california gets nearly 2/3 of the entire settlement. >> it is the largest joint federal/state civil settlement in the history of this nation. >> reporter: attorney general holder made it official this morning after years of foreclosure abuse claims, five banks, bank of america, jpmorgan chase, wells fargo, citibank and ally financial will settle with 49 states to the tune of 26 billion dollars. the deal means nearly one million households with will reduce their loans and 750,000 people whose homes were foreclosed on will get a check for $2,000. >> all told this isn't just good for these families it is good for their neighborhoods, their communities and our economy. >> reporter: california attorney general kamala harris did not like the original deal and held out. it is paying off. now out of the nearly 26 billion dollar total the golden state will get 18 billion. in a statement harris said,

this outcome is the result of an insistence that california receive a fair deal commensurate with the harm done here. harris was concerned by accepting the settlement she and other homeowners wouldn't be able to take further legal action. that's not the case. >> it does not, it does not prevent state and federal authorities from pursuing criminal enforcement actions. >> reporter: also looking ahead, president obama says more can be done to help homeowners who are not in trouble. >> the president: to build on this settlement congress still needs to send me the bill i've proposed that gives every responsible homeowner in america the chance to refinance and save about $3,000 a year. >> reporter: two of the biggest mortgage lenders aren't mentioned in the settlement, attorney general harris going after them too. she says, i will continue to fight for reductions for the approximately 60% of california home onlyers whose loans are owned by fannie mae and freddie mac.

relation to contaminated meat. the people at the public health department have to figure out when if it was contaminated meat, when the victims ate it. it could be five, 10, 15, 20 years ago that's how long it could incubate this the human bed. with when many of us hear the words mad cow disease look at video of what we remember from 1990 the outbreak in england. the cows ate feed with contaminated animal parts when people ate those cows people were sickened, nearly 200 people died. i talked with interim public health officer this morning he says until biopsies can be done the of the victims no one going to know what caused this outbreak in marin. dr. lundqvist says is no information suggesting a causal link between the two cases nor is in information that suggests a risk to the public. he's saying do not jump to conclusions. we have information on the

woman was drying this blue honda southbound 680 north of the vargas exit this morning when she lost control and ended up underneath the big rig. the crane being carried by the truck came crashing down on the civic the woman was trapped the crews managed to pull her out and she was taken to the hospital with minor injuries. one lane of traffic is still blocked. newark investigators looking into tuesday's shooting of a customs agent have found a direct link between suspect and victim. the suspect dennis bagwell met the agent's wife at the bay area optical school in union city less than a year ago. bagwell was a teacher the suspect's wife or the agent's wife was a student. bagwell is expected to make his first court appearance this afternoon. the federal agent is identified, investigators believe he waited for the agent to walk out of his home

a girl's best friend doesn't have to have bling, just bark. amy hollyfield is live at the pleasanton -- >> reporter: these dogs are expensive the dog and its care can cost upwards of $20,000 putting it out of reach for a lot of people this supermarket here pass been donating to this group for years but has never seen a local patient receive a dog, until now. 16-year-old rose once fell to the floor during one of her epileptic seizures and blocked the door making it tough for her family to reach her. >> i had bruises. >> reporter: she decided to apply for a service dog with the hope the dog could help control the seizures by laying on her body, could go for help

or better yet, warn her that a seizure was coming. >> after they bond with their person there's something, they don't know why, in 88% of the cases they will be able to detect before the person has the seizure. this is after they bond. before they bond they will get help. they might run in circles they know something is not right. >> reporter: rose has been on the waiting list for three years. today they officially announced she will receive a dog. not this one this is the spokesdog. rose's dog probably isn't born yet but she says the wait is worth it. >> it would make me feel more secure when i have my seizures. would it be nice to have someone there. >> reporter: they take a year and a half to train and meet the dog. she will get one. canine assistance relies on donations to be able to give these dogs away free. they are very expensive.

that could explain why they have 1500 people on its waiting list. amy hollyfield, abc7 news. bay area mother and son have achieved a remarkable consensus in the mideast on the subject of landmines they got israelis and palestinians to agree to remove nearly 1 1/2 million landmines. heidi and her 16-year-old son are with roots of peace a non-profit that raises awareness about land mines. they held a news conference in san rafael today and skyped with palestinians and israelies to talk about this first ever agreement. they also announced a youth initiative using social media. >> are going to set up a way for palestinians, israelis and americans to talk about the landmine issue to raise awareness. >> the san rafael-based organization will lead the demining project in the spring with funding from napa valley
