run out of jail on tuesday night. live in dublin, terry mcsweeney, abc 7 news. >> terry, thanks so much. the final day of testimony into the deadly san bruno pipeline just wrapped up in the last hour on capitol hill. today's focus was on pipeline safety and prevention. several experts testified on their knowledge of pipeline disasters and how they can be prevented in the future. the gas line rupture last september killed 8 people, destroyed 38 homes. a preliminary report said a poor job was done welding that section 50 years ago. an expert gave her opinion on the disaster. >> i've seen the -- what happened in san bruno as an anomaly. and what we in the industry are

hoping is that through your investigation you find out why that anomaly occurred. >> a supposition that an undetected, unstable manufacturing defect such as may have contributed to the tragic incident that the community of san bruno experienced is an anomaly. >> san bruno city manager said what happened in san bruno is rare, may diminish the urgency of pipeline safety. today the experts spoke about the latest technologies to help protect pipeline defects and leaks but it's an involving process that will get better and more cost effective at the time. it could change safety regulations across the country. >> gas prices jumped 4 cents overnight. according to aaa, gas gummed to

4:43 a gallon. diesel is 4:78. it rose since the uprising in libya. the 76 station in san francisco charging $4.07 for a gallon of regular unleaded glass. some blue cross wants to raise insurance rates again. many policy holders who buy the coverage as individuals said the company notified them to prepare for a rate increase. could see premiums rise as much as 40% in less than a year. they tried and failed to get a similar increase last year. blue shield delayed plans to raise rates for some 200,000 policyholders by as much as 59%. >> firefighters will talk about their offer to cut their own wages and benefits. earlier this week the

firefighters union announced they were offering city officials everything they asked for, including a 10% cut to their pay and benefits. the city's initially response was it's not everything but it is a great start. last year the firefighters refused to give up anything and 49 firefighters were laid off. both the firefighters union and the city council have to approve the deal. >> severe cuts could be coming to caltrain. the transportation agency is holding a meeting right now to discuss drastic measures including closing down stations, cuts to service and possible fare hikes. amy hollyfield is live in san carlos with the very latest. aim me? >> there are a lot of people here that say they don't expect the meetings to get ugly. their passengers are more interested finding a solution than they are at yelling at people. but they are very passionate about this system. it's such a hot topic it had a

standing room only crowd. no one wants to be here talking about this, least of all the caltrain officials itself. >> we hate to do this. this is not the business we're in. cutting week service all together and cutting weekday service in half. >> i think caltrain is the background of the peninsula. if you work in san jose or san francisco and you get to your job on time that's not peak, you want to use caltrain and not drive. >> i ride caltrain almost every day and so does my wife. and we love caltrain. so it's going to be a big deal if there are service cuts and i'm hoping there's a budget solution as soon as possible. the proposal that has received the most comment is the idea to close up to seven stations. belmont is one of the stations on the possible closure list. most riders here find the idea very upsetting. but aaron said he would be

willing to drive to the next closest station. >> i don't think it would be a big deal honestly if they cut and save money for caltrain. >> caltrain officials say they hope these cuts would be temporary. they are looking for solutions. >> the only agency in the bay area that doesn't have its own form of revenue. like a tax. one of the long-term solutions we have to look at is can we go to the voters and have them provide money that makes caltrain future assured. >> there won't be a vote today. it should be official proposals and public hearing, all part of the process. if or as it's starting to look when this is all approved, you can expect fare hikes and service cutbacks starting in july. amy hollyfield, abc 7 news. >> amy, thank you so much. a new recall has nothing to do

everybody else on the east bay shore. low to mid-60s for the rest of the east bay valley and low to mid-60s inland. tahoe 42, sunshine at 73, palm springs. farce our temperatures tonight, cooler this morning with low to mid-40s, mid to upper 40s around the bay and out to the coast. here's a look what's going on. this is the low that's going to come through, providing a little moisture for the showers. the jet stream pushing it through the next 12 to 18 hours. once we get past that completely dry as high pressure takes over friday. the north bay gets the rain saturday while the rest of us are pretty mild in the low to mid-60s. showers develop, the temperatures cool sunday to monday back into the 50s before we rebound to the mid and upper 60s. >> showers are manageable when the temperatures are in the 50s and 60s but when it's in the 40s, it feels so cold.
