here for kristen sze. >> he asked lawmakers to avoid a spending spree with the extra tax money approved by voters. katie marzullo is here with more. >> there were strict instructions for the legislature in the speech. the governor said they made a promise to voters to be responsible where their money. that is a promise they are going to keep. republicans are skeptical. >> in the third state of the state address since reclaiming office, governor brown offered words of inspiration. >> this generation has a rendezvous with destiny. we in california have a rendezvous with our own destiny. he praised the legislature cutting billions from the budget while reforming prisons and pensions. he thanks citizens positive embracing the new taxes of proposition 30, money that will not be squandered. >> governing never ends. we have promises to keep. the most important is the one we made to the people if

he called for a special session to address issues that need to be decided quickly so california can get president obama's affordable care act started by next january. eric? >> thank you very much. parents in east san jose neighborhood are watching their kids today after learning of the attempted kidnapping of a 13-year-old girl last week. police hope this surveillance video of the incident will lead them to the man responsible. our reporter is live in east san jose with the latest. >> a home surveillance video captured compelling video. police want to see it right away. the attempted abduction happened nearing this intersection at 33rd street and st. james with parents very concerned. >> it sounded like a girl yelling really loud. >> the citizen heard screams of a young girl as did her sister. >> i didn't know if i was dreaming or it was a scream. the cops are looking for

someone. the teen was talking to school at 6:00 a.m. on st. james and police say a man tried to grab her but she screams and broke free. frank heard of this and checked the surveillance video and sure enough, there she was. >> you might see him dart off right there. you can barely see it. but she gets up and you can tell she is grabbing something and running off. >> i heard loud screaming and opened the door and saw a girl running to the right side and this give, tall, skinny, dressed in black, really tall. >> the gill was not hurt but gave enough information for this sketch, latino man, 25 to 35, 5' 10". she got chills when she saw the picket. >> he looked familiar to me. i have seen him around here. >> parents are cautious keeping a close cry on their kids.

problems like this. the neighborhood...not is were. watered started shooting from the ground at 2:15 this morning at the rate of 1,500 gallons a minute. it took an hour and a half to turn it off. at first it looked like maybe hit the fire hydrant. when the water department arrived, they discovered the problem was underground. >> there is a cast iron water main system under there so that is the pipe we are fixing. >> this happened in greenbrae the major street in and out of this neighborhood. crews think they will be here working for most of the day. while they work, they have to shut the water off. >> unfortunately, 14 households are out of water. we apologize. we are working to get them back as soon as we can. >> a rough way to start a day. >> mother was late after making an unexpected dash to the coffee shop. >> i have no water, shower or

couple of hours. >> new this morning, senator feinstein is reintroducing legislation calling for stricter controls on assault weapons. the california democratic unveiled her bill in washington, dc, this morning. she is proposing a new federal ban on assault rifles and semi-automatic weapons and ammunition magazines with more than ten rounds. >> we should be outraged by how easy it is for perpetrators of these horrific crimes to obtain powerful military-style weapons. >> senator feinstein was instrumental in the original ban on assault weapons after the 1993 mass shooting in san francisco at 101 california which expired in 2004. her new measure is expected to face a tough fight in the senate with many g.o.p. lawmakers vowing to oppose new any restrictions.

tamalpais to the lower clouds in the south with mid-and-upper level clouds over this part of the bay which is not conducive to rain right now. headed to the south, 897, i believe near h.p. pavilion and we have rain, that is where it is raining, down in the south bay near 280. we have two different cameras down there. now a look at live doppler 7 hd and you can see a finger of moisture stretching from santa cruz across the south bay and headed to tracy and stockton. now, zooming on down, you can see the blue which is drizzle. the green is the lighter rain. on the heart of san jose around bascom avenue to campbell, you can see the park toward saratoga avenue to sunnyvale and out, we

are finding the light rain. if you are headed out for lunch, it will hang around for the better part of the next hour. it is stretching across 17, sky line boulevard to san that cruz. it is ever so slowing moving north, and before it falls apart it could get as north as san francisco and oakland and concord. so you could get sprinkles, too, next hour and another push of wet weather that will come up as we head into the afternoon hours. temperatures were combed early this week in the 20's and 30's and we were mainly in the mid-40's to low 50's. we still have haze with the visibility improving, three miles in hair and mountain view and san jose. it will stay there with the rain. currently, low-to-mid 50's and

mid-50's around monterey bay and headed inland. what will happen with the forecast cycle, shower chance tapering later today. especially during the evening and overnight hours. this will be patchy fog waiting tomorrow and showers and a cooler breeze on saturday, sunday, and monday but they are very light showers and not a game changer as far as the outdoor plan. you can see a curl in the atmosphere and one to the south, and that is why we are having the best chance of showers in the south. it moves part and falls apart in the afternoon so get ready for sprinkles and light rain during the evening commute. the next system tries to come in and you can see scatter the showers lingering through tomorrow, and with the southern flow, we are still in the moist unstable air mass and a scattered shower is showing up tomorrow but it looks like if you head further south that is why you fine the better chance of rain. the wind shift is from the northwest and you can see a few scatters showers for saturday and headed into saturday night
