good morning i'm kristen sze. and i'm cheryl jennings. rain causing a lot of problems around the bay for a second day. here's what happened in sonoma county where trees fell on a home. >> in san francisco people walking to work got soaked even with umbrellas. heavy rain caused a lot of standing water and flooding in the downtown area it >> listen that rain that is how hard it was fouring on my drive into work i had to put -- pouring on my drive into work i had to put my phone on the dashboard to get those pictures. amy hollyfield is in the

east bay. >> let's begin with katie marzullo in sonoma county. >> reporter: highway 12 in sonoma county closed in both directions you can see why as in emergency vehicle. you can see for yourself what would happen if you tried to do that. it is definitely been a problem for drivers all morning but it is not the only problem in sonoma county. it was a rude awakening for in wooded neighborhood on moscow road. >> i was like what the heck! she said i think a tree came down. i stepped down, whoa! >> reporter: three trees came down a domino effect started by a mudslide above the house. marcus lives next door and tried to check on his neighbor but couldn't get close. >> we have stairs going up in our back and the stairs were nothing but tree.

the whole hillside come down? >> reporter: luckily the homeowner was not home at the time. another lucky break despite being shouted at to top this driver went through the flood waters highway 12 sonoma county not a recommended move. others opted to be late to work. >> i had four we'll drive thinking it wouldn't be bad. >> reporter: the alternative is sitting in a lot of traffic. most locals will tell you this happens every year and is nothing compared to a decade ago. >> flooded into the city proper of sonoma to the.where broadway the main drag was flooded on both sides. i don't know why they haven't figured that out yet. >> reporter: we turn around to give you a different advantage point that way highway 12 had you can see how flooded it is this way. one resident told me one year he tried to take his alpha

romeo and it started him a couple hundred to get the car started. detour is 8th street to napa road. doesn't seem like these flood waters are going to recede any time soon. for the latest we check in with meteorologist mike nicco. unfortunately, we'll be adding to that this is still storm one as good as advertised. check out the rain just the last six hours in napa more than an inch, almost an inch in san francisco closer to , half inch in oakland nearly two in ben lomond, nothing in san jose as the rain fake continues to playing the santa clara valley while everybody else is getting too much rain. zoom in you can see the heaviest rain all the way down to 237 in the south bay moving all the way up into the north bay. we do see a little light at the end of the tunnel. this storm is starting to sink south slowly. this will do two things, start

to wind down the intensity of the rain in the north bay and give the south bay their best chance of seeing some rain during the afternoon and early evening hours. worried about the winds because the ground is saturated trees may be going over. mountain view 18, hayward 21, sfo 17 and 23 at half moon bay watch out in those areas for the trees. the rain caused serious traffic headaches this morning, slick roads delayed the drive on 880 in oakland you can see the headlights, northbound lanes especially backed up. amy hollyfield is live in oakland. is the water still everywhere? >> reporter: water is everywhere! the rain has not stopped. check it out as it is rushing down this neighborhood street, down the hill. great example of why you need storm drains cleared. we have several days lt. you can imagine how saturated the ground is already looking at this rain it does make it tough for trees to stay

standing. a tree fell across the eastbound 580 on-ramp in oakland at coolidge avenue after 3:00 this morning, blocking all lanes it took a few chainsaws and wood chipper but crews were able to get it cleared before the morning commute. once the roads got busy the rain was really coming down, creating standing water throughout oakland's city streets and highways. traffic was slow, people safely made it to their east bay destinations. >> people have been driving just fine. fremont a lot of traffic. >> reporter: the public works department in oakland cancelled street sweeping. managers assigned those crews to be ready to help. there haven't been many calls for service this morning. the department spokesperson says, at this point they are celebrating the rain. so is this contractor who says, the weather means money. >> it is wonderful. the more it rains the more work i get, people call i'm a

contractor, rain is good for me >> reporter: other people are finding the positive in storm. >> i love it, yeah. >> i'm going to go home and bake chocolate chip cookies. >> reporter: doesn't that sound nice. the streets are very wet and the chp tells me it has been very busy this morning. the volume of calls has gone up but there hasn't been any major accidents on the highways they are happy to report that. they've been responding to inches that don't surprise them, spin-outs, fender-benders they say the number of calls have been manageable. they are hoping this means people are slowing down. amy hollyfield, abc7 news. >> hopefully. in a similar picture firefighters removed a downed tree from east laverne avenue in mill valley this morning. the tree knocked out a utility

