place in cycling so he deserves to be forgot >> reporter: this past weekend armstrong made two appearances at his foundation's 15th anniversary celebration. >> people ask me a lot, how are you doing? i tell them, i've been better. but i've always been worse. >> reporter: today's decision after the u.s. anti-doping agent accused him of leading the most sophisticated professionalized and successful doping program that the sport has seen. they are officially removing his name from the books,er racing his victories from 1999 to 2005. armstrong has consistently called it a witch-hunt. over the past week his endorse deals have dropped the disgraced cyclist and he's stepping down as chairman of his own foundation. >> he's our founder and he's been the inspiration for this movement. his cancer journey lead to this place. to have him here is phenomenal. >> reporter: in total, 26 people, including 15 riders
