a major fast-moving fire forced people to run for their lives in the middle of the night in san francisco's bayview district. good morning, i'm kristen sze.

>> and i'm cheryl jennings. that fire injured firefighters and displaced nearly two dozen people. amy hollyfield is at the scene. amy, what are investigators saying about a cause? >> reporter: they say it could have been a malicious act. they questioned someone who heard from someone that they saw something. firefighters say it's not a strong lead, but they are following up on it. it is still early. whatever caused this fire, it did millions of dollars of damage. the fire spread quickly and was aggressive, traveling to three biddle before firefighters could get here. people sleeping woke up and felt a mixture of fear and shock. >> oh, my gosh! wow. you know what, it was so big it was going -- i could see it billowing over to my window, you know. and it was just, wow, humongous. >> reporter: the fire caused significant damage to three buildings.

water from the firefighters' hoses flooded the first floor of two other buildings. firefighters determined that the fire started in between two buildings on mckinnon street on 3rd street in the bayview district just before 1:00 this morning. >> there were 20 citizens displaced by this fire. american red cross has been working with the displaced residents. >> reporter: clarence williams owns the three buildings that were burned. >> i'm very upset about it. you know, that's my baby. it no longer exists. we'll try to maybe, possibly put it back together. >> reporter: firefighters haven't allowed him inside yet. they're worried the buildings might collapse, so he doesn't know how badly they are damaged, but he suspects they are a total loss. the good news is everyone got out okay, but he's still worried about his tenants. >> i'm relieved they're okay, but i'm sorry they don't have a place to stay. you know, after three days the

red cross will no longer house them. where are we going to go from there? >> reporter: and this is what firefighters are worried about right now, as soon as that mini train passes, talk about timing. see that shell of the building there, the pink one, and its fire escape, how both look like they're going to collapse and fall any minute now? they still have 3rd street all blocked off and a lane of traffic. they're worried, they don't want that to fall on anyone and they have told the building owner that has got to come down today. two firefighters were injured but they are minor injuries and they are okay. amy hollyfield, abc 7 news. >> thank you, amy. developing news from san francisco now where a little girl and her grandmother were hit by a garbage truck. the accident happened at broadway and the embarcadero around 7:30 this morning. abc 7 news was first on scene there. police say the truck was making a right turn at the foot of broadway when the woman and child were hit. the driver stopped and is

cooperating with police. the woman and her granddaughter were taken to the hospital. their injuries don't appear to be life-threatening. a contra costa county sheriff's deputy is recovering after his patrol car flipped on its side. the officer was responding to a call just before midnight on richmond parkway in unincorporated san pablo. officials say the deputy swerved to avoid another vehicle at san pablo avenue and hit the center median. he suffered minor injuries but is expected to be fine. a meeting this morning focusing on the safety of the new eastern span of the bay bridge after 30 giant metal bolts snapped and broke. a caltrans camera shows a live picture of the construction as officials meet to discuss new safety concerns just months before the opening date. abc 7 news reporter katie marzullo is live outside the meeting. >> reporter: the meeting is still going on but they finished with the portion talking about the busted bolts on the bay bridge but i was inside when

they talked about what the problem is and where the problem is. we're talking about the first set of piers east of the main tower. if you take a look at this video, this is a slide that they showed inside the meeting. you see that bolt in the foreground, it's busted. you can see how it's raised up. the one behind it is how it should be, flush with the structure. those are just the top of these long steel rods that go into the concrete to hold everything together. there are 288 of them in this section and 96 of them have access issues. they're going to be very hard for crews to get to, to make the repairs. so first the toll bridge program manager will explain the problem and then you'll hear from an infrastructure analyst. >> these are tightened up with significant amounts of force so when the rods do snap they pop up basically and this is exactly what you see out in the field. this is what was observed by our inspectors which gave a very

clear indication that we do have an issue we have to deal with. >> in this case you're looking at bolts on the eastern end of the world's longest self-anchored suspension span. the issue isn't one that's going to be a load-bearing issue. you know, the bridge is basically sitting down on it just fine, but it is one that they're going to have to solve. >> reporter: he also says that the best engineers in the world are on the job here and actually as there are more and more inspections as we get closer and closer to opening day, you're going to hear more about problems like this, but there are checks and balances there to figure all of this out. as for why the bolts are bad, it was a materials issue. something in the process of how they were made, ended up with hydrogen in the steel. that should not be there. so they're still in the evaluation process right now, say they are looking at alternative design solutions, maybe putting a collar around the top of all those bolts but again, still very early in this process. no guarantees, but they believe

the bay bridge will still open on time despite this. >> katie, thank you. developing news out of washington where mud and debris from a massive landslide destroyed one home and threatening many more homes. this is happening on whidbey island about 30 miles north of seattle. right now authorities say the hillside, look at this, is still sliding and they have issued evacuation orders. the earth has just disappeared along with people's backyards and property. it's not clear exactly what caused that slide. officials think too much moisture accumulated in the ground. 34 homes are under evacuation orders right now and more may be issued as that ground continues to wash away. right now firefighters are tackling a massive fire in jersey city. this one spread through a three-story row house after breaking out this morning. firefighters have their hands full as flames are shooting from the building's windows and roof. they have contained it to one home but they are opening windows in adjacent houses to

