good morning. i'm kristen sze. >> i'm cheryl jennings. a massive effort is underin sac prevent another tragic kidnapping and rape case like jaycee dugard. nancy and phillip garrido are the focus after the conviction for kidnapping jaycee dugard and holding her for 18 years. amy hollyfield has more. amy? >> reporter: here is the report they're going through inside in hearing now. i counted 35 examples of when phillip garrido's parole should have been revoked. at one point in here, they called the federal agent

supervising garrido utterly incomp tant. they are detailing the top five mistakes made in the case [ one, he was released from prison in 1988. though he was supposed to be serving 15 years for rape, he only serve 11. and also, the mental health expert was too trusting especially since garrido fooled everyone. >> so the biggest problem throughout the mistakes is the failure of law enforcement state and federal and local to identify phillip garrido as who he really is. a dangerous sexual predator and master manipulator. >> reporter: also part of the presentation, home videos from the garridos. prosecutors say the couple would film children at playgrounds to help feed phillip garrido's lust for kids. listen to this example as

gua nancy garrido is asking a little girl to do the splits while she is filming her. >> can you go all the way down? >> yes. >> let me see! i bet you can go down really easy, huh? >> yeah, that is easy. >> today's hearing is rehashing the past in how the garrido got away for holding jaycee dugard captive for 18 years. they plan to turn their attention to the future and how they can prevent something like this from happening again. they want administrative changes. there is hope for new legislation. that would allow the parole board to consider a person's crime. right now, some lawmakers say there is an overemphasis on the criminal rehabilitation. and not the crime that he committed. they say they are just listening too much to the rehab report which they say in this case, the case of phillip garrido was inaccurate. live in sacramento, amy hollyfield, abc7 news. >> all right, amy. thank you. federal officials say they arrested dozens of people on five continents involve in an online porn

ring. suspects are accused to participate in dream ward, a private online bulletin board that encouraged the sexual abuse of children. they found graphic images and videos of adults molesting children, often violently. >> this operation targeted hundreds of individuals in countries around the world for their alleged participation in dream board. a private members only online bulletin board that was created and operated to promote pedophilia. >> the department of homeland security and the u.s. attorney general's office announced a sting today but it began in december of 2009. so far, 52 of the 72 suspects have been arrested. well, this morning, a 16-year-old antioch boy has gone from kidnap victim to robbery suspect. hasaan ford was believed to have been kidnapped in barbershop robbery two days ago but now he is under arrest in the same case. they say investigators admitted he helped rob the

barbershop where he worked and then made up the story that he was kidnapped. the c.h.p. posted amber alert to find the person who took him at gun point. they also arrested 23-year-old eric walker who investigators say was the gunman in the robbery. a watery mess this morning cleaned up in an upscale marin county town after a water main burst. it led to massive shower of rocks and water, damaging nearby cars. but it could have been a lot worse. abc7's terry mcsweeney is live in belvedere in may bridge road. terry? >> it rained here last night. thousands of rocks at this size. they were knocked up in the air as a result of a broken fire hydrant pipe over where the men are working right now. it sent out 500 gallons of water per minute for 20 minutes. 10,000 gallons. but it wasn't the water doing the damage. it was the rocks that came down and had this happened just a few hours later, as you mentioned, it could have

been far worse. the damaged vehicles are testimony to what happened out here this morning. mercedes, coded in rock and -- coated in rock and debris. bmw without a window. a neighbor said it sounded like a massive hailstorm. it was loud and sudden. not that bob heller was all that shaken by it. what did you hear last night? >> middle of the night, there was a big thump. i went back to sleep. this morning i was surprised that half the street was covered with dirt and mud. >> the two luxury cars weren't the only ones damaged. >> there were ten cars that were here in the area. because it was the middle of the night. we didn't have very good descriptions of what the damage actually was. so we'll do follow-up with them. >> on the other hand, had it happened in the daytime, someone could have been outside and someone might have been injured. on the other hand if it broke in another location

there might not have been damage at all. >> the pipe had a break, a hole in the top of the pipe. that caused between the size of the hole, the water going through the pipe, six-inch pipe. the water pressure with a lot of force, so it caused the asphalt and concrete and everything else to come up with it when the water broke through. >> the pipe we're told is 40 years old. one connecting the water main with the hydrant so no one lost water service. the hydrant won't be available for duty until repairs are made. contractor charged with fixing the street might take days to get may bridge lane back to the way it was until 3:00 this morning. police chief siler tells me that the police are going to continue to investigate this. there may be damage to homes out here that wasn't immediately apparent. as far as the bill for all of this to the homes, if any damage there, and to all the cars we saw, let's go to the marin municipal water district.

