>> live from the live from the kgo-tv broadcast center this is abc7 news. >> good morning, everyone, i am katie marzullo, here for kristen sze. the bay area is poised to get something it hasn't had very much of in 2013: rain. you are looking at pictures of the conditions outside right now. on the left is our camera in emeryville with clouds moving in to san francisco and on the rise you can see the cloudy and windy conditions atop mount tamalpais above marin county. our meteorologist, mike nicco, is tracking the storm with live doppler 7 hd. >> thank you very much. winter storms are a big deal but

this is a big deal because we have not had significant rain and a record-setting year for the least amount of rain if most of our bay area neighborhoods. live doppler 7 hd shows it is quiet here to the north and the west. there are a few radar returns showing up but it is the radar hitting the clouds because it is far enough away it is the precipitation moving to the ground. individual storms moving from southwest to northeast and the higher lines are slowly sinking to the south. here is why we need the rain. the reason season runs from july 1st of last year through june 30th and we are three inches in the hole in livermore and four in san jose and the airport and santa rosa is five inches below where we should be. here is what will happen. my storm highlights: steady rain tonight, showers and snow wednesday through friday morning. we could get more rain from this system than we had in the entire

month of february. here is katie marzullo. >> that would be great, now, lake tahoe a look at the resort from lake tahoe tv. the mountains will get a foot of snow with this storm. it is great news for skiers. january and february were the driest since modern records of 1920. the snow pack is 66 percent of normal. a san francisco neighborhood is dealing with multiple sinkholes that opened up after a water main break. abc7 news reporter is live at the scene. it is precarious, heather. >> it is. repair of the broken water main was just the beginning. it took until yesterday to finish the road repair. today, the city will start to dig up five sewer pipes that broke off from the connections because of the force of the

water. because of sinkholes, three homes are red tagged. that means they are unsafer and uninhabitable. there are three yellow tagged and engineers wait for the unstable soil to settle there is endless work including fixing damaged pipe and people are cleaning out their homes and everyone is on education since what started as a flood is a constant threat of a sudden sinkhole opening under their homes. >> how are you doing? >> well, okay. day-to-day situation. we know it can change in a minute. we are hanging in there and we have not been tagged but we know it could happen. >> this started when a 16" underground water pipe from 1951 broke on wednesday before 3:00

a.m. two feet of water rushed down the seat. 23 homes were damages. days later the soil was giving way under the homes where owners thought water damage to the ground floor belongings was the worst they were going to have to deal with. but it turns out that is not the case and the future is uncertain for many of them with the rain coming underscoring the uncertainty. live from san francisco in west portal neighborhood. >> registered sex offender broke into a woman's home and he was arrested at 3:30 this morning. he was wearing an ankle bracelet and is currently on parole for burglary. police say that the woman called 9-1-1 after waking up to an intruder this her bedroom. the suspect was identified near the crime scene acting like a bystander. investigators say he had women's underwear in his pocket and was

something is off in your town, say something about it. the actions of a person here, really, that helped the case. >> police are getting a look at the yacht and think they have figured out how it was stolen from the harbor in sausalito. >> the boat itself doesn't -- has evidence they forced entry and some keys were on the boat so once they gained entry to the boat they were able to start the engine with a key. >> the three people were arrested and book the on grand theft and conspiracy charges. police in sausalito say they are not familiar with any of them but say 54-year-old and the 56-year-old woman are known to law enforcement officials in santa cruz county. >> for public disorder. for property crimes such as theft, narcotics. >> sausalito police also have an important piece of evidence because of someone at the yacht

harbor who saw the three people and felt something looked out of place. >> they thought they didn't belong and that person took it a step further and said, maybe i should take a picture. didn't know the value of it at the time but for us it has huge value because it places them at the scene the crime. >> the yacht ran aground on monday morning. police do not know why. the $2.7 million boat was stuck in the sand if hours and took a bit of maneuvering to free it. it took four hours to tow it from pacifica to a repair shop in richmond. when they got it on land, the damage was evident. the rudder is broken. the propellor is damaged and the coal is loose. the man who is doing the repairs was quite pleased. >> better than we thought it would be. it was banging around the beach pretty hard but it is not, it is a strong boat so...it weathered

what it went through pretty good. >> sausalito detectives are now focused on the yacht and processing evidence. then they hope to get to talk to the suspects so they can learn more about how this happened and why and where they were possibly headed. >> today san francisco officials are expected to announce a compromise with california pacific medical center to build two earthquake-safe hospitals after supervisors rejected the original plan brokered by the mayor. the "san francisco chronicle" reports under the new deal the house affiliate would scale back the size of the hospital at the old cathedral. hotel and expand the capacity of a rebuilt st. luke's hospital in the mission stick. >> new this morning, santa clara supervisors are holding a special election june 4 to fill the seat left vacant by the former supervisor who resigned

>> a historic day for the dow jones industrial average on wall street. the dow jones industrial average surged to a record high this morning at opening bell surpassing the previous high set october of 2007. the dow jones industrial average is up 8 percent so far this year alone. what is behind the subject? a number of factors including the housing market recovery, low interest rates and consumer confidence is up. we will take another look at the big board right now and you can see the dow is up more than 138

points. >> the united nations security council is setting the stage today for a fourth round of sanctions against north korea. the u.n. security council is meeting behind closed doors to discuss the sanctions in response to the north nuclear weapons test. experts believe the north koreans nuclear arsenal includes up to 12 weapons. >> in the foreseeable future we may have a persistent problem that doesn't boil over and doesn't go away. >> the north took their own steps vowing to cancel the 1963 korean war cease-fire because of sanctions and ongoing united states and south korean joint military drills. >>the vatican is waiting for five more cardinals to reach rome before setting the date for the conclave to elect a new pope. the vatican spokesman says a handful of cardinals arrived last night bringing the number of voting age cardinals to 110

can see in the upper left hand corner of the screen, northwest of live doppler 7 hd the storm is coming in, a winter storm and a reason why we have the radar up there on mt. st. helena. and now, this trough stretches 1,600' and that is why the storm will not come in one part. or two parts. it could come in three or four separate sections as the parent spins and hurls energy at us for the next 72 hours. here is a look at what happened in the sierra, western slope right here, winter storm warnings starts at 7:00 this evening through 10:00 tomorrow evening. possibly 18" to 2' of snow. in tahoe it is a winter weather advisory from 10:00 this evening until 10:00 tomorrow evening. we will get you through that and at midday, also, to let you know

if there are chain requirements. now, in the south bay, beautiful picture right new, san jose, we will talk about the temperature. 356, not bad, with the sunshine and 54 in oakland and san francisco, and in the 60's in pleasanton and appeal appeal -- and palo alto and the temperature in the east bay will reflect sunny conditions and temperatures in the low 50's around napa and mid-50's at fairfield and gilroy and upper 50's around livermore and fremont. that is 680 headed from concord to walnut creek. here is what will happen with the storm. clouds will thick be and be mild and a lot of sunshine and a nice southern wind. steady rain tonight and chilly showers all the way into friday. that means we will get snow possibly down throughout 2,500' and small hail from the showers. this is the huge system coming our way and the reason we will be unsettled today through thursday and possibly friday morning. that is how long it will take the entire system to come through. here we are at noon with the
