captioned by closed captioning services, inc. good morning i'm cheryl jennings. and i'm kristen sze major bust on illegal fireworks. two homes raided. amy hollyfield was there. she joins us live. >> reporter: fire investigators tell me they got a tip they would find illegal fireworks in these homes it was a good tip they feel like they've made a significant dent in the amount of illegal fireworks that will be available this 4th of july. with guns drawn, officers from the contra costa county fire department barged into a pacheco home around 8:30 this morning, looking for illegal

fireworks. they handcuffed the six people who live here on temple drive then started hauling out explosives. >> this is the most amount of illegal fireworks that i've ever seen and even rivalled some of the pro al shows. >> reporter: inside a first-aid box office -- officers found several m-80s like holding a quarter stick of dynamite. >> last summer a juvenile in pittsburg lost most of his hand with some of these devices unfortunate they are so easily obtained. >> reporter: fire investigators are trying to get illegal fireworks off the streets before the 4th of july. last year many officers went into the hills and felt overwhelmed as they watched the illegal shows light up the night. >> the show afterwards from the backyards was bigger than the professional show. there's so much it going on people don't call it is difficult to enforce, that's why we are putting so much

effort in and why the state is putting in so much effort to deal with the sources of this problem. >> reporter: they ended up arresting one man from this home they expect he will face felony charges. his neighbors say they didn't suspect a thing. >> would have never thought they would have anything like that >> this is interesting that's why i'm out looking. >> reporter: this is one of two homes they raided this morning. they've got two people detained at the other home now. no arrest at this point they are still processing that scene. the residents of this home tell me they have no comment. amy hollyfield, abc7 news. an investigation is underway right now after a train struck and killed a person in antioch. sky 7 hd was over the scene a few minutes ago this happened at l street near the san joaquin river. the accident involved a burlington northern sante fe freight train that uses the same rails as amtrak.

amtrak won't run until it gets clearance. unclear if that will result in delays. police are trying why the person was on the tracks. stockton could officially declare bankruptcy as early as today, it would be the largest city in the country to do so. katie marzullo joins us with how city leaders are trying to ease concerns. >> reporter: the city is broke and in debt and time is up. the new fiscal year begins this sunday, july 1st. the only question now is, when between now and friday, which is the deadline to file for bankruptcy, will the city file? >> i don't know what is going on with our council nor do i understand what is happening with our council period. >> reporter: residents may not understand but stockton city leaders are hoping they will be understanding and trusting. >> i would say not to worry because we have it under control. >> reporter: the city council voted last night 6-1 to approve a especially bankruptcy budget designed to

keep the city running day-to-day and plug next year's and 'tis baited 26 million dollar deficit. >> unfortunately, -- unfortunately, it is equivalent of cutting off your arm to save the rest of the body. >> reporter: the mayor promises police and fire won't be cut any further than they have been. the bankruptcy budget does aim to save money by reducing retiree medical benefits and pensions. >> did you guys assume that you had to look into this? did you not know that it wasn't funded? if you didn't, shame on you. >> reporter: something else, the budget aims to make money through code enforcement and parking tickets. bankruptcy is a clark cloud over the city the mayor is looking for that silver lining. >> it is never over until it is over we keep hoping with fingers crossed we'll have some kind of settlement or basis of a good settlement that could take us into chapter 9 filing. >> reporter: that settlement ship may have sailed. the council voted on the budget yesterday because

monday was the deadline for the city to reach a deal with creditors to restructure hundreds of millions of dollars in debt. that under a new state law designed to help municipalitys avoid bankruptcy. -- testimony continues this morning in the trial of a man accused of beating a priest. he claims who molested him as a child. a witness took the stand for the prosecution and says she saw lynch strike lindner twice. father -- lynch is accused of beating father lindner in los gatos two years ago. lynch is expected to take the stand in his defense friday. he has pleaded not guilty. in colorado now firefighters say it is too dangerous to fully assess damage from the wildfire strengthening the city's second largest city officials don't know how many houses have been destroyed overnight that fire doubled in size forcing mandatory evacuations 3. >> reporter: with winds

a hawaii beach remains closed after a livermore teenager was bitten by a shark on maui. paramedics treated the 16-year-old girl for a three to five inch wound. she is expected to be okay. the attack happened while she was sitting in two feet of water very shallow. hawaii officials think it was a reef shark. they usually are five to six feet long and stay in shallow the beach will remained close until this evening. environmental group working to clean plastic from the oceans is testing technology in san francisco bay now that will help find floating debris. i caught up with the project at the alameda marina. they are going to be using high frequency radar they can monitor on an ipad to search the current if test is successful they plan to use it on a sailboat in the northern
