. >> announcer: right now breaking news. a shelter in place order has just been lifted at san jose's evergreen valley high. >> this is live shot over the campus. investigators tell us this started last night when a 15-year-old male student posted a message on a social media site saying he planned to "shoot up the school." police searched his home overnight and did not discover plans or weapons. >> a shelter in place at school after teacher told authorities she thought she saw the suspect on campus.

>> investigators express they have no reason to believe the student is armed. >> that shelter in place just lifted. the school day is pecked to continue. everything is okay. we will continue to -- to that story. our other top story also in san jose. warning after several overnight attacks at san jose state university. >> i make sure my door is locked all the time. always a possibility that something could happen. >> police searched the campus early this morning for a man who went into dorm rooms and groped four students. terry mcsweeney jones us from the campus with more. >> reporter: -- four women groped in four rooms overnight here at joe west hall in the sand a state university campus. police right now are looking at surveillance video trying to get ahold of who this guy is before he strikes again. the call came in 3:30 from a woman who said she had been groped in her dorm room.

after determining the man was unknown to the victim, everything changed. >> we began reviewing video, sending our officers through the dormitory which is a 10 story highrise. >> reporter: the description of the suspect is male hispanic, early 20s, dark clothing. police could not explain how four women in separate rooms could be groped but only one called police. >> i can't comment on that, i don't know enough about the behavior of victims. i can just tell you what happened. >> reporter: police say they did not find the suspect despite a door-to-door search. jessica lives on the fourth floor and found out about with the assault from us, 8:00 this morning. you live there, the police didn't go to your room? >> no, live on the fourth floor, i didn't hear anything. >> alert male 20s, black clothing. >> reporter: nicole read the text she received 90 minutes after the assault via the campus emergency notification

system. a spokeswoman says 70% of students have registered for the messages. they say all you have to do is follow a student who has one of the electronic entry cards. it gets easier around the time the attacks occurred. >> 10:00 the backdoor locks and this door stays open and they have ra's and people sitting there making sure who comes in and out and sign in guests and stuff. at 3 a.m. that stops. >> reporter: once inside the suspect had no problem gaining entrance into the women's rooms all their doors were unlocked. a campus spokeswoman says counseling is available to the victims. tonight there is going to be a meeting. campus police will talk to them about safety and maybe show surveillance video. maybe someone can identify the suspect. terry mcsweeney, abc7 news. president obama today called for a massive overhaul to make college more

affordable. >> the president: we are putting colleges on notice, you can't keep -- you can't assume you will jack up tuition every year. if you can't stop tuition from going up then the funding you get from taxpayers each year will go down. we should push colleges to do better. >> mr. obama spoke at the university of michigan following up on his state of the union promise to make colleges rein in increases an issue that affects the university of california and csu systems. katie, one idea he has is to make colleges compete for prize money? >> reporter: he calls it race to the top in which universities and colleges would have a one billion dollar incentive to use their money better. the president would like to see campus-based aid reallotted so more gets to students for loans and work-study programs. president obama is putting his foot down, demanding universities find a way to lower tuition costs.

that sounds good, but can it work? some students aren't sure. >> we would love for that to work the issue is not even pulling fed wall money as a threat the issue is our -- budget is so screwed up to begin with. >> reporter: students describe current costs as outrageous. at uc schools tuition has tripled up more than 2,000% since the 70s. in c, circumstance tuition has doubled since 2006. for some the -- the president's plan seems promising. >> it is a good plan. tuition hikes going to stop a lot of people from getting their degree. i think it is a good requested. >> reporter: at least one student in her third year at cal thinks the president's threat is a bad idea. >> he should be trying to help us find money with the universities equal partnership not an either or it should be

an and. taking away federal money isn't good. >> reporter: the president's plan will be a tough sell in congress which needs to approve all aspects of it. the obama administration is proposing extending a tuition tax break and asking congress to keep loan interest rates from doubling in july. katie marzullo, abc7 news. another green company backed by the obama administration is going under. the wall street journal reports an electric car battery company has filed for bankruptcy protection. the filing a year after vice president biden's visit to a subsidiary in indiana. they received 118 million dollar grant from the energy department to build that factory. last year solyndra went out of business after taking more than half a billion dollars in government loans. the california supreme court just announced today it is upholding new maps

defining senate boundaries drawn up by an independent commission last year a blow to republicans who are trying to block democrats from gaining more senate seats. republicans won an initiative to overturn the use of the new maps. the shift in california could means more seats for tempt s that would give them a better chance of -- reach reaching 2/3 majority in the senate improving tax increases without republican support in one house of the legislature. san francisco's did d.a. wants the chronicle to hand over any photographs of sheriff ross mirkarimi and his wife last may. the d.a. has subpoenaed the photographs the paper posted online the day he announced his candidacy for sheriff. the d.a.'s office isn't saying why it wants the photos. mirkarimi has denied the charges. yesterday a judge refused mirkarimi's request to lift an order barring him from having contact with his wife and their 2-year-old son.

today oakland's city administrators expected to release new proposal that could mean fewer lay-offs. the city said it would have to cut 81 employees and slash hundreds of thousands of dollars in city funding to make up for the loss of millions funds. the tribune reports that city leaders have learned they have 7 1/2 million dollars more revenue than previously estimated. the city council is scheduled to vote on the lay-off and consolidation plans next tuesday. in a few weeks caltrans will try to use toll lanes to ease a frustrating bottleneck. express lanes going in along highway 237/880 interchange in milpitas this is a map. under the plan solo drivers will be table to jump in the car pool lane on a four mile stretch. the fee will be from 30 cents to $3 depending on congestion levels.

u.s. health regulators detained orange juice after samples tested positive for a fungicide. three shipments from brazil and six from canada have been stopped. the scare began two weeks ago after the coca-cola company found the fungicide in a shipment from brazil it is legal there but not in the u.s.. the amounts found don't pose a safety risk and fall under the amount allowed in europe.

los angeles fire officials just released a 911 call made monday night before demi moore was rushed to the hospital. in the recording a friend said the actress was having convulsions, shaking and bunning up. by the end of the call the friend said moore calmed down and was speaking. friends say it has been a difficult few months for the star. in november moore announced she was ending her marriage after allegations of infidelity. earlier this week moore checked into a treatment facility saying she was being treated for examine -- examine us a shun. secretary of state hillary rodham clinton says she is ready for a break after 20 years in american politics. she told employees yesterday if the president is reelected she will only stay long enough for him to fan a replacement. she told the crowd she has not watched any of the republican presidential debates. she is barred from

twitter is defending its new country by country censor policy it can ceor messages by country before it disappeared worldwide. critics say this is a way to pander to countries that violate free speech and make money in those countries. twitter sees the tools to ensure tweets remain visible to as many as possible. twitter says it will post a censor ship notice when a tweet is removed. mike nicco standing by the weekend weather is going to be decent. >> pretty nice if you try to go ice fishing, be careful.
