wall street woke up to another wild ride and traders waited to see how the market would react after yesterday's plunge. >> good news when weekly unemployment claims came out. this is a live picture of the big board. how investors are in a buying mood. flight the dow is up 339 points. good morning. i'm kristen sze. >> and i'm cheryl jennings. scott goldberg has more. >> reporter: the dow opened with cautious optimism up over 200 points one day after taking a 519-point plunge to the gut. >> there is news about europe, there is a country involved that

is getting bigger and bigger. >> the nagging rumors that france could lose its triple "a" credited rating. gold keeps shooting to new record highs. it's worth more than platinum at $1800 an ounce. sandra traded for old jewelry for $700 cash. >> i thought it would get 150. >> most of the excitement has been of the stomach churning variety. in the last three days we watched the rollercoaster markets sink more than 6700 points, shoot backs and then let gravity take over again. so far the ride has wiped out more than two trillion dollars of investors' wealth. >> it's not a full-blown panic yet. it could get there. they are not throwing things out

the window quite yet. >> but first, there is something positive to report. the number of people claiming unemployment benefits fell below 400,000 for the first name four months, maybe it's a sign the job market is improving. good news if you want to buy a home. freddie mac announced the average rate fell to 4.32% from 4.39%. that is near the record low set back in near november. average rate for a fixed mortgage at 3.5% for 15-year mortgage. the fixed mortgage is popular for homeowners that wanted to refinance. >> it will be hot topic at presidential debate.

eight candidates will take part in the debate. iowa will hold a gop straw poll. analysts say it will be show of force in front of the caucuses that kick on off the fight in january. >> within the hour a new proposal will be presented to the council that oversees a federal marine sanctuary off our coast. they are argued for jet ski patrols in pacifica. >> reporter: the san mateo county sheriff's office is in that meeting. they are planning to present the guidelines they think are necessary for anyone using a personal watercraft or a jet ski in mavericks. >> this meeting with gulf of if a lons, advisory council will not change or alter their longs held policy of using personal watercraft at mavericks. today they will simply listen.

towed out anybody entering the water needs to know they are doing and training is a good place to start. bart is warning passengers that protestors might try to disrupt service in downtown san francisco during the evening commute. last night bart put an alert on the website and sent out a tweet advising riders to have a back-up plan. a group may be planning a protest sometime in early august. that same group shut down several bart stations last month. they were protesting the police shooting at the civic center station. this afternoon the man charged in a hit-and-run that critically injured a nine-year-old visitor from philadelphia will appear in a san francisco court. alan andrew vargas is facing a felony hit-and-run charges. he was caught in hayward shortly after he hit ryan white in san

francisco. he had just left a game at at&t park. he suffered a brain injury, broken bones and the lacerated liver. he is recovering at a san francisco hospital in serious condition. heated debate at the san francisco planning commission in the next hour over the america's cup competition coming to the city. it's expected to be $1.2 billion economic shot in the arm but coalition of groups talk about how the race will affect san francisco. >> reporter: just about an hour ago there was a news conference that was made up of a coalition of groups. that was prompted by a public information section that should be scheduled here about an hour. it's an opportunity for the public to voice their concerns. the coalition is made up about 30 different groups calling themselves environmental

council. collision is raising two major issues, first, is the amount of traffic expected along the embarcadero. leaders of this coalition say they expect crowds as dense those that gather for fleet week except this cup competition will run for nine weeks. second issue is impact on the ecosystem. >> i'm getting cold feet because the environmental pre-nuptial that the city has developed does not go far enough to protect the bay area's air, water and marine life from the many impacts that we expect from the crowds, marine vessels and the waterfront development. >> the groups wanted to make it clear they do supported america's cup, but they want to make sure there is strong environmental protection. i did check in with city planners. they are expecting a strong turnout for the public input meeting at noon. those same planners tell me

unfortunately they cannot respond to any of the concerns that were raised at this news conference an hour ago. that is because it's public information session is part of a legal process under state law. they will take in these concerns that is being raised by the public and have to issue a formal reported within the next couple of months. reporting live at san francisco city hall, "abc 7 news." hotel workers at the hyatt regency is holding a demonstration demanding basics of work. they have put offers on the table and it's up to the workers to decide to accept it. >> flames and smoke ran through two stores on hei9 street but a quick response by firefighters kept the fire from spreading from a nearby apartment building. the blaze broke out around 5:00 this morning in the attic and rear of the building in at the corner of haight and masonic.

two buildings had damage in the fire. one witness described what happened. >> we heard fire and looked out the window. we saw right as it started, it was coming up over two a clothing store. we watched it as it spread over the people's cafe. >> they were able to put out the fire in 45 minutes. there were no injuries. there is no estimate right now on the damage and cause of the fire remains under investigation. still ahead, the winner is -- who made the top five list for the most hated person in america? >> and movie about osama bin laden, political bickering and a call

rioting and shooting. >> a movie about the hunted for osama bin laden has developed a battle. the oscar director is making a picture for sony pictures expected in cities right before the 2012 presidential election. chair of homeland security company asked for a c.i.a. and probe to see if the obama administration gave out sensitive details on the mission that killed bin laden. they say they won't discuss classified information. the government says it has lost contact with experimental hype sonic glider as it launched from vandenberg. this is animation of it. they say it launched this morning and successfully separated from the booster and flew on its own. moments later they lost contact.

rapidly around most of the bay and have one finger fog that is going to linger through the golden gate and head over to berkeley. 54 in half moon bay. 60s around the bay shore. 70s developing around concord and higher elevations around los gatos. check out contrasting temperatures as you head around monterey bay. still cloudy, 55 in santa cruz to about 63 inland around gilroy. highlights, that sunshine, cooler breeze coming off the ocean keeping temperatures colder. mostly cloudy, nice sleeping weather and a little drizzle possible along the coast. below average high temperatures will last through the weekend even if we get a warming trend, still looks like we'll be short of where we should be. oakland about the same as yesterday. santa rosa, 1 degree cooler. 2 in fremont, concord and san

jose five degrees cooler. compared to average, everybody below. 5 in livermore and san jose. redwood city, 9 degrees cooler than average. low to mid-80s for the rest of the east bay valleys. here is the coolest temperatures richmond and berkeley in the 60s and everybody else in the 70s. low 80s in the south bay. 69 in millbrae and low to mid-70s for the rest of the peninsula. 65 downtown. 66 in south san francisco. 67 in sausalito. once you get away from the water upper 70s to low 80s in the north bay valleys. mid to upper 60s around the monterey bay and only 70s inland. temperatures running about 10-15 degrees cooler than average. around the state, low to mid 90s 103 is the warm spot in palm springs. you are seeing the drizzle mainly along the coast. temperatures in the 50s with the
