abc 7 news meteorologist sandhya patel is here with a look at the weather and rain totals. >> yes, dan the rain totals in the second part part. but the first part on live doppler we are get ago second soaking. the second part of the system. as you look, moderate rain is stretching from san francisco all the way to pacifica. crystal springs boulevard into monterey. sop moderate pockets of rain in the east bay around the crow canyon road, heading towards the walnut creek danville almow area. across 680 picking up in intensity. turning to scattered snow in mendocino and lake counties. even in the radar site we see mix mixed precipitation. lighter rain in santa rosa to rohnert park. bennisha getting rain with krokt, cummings parkway and the south bay is spotty and light. and that changes as the system slides southward.

this is a cold system level one on the impact scale. light to moderate showers. slight chancef thunder and gusty winds in the hills keeping the wind advisory for the higher he feels. possible trees and power lines down. look at the wind gusts. mount tam close to 40 miles an hour winds. i'm already getting reports of power outages anterior ox dental and can't rule it out. i'll be back with hour by tour time line plus the totals coming up. happening now up in the sierra, the conditions so rough caltrans shut down i-80 from colfax in playser county to the state line for several hours. that is about an 8-mile stretch of road. whiteout conditions made driving extremely dangerous in the high country tonight. semi trucks are not allowed on the road from playser county to the state line. cars need chains of course to trucky. if you are heading that way for the week take the chains. in the north bay rain and wind got the attention of people all

day long. abc 7 news reporter cornell bernard continue that is coverage from pet zblum the storm gave the rain gutters a workout and made for a soggy drive. the rain lasted past the morning commute. there was street flooding in sand rafael and downed trees like this in novato. here a power line snapped and the storm preventing people from leaving home for several hours until pg&e could repair it. tree crews were busy in santa rosa clearing dead trees off fountain grove parkway which could cause the creek to flood. >> that is more debris that can clog up the creek and lead to flooding. >> they said the bags designed to keep the drains clear did the trick. >> it shows thework we have done

>> reporter: at 5:00 a.m. with rain pounding down, a water main burst on the shoulder of this road. water bubbling up through the asphalt and into the yards of the neighboring homes before the mud got a grip on it. >> the water leak is on a 12-inch cast iron main in an high pressure zone. that might have been one of the reasons that the pipe broke. >> the fractured asphalt damaged a gas line be crew huss to enlarge the hole to 10 by 30 feet to make repairs. meaning the hole eats up the northbound lane impacting traffic flow. on a nearby alternate route, morgue o road, rain slick roads caused this truck to flip over. no one was injure processed. but more back ups to endure for this man and his dog. >> i left lake tahoe last night. i heard the storm was coming in. i bailed out, cut my trip short.

defend those detained by i.c.e. >> as i.c.e. threatens to conduct more raids in northern california, san francisco announced today there will be an army of attorneys representing those undocumented immigrants who have been detained. earlier, san francisco put' side $7.6 million for legal defense services but now the city will spend an additional $3.5 million a year. $2.5 million will go to two legal defense organizations. and $1 million to the public defender office for a total of $11.1 million. interim mayor mark farrell is asking skrmt for another $7 million in state funding for every immigrant currently detained in northern califoria. >> our goal in this fund something to make sure that here in northern california and the court is in san francisco physically every single immigrant that comes before the court that the trump administration tries to deport has legal representation. >> legal services have been strengthened even before president trump took office.

. in the past year we have expanded the rapid response network to be a 24-hour 7-day a week, 365-day-a year multilingual hot line. >> without a lawyer many undocumented immigrants often are deported quickly. this woman had an attorney and she won the case. that allowed her to stay. she says that favor her the opportunity to study at city college and she is now a certified therapist working with children with autism. last year california approved 45 million in its budget to also expand to legal services for immigrants throughout the state. lyle lyanne melendez, abc 7 news. any undocumented immigrant arrested as far north as eureka is brought to san francisco for a detention hearing. to the fallout after the meeting just yesterday at the white house on school violence now and guns. president trump agreed with the democrats on several ideas.

>> both the mayor and chief scott support arming officers with tasters. abc 7 news reached out to the police commission president for comment. but we have not heard back. 34 people are staying someplace else following a fire that heavily damaged a fremont apartment building process. sky 7 shows the aftermath of the alvin at willow creek complex near mission boulevard and interstate 680. we are told as many as 12 units are destroyed, damaged or potential will i uninhabitable. the cause is under investigation. a massachusetts man has been arrested for mailing threatening letters to five high-profile people around the country. and that includes stanford law professor michelle dauber. donald trump junior, nikita hannah, the interim u.s. attorney for california. and michigan senator deb by stabenow as well as california congressional candidate antonio sabato junior. the man was taken into custody.

abc 7 news reporter chris wynn has more. >> today's arrest sends a message to those who seek to troez the american people by sending white powder letters through the mail, whether real or hoax. don't do it. >> reporter: today in boston, a joint terrorism task force announced the arrest of this man, 24-year-old daniel frisiello of beverly machlts. accused of sending hate letters containing white powder to at least five public figures across the country including donald trump junior as well as michelle daub. >> in the trash discarded from the home among other things the agents found a computer printout that appeared to contain portions of a chart with descriptions of people that matched people who had received the mailings with the white powder. >> reporter: federal authorities believe dauber was targeted for her role in leading the effort to recall judge aaron persky, the man who presided offer the
