there is encouraging news about the condition of giants fan bryan stow that comes nearly three months after he was beaten in a coma outside a dodgers game. >> doctors at san francisco general hospital just wrapped up a news conference and our nick smith joins us there. nick, he is showing some improvement? >> reporter: cheryl, indeed. good news indeed. brian is breathing without a ventilator. he is showing spontaneous movement with his left arm. he is responding to some commands. this is indeed encouraging news for family and friends who are praying for full and speedy recovery. bryan stow, the san francisco giants fan who was beaten and badly injured at

dodger stadium remains at san francisco general. he survivored a severe skull fracture and bad bruising to the frontal lobe after being beatingen in the parking lot of dodger stadium. today, his doctors shared promising news. >> upgraded the condition of bryan stow from critical to serious. however, he is far from out of woods. >> reporter: as he struggles to recover, the investigation behind his attack continues. the prime suspect in the beating was given ten months in prison on monday for unrelated charges. 31-year-old giovanni ramirez had his state prole reked fo aegedgunposssion rarez sarreed i may. and police cled him the main aggressor in the march attack against stow. ramirez's attorney maintains his client's innocence saying ramirez was not at the stadium the day stow was kick and beaten. san francisco general is the only trauma center in san francisco. it's internationally recognized and specializes in traumatic brain and spinal cord injury.

from olympia, washington, was stabbed to death. divers are expected to return to the bay today to look for more evidence. residents called investigators monday night after seeing trail of blood. they were called out again yesterday morning after someone reported a body in the water. investigators say they're looking for two men who neighbors say have been living in a car in the area. newly released documents confirm pg&e crews did install the pipeline that ultimately exploded in san bruno last september. the explosion and fire killed eight people and destroyed 38 homes. the documents are part of the 225,000 pages of information. utility what been ordered to provide to investigators. initially, pg&e said they believed an outside contractor may have installed a pipe. but the documents show the pg&e employees installed that pipeline 55 years ago. san jose state set up a relief fund to help 28

residents whose fraternity house was destroyed in a massive fire. they're still trying to determine the exact cause of yesterday's fire inside the fraternity house. witnesses say it began? a laundry room. the university offered to help the students find new places to live and will give them money for new clothes and replace some of their personal belongings. in a matter of hours, president obama will lay out his exit strategy in afghanistan. the white house is not confirming the exact figures but we're getting word that at least 30,000 troops will be withdrawn by the end of next year. abc7's karina rusk is here with more. >> right, eric. 10,000 this year and 30,000 troops by the end of next year. the question is how fast the pace of the departures will be. until president obama announces his decision, all sides of the debate are making their voices heard. this morning, house speaker john boehner voiced republican concerns that president obama may choose to pull too many troops out

>> the controversial proposition to ban circumcision is in a lawsuit. we're joined outside san francisco city hall by amy hollyfield. the opponents say it violates state law. >> they point to a law that says the local governments can't get involved in deciding issues about medical procedures. so they are going to take the issue to the courtroom. when i say "they," i mean a variety of people. >> jews and muslims came together to file the lawsuit. circumcision is important in their religion. another concerned segment joined the suit. doctors. >> it clearly affects physician. >> the ban is suggesting that physicses be jailed -- physicians be jailed for a common procedure. this affects us in the general healthcare. affects physicians and religious community. >> the initiative to ban circumcision is scheduled to be on the november ballot in

san francisco. this group wants the court to stop it before the vote, saying it has no business being on the ballot. >> we believe the law is clear that san franciscans like any other citizen or municipality in the state cannot vote on anything to restrict physicians practi practicing their profession. >> those against this say circumcision is cruel and painful. they want it on the ballot so the public can decide the issue. but advocates say they don't have a problem with it playing out in the courtroom. >> anything that helps people to bring up the topic of circumcision and discussion is positive effect of whatever the outcome is. this has flown under the radar for too long in this country. people need to discuss it. >> as for the argument that local governments can't get involved in restricting the medical procedures, well, he argues that the circumcision is not a medical procedure.

airport screeners have new rules today about patting down young children at security checkpoint. the change follows public outrage of patdown of 8-year-old girl in new orleans. and critics repeatedly called the searches intrusive and unnecessary. under the new guidelines, workers have to make repeated attempt to screen young children electronically before they can use invasive pat-downs. t.s.a. officials say they expect to announce a new policy soon on when patdowns on young children are justified. words of inspiration today from first lady michelle obama who told a crowd of young women in south africa they have the power to change the world. the u.s. first lady delivered that message this morning during her historic week-long trip to south africa and botswana. in the emotional speech,

the latest data shows silicon breast implants are relatively safe. but the agency says it will revise the safety label for implants. the f.d.a. says women should know that breast implants are not life-time devices. the longer a woman has implants the more likely they are to have medical complications. starting in july, verizon wireless will stop offering smart phone and tablet customers unlimited data plans. according to the "l.a. times" the largest cell phone provider will move to tiered data plan charging customers different rate for limited use packages. you may remember, at&t, verizon's biggest rival scrapped the unlimited data plans in june of last year. now charges $25 a month for two gigabyte of data and $10 for each additional gigabyte. no word on what the tiered price package for verizon will look like.
