this day brings a new battle over same-sex couples in california. >> gay couples are seeking marriage licenses right now at local county clerk offices. >> the weather is putting a damper on the protest today. they were going to have a rally out on the steps of city hall. because of the rain they had moved inside. so all the activities going on inside city hall but they have been viewing this for about ten years and they wanted to change it up a bit. >> it's become part of the ritual, some people get married

on valentine's day and some people protest the fact that they can the. >> it's a true tradition and they come in and generally very friendly and respectful. we welcome them. >> every year the clerk's office politely tells them that same-sex couples can't have a marriage license. they going to take their demonstration up a notch. >> we're going to come off to the side and peacefully sit down. >> probably allow them some trial to do their protest and then at some point we're going to have to ask them to leave the office because we business we have to conduct for other customers. >> the civil disobedience when comes at a time when same-sex marriage supporters frustrated. they say it should be allowed but it's on hold pending appeal.

now been passed by pg&e. it was after 9:00 this morning near the campuses of balboa high. they issued a shelter in place as a present caution. it didn't force the evacuation of any nearby homes or businesses. no word on how long it will take to restore service. >> rainy weather that soaked the bay area is causing some traffic problems. >> wet roads were responsible for a head-on crash in sonoma. >> two people were injured on arnold drive. it blocked traffic for more than an hour. meteorologist mike nicco has more on how long the rain going to last. >> today or the next several days, that is the big question. this is just the beginning of a series of storms that is going to nail us with rain all the way through saturday. some of the heavier rains fell

and we haven't driven it in about four or five weeks. here is a look at some of the rainfall amounts in the north bay and is what going on. the best radar returns are in napa county and heading off to the east. some of the best radar returns around berkeley heading down to hayward and over to san ramon. rainfall amounts much less as you head farther to the south. scattered in the nature in the south bay and santa clara valley. this is what to expect the wave of light rain showers and breezy. that is will be with us all day, cold weather could bring us some snow, we'll talk about it later. >> police in several cities are warning businesses about a serial armed robber who has at least ten stores over the past couple of months. he has pistol whipped one clerk. hit stores in five cities. terry? >> five of the armed robberies have happened here in hayward

and most violent was the walgreens on mission boulevard. he used his gun to pistol-whip a clerk and police are concerned that he might use a gun in a different way and take it to next level. take a look where the most recent happened, it happened in fremont at a subway sandwich shop. this robber, he robbed only sandwich shops and drugstores, nothing else so far. he has struck in berkeley, oakland, san leandro as well as fremont and here in hayward. police say he takes his time, he goes into the store and walks around and buys a snack and then pulls a gun and knanldz cash. in flooy, telling the clerk he would shoot her if she did not comply. they also have a description of the suspect that they hope will lead to help from the public. black n in his 20s, about 5'10" and skinny.

his parents' house. >> tonight, caltrain will hold the first of four public meetings that could determine the future of the transit agency. it faces the largest budget deficit ever, about $30 million and some of the cost cutting ideas include cutting the number of weekday trains from 86 to 48. another calls for limited weekday service at seven different stations and suspending all weekend service. the agency is even considering cutting service to special events such as giants' games. >> president obama is going to send to could think congress a $3.7 trillion budget it calls for massive cuts through the next decade but wo taxes would jump for some and college grants would drop. john hendron has details from washington. >> the white house says beware, hidden in the $3.7 trillion

got an e-mail from a friend. it was great. >> the snow, we'll definitely hit tahoe with snow. looks like they are in between them. first big dumping in tahoe will be tomorrow and wednesday where we'll get heavier rain than what we're dealing right now. back here at home, up on mount tamalpais where winds have been gusting up to 50 miles an hour. the winds are much stronger and we have flight arrival delays into sfo and the rain that is falling. live doppler 7 hd, quick overview, not much has changed other than the top of the show, heavier showers around the bay. we're seeing strong winds with those showers, gusts to 30 miles

an hour in oakland and concord, everybody else faster than 20 until you get to novato and napa and you are about 12-15. it's those winds that brought the moisture and mild temperatures. most of us in the low to mid-50s. we do have a few upper 50s, con can cord, livermore and mountain view. monterey bay, low to mid-50s to 54 in monterey. scattered rain is first highlight and breezy today. all these highlights are going to sound a lot different than the last month or so. rain late tomorrow and still breezy, cooler than today and coldest of the showers come in wednesday, thursday and friday and saturday. that is when we'll see the snow levels drop down to around 2,000 feet thursday and friday night. i think owning can make 60 but san jose will come up two degrees short. six in concord and nine in santa rosa. we didn't see the sunrise and probably won't see the sunset. oakland, palo alto, san jose,

right around the 50s and rest of us in the mid to upper 50 in hollister and monterey. rain tapers and so do the breeze west side low 50s around oakland and san francisco. mid to upper 40s for the rest of us. patchy light rain but it won't be like what we're dealing with today, more widespread and a little breezer. it gets quieter tonight. here is the next cold front, this one coming in from the northwest that has grabbed some cold arctic air. when it comes through, heavy rain tomorrow afternoon which doesn't bode well for baseball practice or lacrosse or soccer. and wednesday morning, wintry mix developing on mount hamilton and snow developing around mount st. helena. sun starts to set and more snow developing on mount hamilton and wednesday evening, it gets quiet