help the smoke escape. no word on how it started. for the second straight day same-sex marriage is in the national spotlight. this is a live picture. we don't have that live picture for you outside the supreme court, but earlier this morning the justices heard arguments on the federal law recognizing marriage only between a man and a woman. abc news reporter toman bradley is there with the latest. >> reporter: hi, kristen. enormous stakes here again today at the supreme court. can the federal government deny same-sex couples marriage benefits? that's the big question these justices are now dealing with. today the supreme court's examination of same-sex marriage focuses on the defense of marriage act, also known as doma. 83-year-old ooedy winsor is asking the court to strike down the federal law which defines marriage as a union between a man and a woman. >> we were married, so the magic word for anybody who doesn't understand why we want it and why we need it, okay, it is magic. >> reporter: windsor and her

wife had been a couple for more than 40 years but had only been married briefly. when spire died in 2009, windsor got slammed in $360,000 in federal estate taxes, money she would not have to pay if she was married to a man. gay and lesbian couples are not awarded a number of benefits, like spousal security, social security and veterans benefits. >> can the government deny to those legally married couples benefits available to heterosexual couples. >> reporter: the definition of marriage has ignited intense debate. yesterday the justices heard a challenge to california's proposition 8. the court seemed hesitant about making a decision. >> you want us to step in and render a decision based on an assessment of the effects of this institution which is newer than cell phones or the internet? >> reporter: and, cheryl, the

obama administration no longer defends the defense of marriage act in court, but those same-sex couples will not see those benefits until the justices knock down the law. >> thank you. well, the supreme court just released audio of today's hearing online and we have posted it for you on our website, abc7news.com. look under seen it on tv. nancy pelosi spoke outside the capitol building after today's hearing. she said it appeared the justices and the discussions lead toward a reversal of the defense of marriage act. >> i'm very optimistic that doma will be struck down. it doesn't seem to have a rational basis, which is one of the criteria, a rational basis, justification for being. and secondly, probably should say first, full protection of all people in our country.

today drivers crossing the golden gate bridge to get into the city can no longer pay cash. there are no longer human toll takers, the first time ever since the iconic span opened in 1937. at midnight, this vintage packard was the last vehicle to cross and pay cash. the same car also crossed the day it opened 76 years ago. there are now four ways to pay tolls. you can make a one-time payment online or just wait for an invoice in the mail. former toll takers say they'll never forget the interesting things they saw over the years. >> you see naked people coming through here, you try not to look down but you think what the heck is going on with you, just give me the $6 and keep going. >> in addition to the toll

changes the speed has been raised to 25 miles an hour going through the toll gate. >> people go a little too fast. history is being made in san francisco as officials break ground on what's expected to be the tallest skyscraper on the west coast. they are celebrating the start of construction on the new transbay transit tower. the tower will be next to the 41duvay transit center at 1st and mission street. it will be 1,070 feet tall, more than 50 feet taller than the old record holder. the project is expected to be finished in 2016. kind of looking ahead, wondering if the easter bunny is going to be wet. >> a good chance of that. take a look at our camera, you'll see raindrops. temperatures range from the low 50s to the 60s and sunshine in san jose. i'll let you know who can expect rain and when when we come back. >> all right, thank you. and we're going to show you

well, you see those schoolchildren and office workers running for safety in central taiwan after a powerful earthquake. authorities are now assessing the 6.1 magnitude quake that was followed by several strong aftershocks. the initial temblor shook buildings in the capital taipei. emergency officials say a 72-year-old woman was killed when a temple wall collapsed. dozens were hurt. >> if an earthquake like that were to hit us here today, would you be ready? for tips on developing an emergency plan, we have prepared guidelines posted on our website, abc7news.com. san francisco officials and environmentalists are teaming up to try to ban the sale of bottled water at the golden gate bridge national recreation area. that would affect concessions at crissy field and sites in marin and san mateo counties. they would have to cover the

now, a few high clouds. we do have some disturbances that will work their way through the bay area and that should increase the clouds from time to time. in the city it's a cool 58, 61 across the bay with upper 50s on the peninsula. clouds and 54 at half moon bay. santa cruz, it's been very sunny along the central coast, upper 50s. so we are looking for a chance of sprinkles or light showers today. showers continue tomorrow. the possibility, anyway. and then we'll look for the best chance of rain for everyone coming in over the weekend, easter weekend saturday and sunday. overnight lows tonight with the cloud cover, maybe a few sprinkles, in the mid-40s in the north bay. elsewhere pretty mild from 53 in richmond, 51 in san jose, 47 in morgan hill. so with some of the sunshine and the cloud cover, we are much milder today, despite the gray conditions. 7 degrees warmer in mountain view. overall afternoon highs will be

cooler than average by a few degrees so they are stacked up. the weak area of low pressure, we had a little rain around mt. shasta, that's about it. not much coming out of these systems, but it's a cutoff low that's going to drop down from the north on the weekend that promises the best chance of showers. partly to mostly cloudy throughout the next several days so very little change from today through the workweek but friday looks to be drier. these two systems getting out of here by thursday. here's a look at the rest of the afternoon. you notice the pockets of clouds and clearing but also the green showing up. some pop-up showers maybe late in the day. through tomorrow, 1:00, notice our friends in cloverdale, marin coun county, could see a shower. go through the rest of the day on thursday and we'll begin to clear and friday is our dry day. if you're traveling to the southland, sunnier there. 69 los angeles, 60 in monterey
