dropping another 100, but a live look at the big board at the new york stock exchange here shows slight bounceback. the dow is off 70 points. 71 points right now. good morning. i'm kristen sze. cheryl jennings is off. among the bad news today, california's unemployment rate is up. the labor department says the rate climbed .2 of a per sent in july to 13%. employers added 4,500 new jobs last month and the state has the second highest jobless rate in the nation behind nevada. here is how the unemployment breaks down across the bay area. marin county has the lowest unemployment rate in the entire state. at 8%. san mateo county is 8.7. san francisco is at 9%. solano county has the highest local unemployment rate at 12.2%. in the tough economic times dozens are graduating from a program in richmond specifically designed to train a green workforce that

comes from challenged backgrounds. letter lerlt's nick smith is live at the training center in richmond. nick? >> reporter: good morning. today's ceremony is designed to do two things. recognize accomplishment of graduating class and find jobs for men and women part of a community that has been hart hid by unemployment. the city of richmond provides training for clean and renewable industries and it serves to serve the underserve. many come from low-income households. 30% has a history with the justice system. some like rosa have been displaced professionally and need a job and training. >> you go in not knowing what a 2-by-2 looks like, 4-by-4. the knowledge, the discipline and the skills you get from richmond is great. >> since taking office, california lieutenant governor gavin newsom made the bush for economic development plan to stimulate innovation and

green jobs. they have one of the highest unemployment rate in the state. they're aiming to reduce the numbers. >> it's not just a training program. there are jobs. we are averaging 80% placement at an average wage of $18. so they are good quality jobs. >> the students participate in hands on activities. in addition, they have the opportunity to work on real installation. >> i got to experience live install. we got to do an install on two homes for clients here. it was a good experience. >> it's working. >> really good. i've been offered a few jobs. >> it includes public and private organizations that help to underwrite the costs and close shortfall of federal and state dollars. >> federal scholars helped out they are not sufficient to put quality training programs in place we need in the community. >> they have open enrollment year round. to find out how to qualify, go to abc7news.com. click see it on tv.

in richmond, nick smith, abc7 news. >> thank you. . hewlett-packard stock fell 20% in morning trading. the day after the palo alto tech giant announced major changes to the business. h.p. says it plans to spin off the computer manufacturering business, and stop making smart phones and tablet p.c.s altogether. h.b. is the biggest maimer of the p.c. and printers and it just announced the $10 billion takeover of a british software company called autonomy. its u.s. headquarters are in san francisco. h.p. says moves are part of the company plan to transform itself to technology services company. much like ibm has. well, this economy is triggering a new gold rush. criminal kind. with the value of gold soaring, robbers are ripping off valuable necklaces from women's necks. abc7's terry mcsweeney is live at the oakland police department. how many cases have been reported? >> well, the police are saying there have been dozens of these in the past 90 days.

they know why it's going on. gold is selling at $1800 an ounce. that is out of sight. that is exactly where the police want women to wear their jewelry: out of sight. the new gold rush in oakland is not a good thing. police say young men late teens and early 20s have been targeting women wearing gold necklaces, especially in the fruitvale area near bart station. >> they walk up to them on foot. most of the females are distracted by the cell phone or electronic devices. they snatch gold chains off their necks and they run away. >> the soaring price of gold has been good for business at the best collateral pawnshop on broadway in oakland. >> i've seen more traffic coming in, bringing in gold to sell. people trying to get rid of the jewelry to make extra money. >> but the pawnshop puts 30-day hold on jewelry received. >> if you are trying to sell it or do a pawn, your i.d. will be taken in. your infofoformation is taken down as well as the bill.

it wouldn't a good idea to sell anything and -- steal anything and bring to a pawnshop. especially this one. >> police urge women to keep jewelry under the clothing until they reach destination. don't let a phone call or music disstrakt you from the surroundings. some women are already living that way. >> do queue wear a gold necklace? >> no. and i'd hide it. >> that's what they say to do. >> be alert. a.c. transit bus driver put the robbery in perspective. >> it happens on the bus. people sitting on the bus, they snatch stuff and run off the bus. it's sad that this world has come to that. >> there have been number of robberies in lake merritt area of oakland. we checked around, check out san pablo and el cerrito, we check with caltrain and sam tran. they are not seeing anything like. it seems to be concentrated

