure moving into the great basin. that's the one bringing us this land breeze and a possibility of record highs again tomorrow and to a lesser extent on thursday. then the wind starts to shift and you notice the temperatures cooling friday and we're back into the 50s and low 60s where we should be for saturday, sunday and monday. nothing really strong to hold on to as far as rain. one model saying sunday but it's one model out of many. >> we'll keep watching that. the next time you hit the mcdonald's drive-through, you could have to pay a little more. prices will be going up in the next few months. the fast food giant says that increase is to offset the rise

of beef and other ingredients expected to rise by more than 2% this year. this is mcdonald's first price hike in more than a year. yahoo about to have another round of layoffs. they plan to lay off 1% of their global work force, about 150 employees. the announcement comes hours before the company released its latest earnings report. this is the latest in a series of layoffs for the internet search engine. they have struggled to regain lost market share to google and facebook.com. >> this year's oscar nominees have been announced. >> you'll hear from one local movies in our life and in our nation, things that are just finally too much to put up with, and happily, there are some people, like shamgar, come to a place where they say, 'enough is enough.'
