simple, all u.s. troops coming hope, as scheduled. in his second address to the nation in as many days, president obama gave military families a big reason to celebrate the upcoming holidays. an hour ago president obama announced there will be a complete u.s. troop withdrawal from iraq by the end of the year. december 31st, 2011 was set as the deadline in 2008. there was talk of leaving a small number of troops in country to help with security. today the president confirmed that will not be the case. >> the president: the last american soldier will cross the boarder out of iraq with their heads held -- border out of iraq with their heads held high knowing the american people stand united in our support for our troops. that is now america's military efforts in iraq will end. >> reporter: the president spoke with the prime minister of iraq. he said they in total agreement moving forward. republican have warned a draw

down could destabilize iraq. >> i think there's a greater risk of renewed violence, continued iranian penetration into iraq that is already happening in southern iraq. >> reporter: the president said as of january 1st, the u.s. will have a normal relationship with iraq. military training and assistance may continue as it does in other countries. congressman barbara lee said she is pleased with the decision to withdraw from iraq. after today's announcement she said we should follow the lead of the people of iraq and the united states who overwhelmingly agree that it is time for the remaining u.s. armed forces to return home. u.s. officials say an american predator drone took part in the airstrike that hit the convoy carrying muammar gadhafi. it is not clear who or what killed him.

gadhafi's body is in a commercial freezer at a shopping center as libyans figure out where and when to bury the dictator. his burial has been delayed to allow for international criminal court to investigate. spokesman for the u.n. human rights organization says they want to know if gadhafi was killed while fighting or executed after his capture? nato's top commander will recommend ending the mission in libya. he says americans troops and aircraft are still there, many likely will now move on. oakland officials are urging occupy oakland demonstrators to leave their encampment if front of city hall or else. the mayor says health and sanitation has become issues. demonstrators aren't going anywhere and police don't seem willing to push the matter. >> reporter: this seems like a political hot potato that no one wants to touch. police tell us they are not moving the protesters until they get an order from the

mayor. they don't want to talk on camera. the mayor did not return our calls this morning. it appears this order is meaningless. and the protesters aren't going anywhere. the occupy oakland protesters are showing no signs that they will be packing and leaving. some started the day with a yoga session while the appointed security team protected the perimeter making sure members of the media didn't enter their camp. they say orders from city officials mean nothing to them. >> there's no between us and city hall. we own this, we are occupying it they have to take it. if it has to be by physical force they are going to be doing physical stuff. we are going to sit and lock arms, i'm ready to go to jail. >> reporter: mayor kwaupb put out an order last night -- mayor quan put out an order last night saying they would not be able to camp from 10 p.m. to 6 a.m..

one thing, but doing another. the group has decided to have a rally and march tomorrow. they are calling it occupy everything, liberate oakland. it starts at 11:00 tomorrow downtown oakland. amy hollyfield, abc7 news. at least one tent is back up at the site of the occupy san jose movement. police officers moved in overnight and cleaned out the encampment. several were arrested for trespassing or illegal camping. officers took an eighth person into custody police say he scratched a patrol car. the protesters have been cited before but these are the first arrests. one lane of the westbound bay bridge is shutdown because of the accident involving that car, single car accident. this is a live picture over the bay bridge. it appears this is on the upper deck. small car hit concrete barrier. cleanup underway. the concrete barrier near the

the two quakes last night. both quakes centered near berkeley. terry mcsweeney joins us from cupertino with more on the quake drill. >> reporter: about 30 minutes ago, 750 students poured out of garden gate elementary. they are on the field now this is part of a cupertino city wide two-day emergency preparedness drill to be ready for a quake really any other big emergency. with that garden gate elementary students head out for the field and safety. teachers with will provide the initial search-and-rescue and first-aid. this year, the student release procedure has changed in> the of deadly shootings at the cement plant a few weeks ago. >> instead of having all parents go to one table to pick up their children, we are having a table for each grade level which will hopefully,
