tonight a former police officer is accused of the unthinkable, 12 murders, at

least 45 rapes, 131 burglaries. his alleged terror just came to an end. the families of victims breathing easier. >> for the 51 families of the victims who were brutally raped sleep better tonight. he isn't coming through the window. he's now in jail and he's history. >> that man was bruce harrington. his brother and sister-in-law were beaten to death in 1980. good evening and thank you for joining us tonight. >> law enforcement had been searching for the killer for four decades. >> they finally found a dna clue just a few days ago and this morning officers took 72-year-old james deangelo into custody. >> law enorcement believes deangelo is the man behind dozens of crimes that happened from orange county to northern california from the '70s to the '80s. >> he's now formally charged.

>> reporter: tonight hiding in plain sight. police say one of the most elusive serial killers in american history has been captured outside his suburban home. >> we found the needle in the haystack and it was right here in sacramento. >> reporter: the once married former police officer now under arrest for a violent crime spree that terrorized california for more than 40 years. >> he was committing the crimes during the time he was employed as a pole officer, and obviously we'll be looking into whether it was actually on the job. >> reporter: detectives working the case for decades but deangelo not a suspect until days ago when they got a break. they said cutting edge dna testing allowed them to make a match. >> we were able to get some discarded dna, and we were able to confirm what we thought we already knew, that we had our man. >> reporter: at least 12

murders, 45 rapes and more than 100 burglaries spread fear across the state in the 1970s and '80s. his voice allegedly heard in this chilling phone call taunting one of his victims. those crimes meticulously planned. the suspect wearing a ski mask would break into homes, gag, blindfold and tie up his female prey before carrying out his brutal attacks. today police can be seen searching deangelo's home in this quiet sacramento neighborhood. his neighbors stunned. >> he was just an odd guy, kept to himself but had a temper. >> reporter: for the victim's families overwhelming relief. >> it is time for all victims to grieve and to take measure one last time. >> reporter: 18-year-old junel cruz, the last known victim was murdered in 1986. soon after her sister michelle fled california fearing for her own safety.

>> the feeling is undescribable. i am so happy. i feel so blessed. we finally got the guy who brutally raped and murdered my sister. >> reporter: and this is just the ginning. that key piece of dna evidence came to light only six days ago. prosecutors say that dna and the methods he used links dozens of cases up and down the state. they're promising more charges in the coming day. whit johnson, abc news, los angeles. >> joseph deangelo is accused of committing a number of attacks in six cities in the bay area. in counsel cord, san ramone, fremont and san jose. >> he may have been able to cover histric tracks because of inside knowledge. as we said he was a police officer for a total of six years. >> david louie has those details. >> reporter: the story of suspect joseph james deangelo is

full of contradiction. if the dna evidence is irrefutable he may use his experience in law enforcement to mask the crimes. he was an officer in auburn from 1976 until he was let go for alleged shoplifting in 1979. >> and that is spreurprising th someone can compartmentize their lives so well he can be a police officer and one of the most notorious serial killers of all-time. >> reporter: investigators believe the accused serial killer could be responsible for three rape cases in the south bay, two in san jose and one in fremont. we could not find anyone in these neighborhood who were living here 40 years ago who might remember the impact the crimes had on their sense of safety. police in both cities would not talk about their cold cases. the crimes occurred in 1978 and

'79 which would inenicide with deangelo working as a police officer. >> there seems to be a correlation between the rape crimes stopping in california and his dismissal from the police force, both of which happened in 1979. so it's very possible he was using his position or things he had access to help facilitate the commission of these crimes. >> reporter: inside knowledge of police work may have worked in his favor. >> he'd offend one area and he'd move. he'd offend in another area and he'd move. he took the lack of communication that existed in police department and the lack of sharing leads. >> reporter: david louie, abc 7 news. >> tonight he's being held on warrants for a double murder there in 1980. husband and wife limen and shar lean smith were bludgeoned to death in their home. neighbors say they never speak

about the crime, but they are certainly relieved tonight. >> it's good to knowthatwhen someone commits a crime that they're caught even if it takes years. >> some investigators say they'd given up hope making an arrest in the case. the daughters of the victims live in santa cruz. you're going to hear from her on abc 7 news at 11:00 over on channel 7. >> the golden state killer is linked to murders and rapes in orange county. they're believed to be the first victims in that county. in 1980 patty was raped before the couple was bludgeoned to death. keith's brother says the news helps bring closure. >> it is time for all victims to grieve and to take measure one last time. >> the golden state killer is also connected to the rape and murder of two other women in orange county. >> a survivor of the east area rapist is certainly relieved.

a team of investigators for all over the country has descended on the scene of yesterday's big construction fire in concord. the huge fire caused an estimated $55 million in damage to a large apartment complex that was set to open in september. officials now say several major streets around the area will be closed for up to week including a section of willow pass road. abc 7 news reporter laura anthony has new details now from concord. >> the fire investigation is paramont right now. >> reporter: but so far investigator can't go in after a huge fire in an apartment building under construction near downtown concord. this video on tuesday shows a wall of scaffolding collapsing on a row of parked cars. >> we can't get into the area until the structural engineer has made a final determination, and we've taken action to make

sure we're as safe as we can possibly be. >> reporter: the atf has arrived with a national response team that includes arson investigators from all over the country including los angeles and san diego. >> the first part will be making the scene safe through video and through witnesses. they jgenerally have an idea where to start looking based on the amount of damage of the structure. >> reporter: in the meantime the 250 residents who live in the r renaissance square apartments next door were allowed in briefly to retrieve some belongings but otherwise remain evacuated. >> that's going to be first order of business tomorrow to get those walls down in a safe manner. the reason we want to do that is that is right next t the apartment that people were evacuated fr. >> reporter: he owns the restaurant and his business a block away from the fire scene itself yet still inside a gated perimeter. >> i think it'll be affecting us

