and i want to thank the american public for keeping up pressure on their elected officials to put politics aside and work together for the good of the country. >>resident obama praises the senate pass of the debt ceiling compromise, but warns there is tough work ahead to cut america's deficit and improve the economy. good morning. i'm cheryl jennings. >> i'm kristen sze. the senate this morning joined the house passing the emergency debt ceiling bill to avert the government first ever default. >> abry mcsweeney is here with the latest. >> the legislation and increases the government borrowing cap with $2 trillion of budget cuts over the next decade.

dianne feinstein and barbara boxer voted in favor of the message and when it was said and done it passed 74-26. it wasn't close. this legislation nobody liked including the president. with the clock ticking down to the midnight deadline, there was little choice. >> it shouldn't take the risk of default, the risk of economic catastrophe to get folks in this town to work together and do their jobs. >> the president didn't get what he wanted, republicans didn't either. but they did make a deal. >> the push and pull americans saw in washington was not gridlock. it was the will of the people working itself out. a political system never meant to be pretty. >> tim geithner told "good morning america" today spending reduction will not slow the economy. >> most important thing is the create more room for the private sector to grow. though it locks in

substantial long-term savings, the cuts are modest. >> it will provide money for the united states to borrow, it calls for a bipartisan committee to draft legislation to find up to $1.5 trillion more in deficit cut by thanksgiving. under consideration, federal retirement benefit, farm suddy, medicare and medicaid. if the proposal from the six republicans, six democrat committee does not pass congress, it would trigger a crippling round of automatic cuts, including to defense and medicare. the president says that next measure must include what he didn't get this time. increased taxes on the wealthy. >> since you can't close the deficit with just spending cuts, we need a balanced approach where everything is on the table. >> well, look at the big board at the new york stock exchange. the stocks are down 170 points right now. they have been down all day. the dow jones has been down eight straight days as the economic news continues to come in. not a lot of it is good. there was concern that the

long bitter wrangling leading up to the vote might hurt america's credit rating but a credit rating service fitch said it's leaving the rating at the highest possible level, triple-a. kristen? >> all right, terry. >> arizona congresswoman gabrielle giffords is back home in houston after her emotional return to the house floor yesterday. the republican and democrats gave her a standing ovation as she arrived to vote for the debt ceiling bill. debbie wasserman schultz said all the critics and hearts melted when they realized she was at the capitol. >> it was gratitude. appreciative of the outpouring of support and emotion and friendship from her colleagues. she was mobbed in the chamber. republicans and democrats, arizona colleagues, it was amazing.

>> a.p. is reporting that president obama just signed the bill to raise the debt ceiling, averting the catastrophic government default that could have happened. obama just signing that bill now. giffords' aides says it's not clear when she will return to work on a regular basis and she hasn't made a decision about re-election in 2012. she was shot in the head seven months ago in parking lot of tucson grocery store meeting with constituents. oakland mayor quam is pleading with congress to restore funding to the federal aviation association so work on the international new tower could continue. congress has not authorized the f.a.a. authority. that resulted in a partial shutdown at the agency and stopped funding for dozens of airport employees across the country. those set to work on the control tower are in a holding pattern.

ureport.abc7news.com so we can tell your story here on abc7 news. in the east bay, mystery that antioch police are trying to unravel over the apparent kidnapping of a 16-year-old boy. then a report that he is now safe. amy hollyfield joins us now from antioch. amy, police just gave you an update. >> i just got briefed, cheryl. they say the 16-year-old is refusing to meet with them. that he is avoiding police. officers say they do believe he is safe. his family members told them that he is okay. that the 16-year-old hasan ford is all right. but police are now looking into weather he was a victim, or if he knew the armed man he left with. hasan's boss would like to know. he was the one who was robbed and then saw hasan kidnapped at gunpoint. he said he would really like to talk to them. he is scared to show his face on tv. >> i haven't heard from him. i'm shocked he hasn't called me, because he has my cell

number. something this serious i'm sure he would have called me by now or at least his mother. i have a good repertoire with her. she hasn't called. i've been in contact with some of the distant cousins. the cousins as well have not been in contact with his mother. so this is all kind of shocking. >> yesterday a man with a sawed off shotgun went in the barbara shop where -- barbershop where hasan works and robbed the owner and grabbed the keys to the owner's car and grabbed hasan and they left in the car. police issued amber alert and they have canceled that now, of course. they haven't found the armed man and they say they don't know who he is. now the investigation shifted a bit. they're now questioning whether the 16-year-old was a victim. or whether he knew that man. police say they would love to talk to him. they're learning now that for a 16-year-old he has a lot of freedom, a lot of control over what he does. live in antioch, amy hollyfield, abc7 news.