in oakland for now. live in oakland, terry mcsweeney, abc7 news. >> terry, thanks a lot. the gold prices are skyrocketing but so are back to school clothes. retail analysts say the stores are trying everything to disguise the fact you will be paying more for clothes this fall. some are using less fabric and calling it a new look. others add chief stitching or not putting buttons on shirt and call it redesign. retailers raise prices 10% to offset their rising cost for materials and labor. >> teachers in a contra costa county school district take vote that could result in a longer day for kids at three schools. representatives in the mount diablo teachers union will vote on the deal with the district to lengthen the school day by an hour. bel air, rio vista and shore acres school in pay point. the federal government requires the added instruction time for the district to get $9 million in education reform grants. the next two years. some california cities like

san francisco banned plastic grocery bags but many students around the state learn from textbooks that praise their use. california watch reports the american chemistry association lobbied the state education officials to rewrite textbooks to include positive messages. one addition reads "plastic shopping bags are very convenient to use. they take less energy to manufacturer than paper bag, cost less to transport and can be reuse." the american chemistry association recommend the plastic bag makers. environmental group long argue that plastic bags kill wildfire, release harmful chemicals and take up to 1,000 years tody compose in land fills. we'll have a detailed look at the california watch investigation tonight on abc7 news at 6:00. this afternoon, a richmond man will make his first court appearance after being arrested in connection with a 32-year-old cold case

a former oakland raider cheerleader turned police officer is now suing vacaville claiming sexual harassment. she joined the vacaville police force in 2004. her civil rights lawsuit says other officers made unwelcome comments about her looks while a supervisor told her not to work out in department gym because her looks would draw attention. she claimed she was falsely accused of workers' comp fraud prosecutors filed and dropped the charges. vacaville spokesman tells "the chronicle" the come plaint is without merit and the city will fight the

lawsuit. it appears there has been a coup at burger king. they announced to oust the king mascot opt no longer focussing marketing on teens. instead, it's emphasizing freshness and healthier choices. targeting moms. a month ago, b.k. chief rival mcdonald's announce a plan to make the kid's menu more healthy. burger king saw sales drop 6% in the last fiscal quarter. the chinese basketball team that got in a brought with george township university players -- georgetown university players in good will tour will play a rematch sunday. video shows the players punching each other, throwing chairs while the chinese spectators tossed water bottles at the americans and the fight ended when the georgetown coach pulled his team off the court and asked but did not get a police excourt to the hotel. called police to report the same thing in daytona beach, florida, wednesday. the baby sitter is charging child felony endangerment charges. the judge ordered the babysitter to stay away from the child. look at this. michigan police say a 24-year-old man tried to stop the pick-up truck fred flintstone trial using his feet. police say the man knew he didn't have brakes but decided to drive anyway and he drove 2-1/2 miles at 40 miles per hour down a major highway with his feet dangling out the driver's side door. >> he thought he could do it. he wanted to get home. he said he had a long day at work and wanted to work today. no alcohol or drugs. just lack of common sense. >> along the way, he crashed to four vehicles before putting pick-ups in park and

cooler tomorrow. then we will see a small warming trend on sunday. monday and tuesday, temperatures are ten degrees warmer than tomorrow. back to where we should be. >> thank you, mike. >> you bet. florida soldier woulded in the war in afghanistan is back home and enjoying his favorite pastime, thanks to a generous businessman. thomas found his love with surfing three years ago before joining the army. he is injured in explosion in the first tour of duty in afghanistan. the 21-year-old had his foot amputated. after hearing the news, girlfriend found a businessman who wanted to donate a custom-built ford just for thomas. >> gave him my specks, my weight and height. made everything for me. i'm in the bad times this afghanistan. i can sit there and think back to like oh, i'm going to go home and i'm going to be sitting on the beach with my girlfriend and my family. i'm going to go out and catch the perfect wave. >> thomas hasn't yet tested his prosthetic. but hopes to be riding the surf very, very soon.

another british prince is headed stateside. prince harry will be coming to california and arizona to take part in intense military training. focussing on the apache helicopters. the prince's spokesman didn't give a date and said the stay should last up to three months. harry is following in his brother william and sister-in-law kate path to the goldp state. they were here earlier in summer. with harry's visit, british tabloid are urging california blobbeds to be on a -- california blondes to be on alert. harry hunters. friday's favorite