wire no word of widespread power outages. the storm is bringing plenty of snow and new problems to the sierra. here's what it looked like this morning on eastbound highway 80 at donner summit. no cars on the road. that's because right now tate is closed from cisco to the donner lake interchange because snow brought down powerlines. all quiet there. you can see totally snow-covered. once caltrans gets the road reopened drivers will be required to have chains or four wheel drive with snow tires up to 28 inches of new snow has fallen in the past 24 hours. if you are flying out of san francisco international you want to call ahead. rain and wind are delaying flights nearly three hours this morning no major delays reported in oakland or san jose now. for up to the minute information check out our flight tracker at abc7news.com. you will also find interactive weather maps with street level

radar. send your video or pictures. in other news, oakland police department investigating a shooting involving one of is own officers before 9:00 last night near 90th avenue and cherry street. police say there was a confrontation between an officer and an armed man. the officer shot the man, the man was taken to a hospital and is listed in stable condition. state taxpayers will have to pick up the slack in california's largest public pension fund now the board has lowered to lower estimate for investment returns. originally the estimated rate of return was 7.75% that has been dropped to 7 1/2. that means the state will have to kick in an extra 303 million dollars to make up the difference. the only way the state can maintain its ability to pay for the promised benefits for thousands of employees. pomp and circumstance as president obama welcomes one of his closest allies to the white house today.

happened around the same time that defense secretary panetta's aircraft was landing in afghanistan. nobody was injured. >> he's the first senior american official to visit since the killing of afghan civilians allegedly by an american soldier over the weekend. he held a town hall with up is soldiers. his visit was planned months ago the trip is now taking a different tone because of incident in which 16 afghans died, including women and children it panetta said recent violence will not deter the u.s. from carrying out its mission he says the lastw weeks have been challenging. >> that's the nature of war. to confront every obstacle. to face every barrier. to fight through every challenge. in order to accomplish your mission. >> meantime, the u.s. military showed afghan officials the surveillance video of the u.s.

nuclear threat. uprising against syria's government and economic issues. actor george clooney testified on capitol hill this morning about a humanitarian crisis in sudan. he spoke at a meeting of the senate foreign relations committee. he said he just returned from a visit from the border between sudan and south sudan where he came under a rocket attack and saw a 9-year-old boy's hand blown off. he acknowledged it difficult to get people to focus on his cause. >> you can't have a constant drip everyday on television because no one would care there is not just donor fatigue there is misery fatigue and people get tired of it at some point. >> south sedan seceded last july it and sudan are fighting over oil located in south sedan but shipped through the pipelines in sudan. mike nicco is very busy today. rain all the time. >> flight arrival delays

see oakland that gives you an idea how reduced the visibility is because of the cloud cover and rain that is falling. you can see the rain still coming from the west to even southwest right now. i want to focus on the north bay hopefully a little break coming for u still see a few showers developing on the northern edge starting to see a little of that southeasterly push that we talked about yesterday that all this will slide into the south bay during the evening and overnight hours. let's head to the bay proper. some of the better radar returns moving through yellows in marin county across san francisco heading into the peninsula, falling apart when they go from the coast over the bay shore because of the mountains exact same thing into the south bay not as bad as here where we had up to eight inches only a couple hundredths in san jose what a difference between those two areas. they aren't that far apart but they are elevation-wise.

lighter rain during the afternoon, drizzle and mild tonight. scattered showers tomorrow, another strong storm friday but it won't last this long then it opens the door for cold weekend showers with thunder, hail and snow down to 2,000 feet. this afternoon three to eight degrees below average upper 50s throw 60s same around monterey bay with steadier rain becoming more prevalent during the afternoon and evening. if you are traveling around state from monterey south, it is sunny, 70 in fresno low to mid 60s ad san diego and l.a., 80 palm springs. tonight drizzle, a little fog the ground will be wet tomorrow morning as will the streets. mid 40s around clear lake, cloverdale and santa rosa upper 40s to low 50s ponding on the roads not going to be a big problem tomorrow like it is for the evening rush hour. front stalling the next system heading more towards the east

coming close enough to the system kicking it to the south the bilk of the system does move to our north -- the bulk of the system does move to the north. morning to noon nothing changes waves of rain. evening hours you can see them break up a little bit and break up more during the overnight hours as storms dance to our north with that next system through noon tomorrow and watch as they start to move into the north bay during the evening overnight to friday morning another tough commute scattered showers friday afternoon heaviest of the storms move in friday during the evening before the rush through midnight and you can see the slight clearing trend for the weekend. up to friday evening a quarter of an inch in the east bay, half inch to 3/4 of an inch on the peninsula, south bay, the storm is coming in at a different angle, i think you will get a quarter to half an inch of rain. half inch to an inch in the