>> all right, amy. thanks a lot. san francisco police are presenting an award to a cab driver who helped catch a suspected robber on surveillance video. they say a man grabbed a woman's cell phone at polk street and high-tech camera on board the taxi captured the robbery. the driver helped the woman get in his cab and used the cell phone to call the police. pg&e crews resumed work tigging up an abandoned pipeline in san bruno ordered by the california public utilities commission. crews suspended work saturday because near residents said they smelled gas. pg&e insists the smell was actually a harmless odor that added to natural gas. the pipeline segment they are cigging up was aban -- digging up was abandoned in the 1950s but part of the pipeline that exploded last september. eight people died in the blast. 30 homes were destroyed.

pg&e says it's concerned it won't be able to meet a year-end deadline for testing pipeline in central and northern california. utility has been testing 150 miles of pipeline similar to the line that blew up. 40 miles have been tested and pg&e says it may miss the deadline because of the delays in getting permit, finding land to store water for testing and problems dealing with environmentally sensitive area still ahead, the tainted meat that federal food officials say may be to blame for making people sick in california and 25 other states. >> first, why information on whooping cough vaccinations is three numbers away. >> and investigators are trying to piece together the bizarre event that led to a shooting early this morning in alameda county.

breaking news. president obama signed the legislation to avoid the catastrophic default. he signed it after an hour after the senate vote to pass it. investigators are trying to determine what led to a shooting that led to a man going to the hospital. it happened just before 5:00. ariving sheriff deputies noticed a car leaving the area and pulled a car over at 580.

inside, they found a man suffering from at least one gunshot wound. >> he was taken to the hospital, there were three other people in the vehicle with him. their involvement is we don't know. >> investigators don't know a lot. they don't know who or how the man was. so they found shell casings and pot plant where the shooting took place but don't foe if or how -- don't know if or how it's connected to the shooting. . if you have been a patient at the center in burlingame, your private information may have been compromised. a former employee took home files for 1,500 patients and some included addresses and social security numbers. hospital officials say they found out about it this june and fired the employee. they say they don't know the motive. they don't believe any patient information has been misused. but will pay for a year of

identity theft protection. parents can now dial three digits on the phone to find out how to get their children vaccinated against whooping cough in time for school. anybody who calls 211 can find out where to get the vaccine, how much it cost and who is required to get vaccinated to attend school. new california law requires students entering 7th through 12th grade to get the vaccination before the 30th day of the school year. it offers translation for 150 languages. tonight is the national night out for the nation and in the bay area. leaders are expected to take part in the block party to encourage neighborhood participation in crime fighting. oakland has one of the largest event in the nation. this is last year's celebration in chinatown. the mayor's office says the city will have more than 550 national night out events tonight, topping last year's effort. >> take your pick. meteorologist mike nicco

bay area company that connects travelers with people renting out their homes will now have to offer property protection. the company operating the website airb&b made that announcement after san francisco respecter recently had her home vandalized and her personal property stolen by somebody she had rented to using the site. the company now says it will cover up to $50,000 worth of property damage caused by people who respect through their website. >> good idea. you know, you probably need protection against what i clouds looking cool. >> even with the clouds, you can get sun burn. if you are at the coast, watch out for. that bring you sunshine

but the government has not issued recall. 26 people have been sick from ground turkey since march. salmonella is a difficult train to treat. so far, the agriculture is telling consumers they should make sure to properly cook the meat. new researchhows people with dyslexia may have as hard of a time with spoken word as the written word. the m.i.t. experiment found adults with dyslexia have more trouble matching voice to animated characters than those without the reading disorder. they say dyslexics may be challenged to link sounds that are linked to written letters and words. they hope it will help the at-risk kids before reaching kinder garden. just ahead, she has been on tv, theater and even won an oscar for playing the queen. >> impressive body of work. the new title for actress
