let's go to amy hollyfield. >> reporter: san jose's mayor opened the press conference with a plea >> my request to the community is, support the police department, stand with us, we'll work together as we have in the past. if you are concerned about what is going on in your neighborhood, now is the time to get organized. an organized neighborhood has the capacity to help us immensely to deal with the problems. >> reporter: there is definitely concern in the neighborhoods of san jose. in the past 11 days, eight people have been murdered, another six shot during that officials say the spike in violence could be because gangs sometimes like to make a statement at the beginning of the school year, that they are in control. >> not unheard of to sea retaliation when you -- when school stars up. >> reporter: what are city officials doing? they plan to spend more money. >> we've identified over $800,000 for overtime for specialized gang enforcement

in the city of san jose. >> reporter: also intensifying and changing how they target at-risk youth. gang task force members reviewed the murders and are focusing on specific neighborhoods and certain gangs. >> as we speak, we have out-reach workers in the neighborhoods reaching out to specific gangs that impact young people with the aim of minimizing retaliation. >> reporter: -- assembly member campos had this statement: i'm disappointed to not putting more officers on the street. we are following two national stories developing right now. first, the u.s. anti-doping agency skipped lance armstrong of his seven tour de france titles this morning after deciding that he used performance-enhancing drugs.

he was also banned from cycling for life. armstrong denies the accusations but says he's giving up the fight. the union is asking for a full explanation as to why armstrong should lose his titles. the organization behind the tour de france says it won't comment until it hears from all sides. right now in new york city the investigation is jut getting underway into a fatal police shooting in front of one of the best known landmarks. a disgruntled accessories skinner -- designer shot and killed a co-worker in front of the empire state building. at least nine others were hurt. the mayor says some wounded may have shot by police officers. their injuries are nonlife-threatening. the suspect 53-year-old jeffrey johnson targeted a former co-worker the two traded accusations of harassment when johnson worked

there. >> i saw a woman sitting up against the building with her foot had been shot. then i looked halfway down at the doors where you enter the empire state building and the supposed shooter was on the ground he had been shot. >> a guard says the shooter didn't involve the parts of the building where tourists gather to visit the skyscraper. a concord teen accused of hitting and killing a father and daughter appeared in court today. prosecutors are charging him as a juvenile for the deaths of the man and his daughter. he's facing two counts of vehicular manslaughter for that crash. if convicted he faces an eight year sentence in county jail. the victims' family is angry with the decision that rosen will not be charged as an adult. >> i lost two loved ones it is not going to bring any of them

back. all i wanted was justice, that's it. >> if rosen accepts the deal, the plea, he may be released after three years in custody at a juvenile facility. the family plans on suing rosen in civil court for negligence. police looking for the driver of this pick-up truck officers say he tried to lure a 15-year-old girl in the truck in the parking lot of a high school. the girl alerted school officials. the truck drove off last seen heading west you know anything about the man's identity you are asked to call the santa rosa police department. dozens are back in their homes after being evacuated for hours overnight for an early morning bomb scare in the tenderloin. police and bomb squad were called to the 600 block of jones street near geary after a report of 12 to 15 pieces of capped pipe were found with ammunition. 75 people evacuated, red cross

in hayward police are trying to find out what lead to a fatal shooting in a jewelry store. >> it happened yesterday afternoon. katie marzullo joins us live from the hayward police department with the latest information. >> reporter: i just talked with a sergeant inside. he tells me that he can confirm that the victim of the shooting was the business owner. that bisque the jewelry boutique on tennison road they are not releasing his name they say he has a large family and not all family members have been notified of his death was around 3:15 yesterday inside the store police say they only found the victim. they immediately tried lifesaving efforts but say he was pronounced dead at the scene. police have identified employees who were there earlier they say there's a gap of time and no eyewitnesses. more clues could come courtesy of video investigators don't know what they have. >> at this time we are still

of violence in candlestick park last year are suing the 49ers, nfl and the security company. one man was beaten and his friend was shot last august. another man was shot in the face and another was beaten in a restroom during the game. the lawsuit is seeking unspecified damages claiming the team and security didn't do enough to create a safe skrt. for the first time we are hearing from some of the -- women who partied it up with prince harry in las vegas. the women were bridesmaids from new york in town for a bachelorette party and ran into harry poolside at a vegas resort. he partied hard, even wore one of the girls' shirts that's when naked pictures were taken and made it on to tmz's websites. >> he put the shirt on and jumped on his friend's shoulders and waved his hands in the air he was like a
