♪ a high-speed chase in oakland brings up renewed complaints police and the community could be in danger because of malfunctioning police equipment. >> that's a claim the new mayor jean quan denies. this is after a ten minute high-speed chase. the police officer's union says their equipment at the scene only works half the time. terry mcsweeney joins us with more. >> the police officer association says communication problems are just a tip of the iceberg. there's problems with cop cars themselves, the computers in them and staffing as well. there's also threatening legal action against the city to start bring the police department up

to snuff. the mayor says what happened last night has nothing to do with communications, it has to do with officer training. take a look where it ended last night, a high-speed chase crashing at 85th street. police were after drive-by shooting suspect and it ended there, a officer shooting and p killing a suspect. one officer was on his way getting his squad car's computer fixed. dispatch did not go through, the system was not functioning according to the police officer association. police could not get a call for an ambulance. another agency had to do that. the mayor sails she had her tech crews on the system all last night into this morning and the police union president says it's too much of a bad system. the mayor says she's told it's too little training. >> it's too dangerous for officers to work under the

environment they're in. at some point we may have to take legal action against the city regarding our safety on the street. if we can't protect ourselves, how are we going to protect the public? >> apparently the new cops haven't been trained properly on the radios when they push the emergency button, it makes a priority then only for the car who pushed the emergency button for the entire system so it blocks off everybody else. >> union president says patrol cars have hundreds of thousands of miles on them. they're failing also. cuts in staff from 2 to 20% is hutting the ability to take care of the city of oakland. he asked what training should really be required to operate a radio inside a police squad car. this debate is going to go on a while. mayor quan out here at james madison middle school to talk to folks on a complete separate

told investigators that they saw the car go into the canal just after the kidnapping. cruels pulled 11 vehicles from the canal in patterson over the past few days but none were the silver corolla the suspect was driving. the sheriff believes they've exhausted their capabilities of their dive operations. >> redwood city is suddenly in need of a new police chief after its current chief resigned unexpectedly. he's been the chief four years and been on vacation since late december and was supposed to return to work on monday. instead he told the city he is leaving for personal reasons. two captains will take over the departmental duties billion a new police chief is hired. >> a majority of voters approve of governor brown's proposal to hold a special election to close the $20 billion budget deficit. the public policy of california poll says two-thirds of californians like the governor's call for a june special election

on extending temporary hikes on income, auto and sales taxes for another five years. 41% of the adults surveyed approved of brown's performance in his first month in office. 19% disapprove and 39% are not sure. people who feel the state is moving in the right direction has doubled to 38%. >> janet napolitano is about to announce plans to phase out the current terror alert system. the color-coded system will be gone by april 27th. the scale was established in 2002. green at the bottom indicates a low danger. at the top a red alert warns of a severe threat. the current threat is orange. they plan to scrap the color system and will identify specific threats and specific geographic areas. >> lots of travel delays. that's the impact of a major

snowstorm that pounded the northeast. its impact all the qua to the bay area. >> kristen, the major airports in the new york area were shut down overnight but are back open this morning with two-hour delays. some flights into sfo from the east coast were cancelled this morning but this afternoon everything is expected o be on time. quite a different story on the east coast. >> the snow has stopped falling from now but the troubles continue to linger. the major blizzard jumped record-breaking snow. too much for the roof of a parking garage in massachusetts. two men were trapped two hours before firefighters could get to them. in new york passengers and good samaritans tried to push a city transit bus out of the snow but no luck. east coasters are frustrated. >> they're ready to move. >> pretty grouchy.

temperatures upper 30s east bay valleys. low to mid-40s around the bay and the fog at the coast. that's the sea breeze returning as this high pressure starts to break down tomorrow. so hold on one more day today bringing us mild to record-setting temperatures. this brings us the breeze, eventually this rides over the jet stream and dives into our neighborhoods. sunday it drops all of our temperatures into the 50s for highs and look for a chance of sprinkles, even light rain up in the north bay. ones that passes, warm and dry again next week. >> mac world 2011 gets underway at the montgomery center in san francisco. the event began this morning with the consumer technologies and gadgets for the mac. 25,000 people are expected to attend. billed as the largest gathering for the apple products. allows to buy the latest
