two gas leaks in alameda county prompted a shelter in place at school. these pictures over one of the leaks happened. i'm carol jennings. >> i'm kristen sze.

pg&e crews are at the scene. laura anthony is at one of the areas. >> this situation has been resolved. we can show you why. the pg&e crews, people that came out here a little while ago when the leak first occurred. they have pinched off the leak. apparently a third party -- let's show you what it looked like just a short time ago as emergency crews, fire department responded to the leak. there were several condominiums that needed to be evacuated and there was an elementary school. down the road aways but the children had had to be shelter in place but the leak was pinched off again by about 9:30

this morning. this is the second leak occurred this morning, the first occurred on johnson near downtown alameda. another third party gig caused it to be broo breached there. that one was pinched on 0 and immediately after that the pg&e crews got the call about this one here in alameda. so what we're showing you they are resolving the situation. they got the leak pinched off as they call it. gun a shelter in place in both locations have been lifted. -- shelter in place has been lifted. >> new information about a shooting rampage at an ihop restaurant. three guard members and a civilian was killed by this man who also took his own life. he also wounded seven others.

eric thomas has the latest. >> five people, two of them nevada national guard members are still hospitalized. the sheriff's department released the names of the dead. 38-year-old kristen rigi and person from reno and major from reno. also killed was the civilian 67-year-old person from south lake tahoe. gunman opened fire outside the ihop yesterday morning before he took it's ak-47 rifle inside and shot the others. >> in a few short hours we lost the same number of soldiers we lost in the entirety operation iraqi and enduring freedom. >> all of the nevada and international guard. the suspect shot himself and died at the hospital. police recovered two rifles and

a pistol from him. he had no criminal record but he had a history of mental issues. iphop restaurant shut down and no word when they will reopen. a first time ever major jobs summit dealing with jobs is going on in san francisco. hunddsrepeople from top bay area companies. terry mcsweeney joins us with the story. this is a very aggressive move that is sorrily needed. >> they certainly agree with you and that is when they convened. they are sayin to bring unemployment from 9% down to 6%. he thinks it's do-able but it's not going to come without a price. >> with the leaders in the audience, the mayor ed lee talked about his forecast. >> if i've got ten minutes, it's going to be jobs, jobs and more jobs.

jobs czar, michael rossi is speaking right now. mark matthews will have more tonight coming up at 4:00, 5:00 and 6:00. hopeful sign on the job front. labor department says companies advertised the most job openings in three years in july. as employers posted more than 3 million jobs. that is the largest number of openings since august of 2009. there is heavy competition for each job. 14 million people are out of work or were out of work in july that means 4 unemployed workers competing for one opening. but more openings don't guarantee more jobs. last week government didn't add any jobs in august, worst month since 2010. president obama is expected to propose $300 billion in tax

cuts and federal spending when he unveils his jobs agenda in an address tomorrow evening. people familiar with the plan say the two biggest measures are expected to be a one-year extension of the payroll tax cut for workers and also extension of expiring jobless benefits u can watch the jobs speech live on abc7 tomorrow at 4:00 p.m. >> the economy is expected to dominate the republican presidential debate at the reagan presidential library in simi, california. this will be perry's first debate since entering the race. the white house may give them short term financial help. postal agency says they not able to make their payment to the treasury at the end of the month. white house officials say they nay delay the payment for 90

dates as part of a larger economic package in the works. no details of the plan were released and longs term solution will be needed to keep it running. >> pg&e took 90 points in shut off the gags after an explosion in cupertino. last week a fire destroyed a condo. pg&e crews had to dig three big holes to reach the pipe. last night pg&e told the cupertino city council that specific type of plastic pipe is prone to cracking. they have 1200 miles of the pipe in their system. >> we are developing a plan to address the plastics pipe throughout the system. we do not have completed it but we're going through our records to identify that. >> fortunately no one was hurt

in last week's fire. they are working on replacing 12,000 feet of the plastic pipe in the how often tomb complex. >> a road construction belmont because of accuracy of under ground pipeline maps. they were repairing a road and they said there was a gas line three feet below the surface but crews found it 12 inches under ground. >> it's not uncommon thing for inaccurate information, these pipes were put in years as. >> pg&e told abc7, they can't guarantee it because land scraping and other work can change the depth of pipes overtime. they say the project will remain on hold until pg&e can move the line. >> a long stretch of the coast is quiet after tsunami sirens were full tilt this morning, it

was only a test. amy hollyfield is live at the beach. how did it go? >> it wasn't too bad depending on where you are on the coast. here is what it sounded like in half moon bay. [ siren ] >> reporter: it wasn't so loud that you had to cover your ears. this is full volume. this is the first time they tested at full blast. think wanted to make sure it works okay. they've got eight in place along the san mateo county coast but the one we heard, officials need to do a little more outreach so people know what it is. we also hear, it depends on where you are in the beach because in some spots it's really loud. >> it's very, very loud. it's unbearable. right here it's not so bad.

>> i didn't notice -- everybody heard it. what is it about? >> its tsunami warning siren and they test it once a mowh good idea. >> we put out in the press over the past couple of weeks this is happening, we hoping there will be no panic. next year as we start doing on the first wednesday of the month people will get used to it. they will recognize this the day this the same time and it won't an issue. >> in a real tsunami warning they will sound the siren continuously for several minutes. it's so loud you can hear it inside your home so they will have automated telephone call to alert residents, at the had will only call you if it's at real emergency. the alarms and they will test them once a month first wednesday at 10:00 in the morning.

they are marking the 10th anniversary of the terrorist attacks on americas. there are still big holes in security. homeland security department have only completed half the recommendations since the creation in 2003. officials from the government accountability office tell senators that the department of homeland security has improved but notes there is no system who is leaving the united states and they still don't have enhanced explosive technology. but we are better prepared when it comes to ports and mass transit. i'll bring you that special report later this week. >> an increasing in penalties
