joined by seven baby bison in the video you can see the babies barely on the other side of the tall fence. the friend of a dog owner tells us what happened. three dogs got into the paddock crawling under a hole in the fence. >> a dog walker had several dogs off leash. two dogs got under the fence and started hurting the bison. this went on for a while until a ranger and police came and they were able to get the dogs out. it went on and on. >> reporter: for as long as half hour. the dog watcher was cited by police as this sign indicates you have to keep your dogs on a leash in this area. they obviously did spoken as quickly as possible. we can neither confirm nor deny the severity of the injuries of bison. the san francisco zoo is keeping a closed mouth.

trying to arrest him wind worth it. they are trying to identify him using fingerprints lived from one of the homes. president obama made a rare appearance at the pentagon this morning to announce a new military strategy in the face of huge budget cuts. >> reporter: if in this case it is not just less equipment, it is fewer troops. the pentagon is looking at half a billion to one trillion in cuts over the next 10 years. this morning the president said the cuts are not just about the bottom line they will be part of a new military strategy >> the president: our military will be leaner, but the world must now, the united states going to maintain our military superiority with armed forces that are agile, flexible and ready for the full range of contingencies and threats. >> reporter: the specifics as to how much lean are the military will be will come out

concord residents suffering through nasty smelling air again like rotten eggs from a pipeline leaking last november owned by conoco phillips. >> reporter: the rotten egg smell hit again this week in concord, not as bad as it was in november but it felt like a setback. some started thinking about how to escape it, again. >> with five kids, we only went to the hotel once and that was two months ago. it is hard to uproot my family to go to a hotel. when it came back, i just thought it was disheartening.

>> reporter: county officials said the smell is , but nothing to worry about. it is not a sign of a new oil leak. crews returning from the holiday break lifted up tarps and unleashed the smell. residual effect from the leak in november. >> it is encouraging, i know it has been going on a lot. this is good news if it is fixed. >> reporter: the pipeline on the former concord naval weapons station. the pipe belongs to conoco phillips and was leaking crude oil through a pencil-sized hole that crews are working to repair and cleanup with >> it is a case of removing the tarp. i just hope -- [ inaudible ] >> reporter: county officials have been told crews will be here another two to three weeks. there is a chance residents will smell the odor again. but say it will probably never be as intense as wait was --

step crews in san francisco are busy getting chinatown ready for the lunar new year celebration.