[ bell ringing ] >> the opening bell was rung remotely by johnson & johnson officials. the dow jones/industrials dropped 100 points early on news the economy grew at the slowest pace for 17 months in july. they're worried about the economic ability of the european countries. the dow has been down for eight straight days. take a look at it right now. it's down ten points at the big board of the new york stock exchange. san jose city council has now decided against asking voters to approve five tax measures on the november ballot. two were general tax increases, three were special sales taxes for public safety services. the decision not to place any such measures on the ballot came after a poll showed all five measures were likely to fail. it will be soon easier to get a cab on the street of

san francisco, but you will pay more for it. last night, the city's transportation agency approved meter increase, first since 2003. in 30 days the cost from getting in a cab goes up from $3.10 to $3.50. rates increase by 50 cents a mile and you will pay ten cents for every minute stuck in traffic. they approved a deal to put more cabs on the road. 35 will be full-time vehicles. 50 cabs will be in service in peak travel times like weekend and nights. get ready to pay more for bleach and grocery items. clorox announced it's raising prices i across the board to make up for rising cost of materials. they showed a drop in profit of 1.2%. that is despite increase in sales. clorox is best known for making bleach but it produces a variety of other products, including glad bags and hidden valley salad dressing. humiliation for former world leader.

in egypt, judge adjourned the trial of ousted president hosni mubarak for nearly two weeks. the 83-year-old mubarak was

reeled in court on a hospital bed this morning and put in a metal cage with his codefendant including his two sons. it was all broadcast live on television in what is called a big humiliation for the former egyptian ruler. mubarak faces charges of corruption and ordering the killing of protesters during the uprising that led to the resignation in february. the judge ordered mubarak to be held at a military hospital and treated by an contr oncologist. 40-year-old mystery may be closer to being solved. to woman claiming to be the niece of d.b. cooper has come forward. in exclusive interview on "good morning america," marma cooper claims the hijacker is her uncle. she released this picture of him. the hijacker's true identity has been mystery since 1971. that is when a man hijacked a passenger plane and he demanded and received

$200,000 in ransom and a parachute. then he jumped from the plane. marla says she saw her uncle shortly after the hijacking. >> he was bloody and bruised. and a mess. i heard my uncle say, "we did it. our money problems are over. we've hijacked an airplane." >> the f.b.i. says it has a credible new leak in the case. the item is being tested but the f.b.i. won't say what it is. a new study will alarm parents. six out of ten children's car seats contain at least one toxic chemical and some contain several. the research by ecology center, non-profit environmental group conducted on 150 seats in three categories. the 2011 model seats tested for bromine, chlorine, lead and several chemicals that have been linked to developmental problems but researchers say it does not mean parents should avoid putting kids in the child car seat. that is priority number one for safety. the most toxic infant car

a peacock is back at the central park zoo in manhattan after ruffling some feathers if you will, with the latest animal escape stunt. it spent tuesday night perched on top of an apartment across the street from a zoo where it

attracted group of onlookers but this morning he woke up and decided to fly back to the zoo. earlier in year, cobra, the one at the end of the video spent a week on the run after escaping from zoo in may. peahen also escaped and strutted around before being fond a day later. maybe the peacock was looking for the peahen. >> tighten up security the zoo. >> isn't there a movie about animals breaking away and going to another place? >> disney movie probably. >> probably. >> are the clouds breaking up? >> they are breaking up, especially in the east bay valley. volmer peak to mount diablo. sunny and relatively warm day, but nothing too hot. as we look down from mount mount you can see -- mount tamalpais, you can see the clouds along the coast to try to stay in the bay. they are having a hard time thanks to a nice breeze up in about 2,000 or 3,000 feet over turning the atmosphere

now. you can see it's coming down from the north, more so today. that's why we see clearing along the north bay before anywhere else. as far as our coast goes tlment you go. clouds in the north bay and some around the monterey bay and dissipating from san pablo bay. temperatures responding. look at the 70s. fairfield, concord, livermore, los gatos. mid-to-upper 60s in the bay shore. low to mid-60s in the north bay. 57 in half moon bay. 58 in santa cruz. low to mid-60s for the rest of the monterey bay and inland. we'll call it mostly sunny, away from the coast where it's partly cloudy. few more clouds than the rest of us. mild this afternoon. temperatures are a hair below average for august 3. thicker clouds and drizzle is possible tonight in to tomorrow morning commute. that's the cooler air mass that will come in tomorrow and hang around and keep the temperatures below average in the afternoons throughout the weekend. for today, we will see the cooling in concord, two degrees cooler, 71.

reports that biden spends weekdays at his delaware home and the secret service travels with him. he owns a cottage next door. when the recent tenant left, biden offered to rent it to the government for the body guards and it's $2200 a month. biden says that is the same rent as the previous tenant. the vice president has collected $13,000 rent so far this year. we all wondered what is on the other side, what people experience when they die. tonight, abc bob woodruff probes that on "nightline: through the eyes of science, religion and personal accounts of people that have come back." bob nearly died a few years ago reporting in iraq. when a vehicle was hit by a bomb. >> i saw my body floating underneath me. that is one of the few things i remember. when i finally woke up, i explained it to my wife and my brothers what i saw, that i saw this whiteness, and this lack of pain. peace.
