following the drive-by shooting death of a 3-year-old boy. abc7's amy hollyfield is live at the shooting scene. what is happening? >> this is what everybody wants to prevent, memorials like this one. this is what the community created where a 3-year-old boy is shot to death. this is the location that advocates have chosen for the press conference this morning and they're saying that the gang injunkses are not the way to prevent violence. city council member de la fuentes said he will call for more gang injunction in oakland and said this at the funeral of carlos nava. the argument is if the gang members had been listed on a gang injunction they wouldn't have been able to hang out together and maybe the shooting would haven't happened. opponents say that is a stretch. but the councilmember wants to try it. >> i think from the mayor to the city council we have to not just come to the event

and mourn people but we have to enact real tools for the police to do their job. >> we want councilmember and harry reid to look at needs of the community. they haven't spoken to the family or the community. they are pushing an agenda that does not work. these gang injunctions produce gentrification, racial profiling. a lot of young men in jail. when the young men go to jail, that means one more house without a farther. >> there is a gang injunction in place. it's against 15 people. but the city council attorney says they have not committed a crime. the city attorney office thinks it's been effective. the opponents say the money used to implement the gang injunks is better spent in other ways. services for young people, well the police department and i checked in with them about the controversy. they told me that the chief

thinks it's controversial in oakland. they want to use it as a tool if they agree this is the way to go. carlos's death has people talk about the need to bring an tauped violence. now the issue is getting everyone to agree on how to do that. reporting live in oakland, amy hollyfield, abc7 news. >> thank you. in sacramento right now, a state senator is presenting a bill to change california law to make it harder for some prisoners to get paroled. the new proposal was triggered by the investigation in kidnapping of jaycee dugard. she was 11 years old when she disappeared in south lake tahoe in 1991. the kidnapper phillip garrido was on por role for -- parole for rain. they held her captive for 18 years. garrido is serving a life sentence. ted gains' bill would allow the parole board to consider type and severity of an offender's crime defending whether to grant parole.

right now they can only consider inmate's behavior as prisoner. a san francisco lawyer accused of sex crimes against victims he found on craigslist appeared in court today. michael hoffman is accused in the sexual assault of four women, possibly from a craigslist singles site. it happened in march, june and july. a teenager stabbed in the parking lot of a downtown san jose mcdonald's is suing the restaurant owners. 17-year-old jonathan paredis was attacked in the mcdonald's parking lot walking home from a downtown music event on june 9. he tells the media partner mcdonald's was partially liable because they failed to have adequate staffing. five teens were stabbed, two critically. the restaurant declined to comment on the lawsuit. >> this morning, two bart directors calling for a public discussion to set policy on when the agency should cut off cell phone

service to the station. last week, they cut it at the civil center station to help protesters from organizing. in a protest on monday, bart did keep the phone system on as the protesters shut down four downtown san francisco stations. the board directors say the cell phone black-out was an overreaction. the protest began after a bart police shot and killed a man they say lunged at them with a knife. . city of sonoma is considering banning pit bulls. councilwoman says she will introduce a proposal to ban pit bulls and other aggressive breeds in the city. she is motivated by last week's pit bull attack that killed a pregnant woman. sonoma county has a law requiring spaying and neutering of certain breeds and registration and insurance requirements and fines for violations. governor brown is set to sign to law requiring skiers and snowboarders under 189

to -- under age of 18 to wear helmets. this would allow local authorities to fine parents up to $25 if they ride without a helmet. it aims to reduce injuries at ski resorts. high-tech safety sensors are installed on the bay bridge to listen for sounds of metal cracking on key parts of the bridge. it will prevent bridge closures we saw a couple years ago for repairs. terry mcsweeney joins us with more. >> reporter: 640 of the sensors are installed on the bay bridge. the work started last night and will go on for two months. the first information about cracks on the bridge should be available in the next couple of weeks. as you mentioned, the same cracks that shut down the bridge twice a couple of years ago. 640 devices just like this one are installed in the bay bridge near about 400 eye bars. the devices known as a.e. or

to anything at san quentin prison which is not far there the scene. wave more information as soon as it's available. meantime, take a look at this picture. my goodness. sanitation truck in queens, new york, crashed through the second story wall of an industrial building and was left dangling from that building. the driver hung on for dear life as the rescue workers tried to stabilize the vehicle. they used a cherry picker to rescue the driver who is said in serious but stable condition. four cars parked below were damaged by falling bricks and debris. officials don't know how they lost control of the vehicle. >> a teenager is in custody after what police call catastrophic attack at the high school. they say 17-year-old threatened to plant explosive devices and discharge them on the first day of school next tuesday. police arrested him last night after getting a tip.