for the next two or three days. >> reporter: at that point investigators can get in and hopefully a determination can be made about when neighboring residents can return home. in concord, laura anthony, abc 7 news. survivors ofwauexual assauls are coming forward to file a report. the supervisor invited them to city hall to hear their claims and find solutions. >> reporter: she calls herself jane doe, a sexual assault survivor who tells the san francisco board of supervisors committee about her unsolved rape case. she and others said just as distressing was the sbresponse they received from the special victims unit within the san francisco police department. >> for the police to insiniate

it was somehow my fault. >> reporter: tiffany told investigators at least one other woman had been raped by the same man. >> the investigator also victimized over, over the phone brought up the fact how much drinks she has a week, talked about how much alcohol she consumes. >> reporter: it was revealed that data collected from san francisco general hospital found that from 2016 to 2017 there was a 20% increase in the number of sexual assault patients coming to general. yet the number of arrests or even prosecutions had not gone up during that same period. >> the burden of proof, the evidence that we have is what leads us to making an arrest. >> reporter: yet survivors said they repeatedly told investigators where to find more evidence but they claimed they were ignored. >> how is the da going to charge a case when none of that evidence was collected in the first place?

>> reporter: the police department says its made changes in that unit and is committed to expanding training to ensure all sexual assault survivors are treated with empathy and respect. abc 7 news. a group of citizens on a city panel discussed the future of the electric scooter sharing business in san francisco. it's become kind of controversial. some san francisco residents and merchants have called for banning these scooters. these follows complaints about scooters being ridden on sidewalks. they're not supposed to be on the sidewalk, and being left where pedestrians could trip on them. the board could setup regulations as soon as next week. board members could also move to ban them. we shall have to see. it is nice weather to get outside and do any kind of riding around. >> will it continue? >> yeah, we've got a little something for everybody the next cup o

couple of day. live doppler 7 showing you along the satellite you can see the gray shading along the coastline. and that is marine layer moving the picture outside showing you the low cloud cover beginning to descend over parts of san francisco, and many of us tomorrow morning we will wake up to that fog fst thing. the accuweather hiloigs over the next couple of days. we have that morning fog and cloud cover giving way to afternoon sunshine especially around our inland cities and cities around the bay. we have a small chance of sprinkles popping up saturday night and sunday morning. but it will reinforce that cooler air at least in the first half of the upcoming weekend. temperature-wise right now a lot of us had fallen back into the 50s at this hour. 52 in san francisco and san ruful. 57 in san jose and concord. and right now napa checking in

with a temperature of 55 degrees. over the next 12 hours a similar pattern of previous nights. we have that coastal cloud cover right now expanding in and around the bay. and temperatures mainly dropping into the 40s. live doppler 7 along with satellite, and here's the big picture. i want to show you you see this swirl in the atmosphere right here? that's an area of low pressure that's going to lift its way towards the west coast. it'll bring us a chance of a sprinkle saturday night and friday morning but also reinforce that cooler air as we go into the upcoming weekend. future weather show yugoslavia the fog forecast. this is where it'll be tomorrow morning stretching low the way through and patchy fog in san jose first thing. and that fog continues its traditional trek back to the coast. morning fog, afternoon sunshine tomorrow. 61 for san francisco, so it will be a cool afternoon in the city.

72 for concord, 64 in oakland. about 68 in napa and 66 the high in san raful. it's close enough we could see a couple of sprinkles friday night into saturday morning. and we're talking really minimal rainfall with this system. you do notice as we do see moisture it will be in the order of a couple hundredths of an inch of rain. we have that cloud cover to start, sunshine in the afternoon. there is a sprinkle possible friday night with a drizzle saturday morning. but otherwise it will be cool start to weekend. and by tuesday and wednesday the warmth will come back, the fog will retreat and sunnier skies.

admiral jackson is fighting back. >> reporter: toxic, abusive and volatile. tonight that's how some former and current colleagues are describing the president's pick to lead thea. accounts from more than 20 people from the veterans affairs committee papaint an explosive picture of dr. ronny jackson. one describing him as quote the most unethical pattern i have ever worked with. have you seen any concrete evidence? folks that have made these of claims, and we theed noo find out if it's true or not. >> reporter: jackson is accused of drinking on duty. on one occasion when traveling with the president he allegedly could not be reached when needed because he was passed out drunk at a hotel room. and at a party he allegedly wrecked a government vehicle. and there are also allegations about his prescribing practices. he once prescribed perkset to another staffer without documenting it throwing his

staff into the a panic. while traveling on air force one physicians and nurses describe him handing out ambien to help people sleep. >> he doled out prescription drugs like candy on these trips. >> reporter: it's standing operating procedure to make sleeping aids for example made available on long trips. >> if that's standard operating procedure i have not witnessed it, nor have i participated in it. >> reporter: jackson was spotted at the white house. asked about prescribing that perkset, he denied it. >> i have no idea where that's coming from. >> reporter: and wrecking a government car, he denies that too. before these bombshell allegations came out the white house spent the day defending jackson. >> he's had at least four independent investigations conducted during his time at the white house. the investigations revealed no areas of concern. >> reporter: but she couldn't

say if they'd vetted him again before nominating him to lead the va. >> when was his most recent background check? >> i'd have to look at the specific date, but my understanding is a new one took place at the time of the administration. >> reporter: there were already questions about whether the president's personal physician could manage the second largest agency. >> i know it was an experience problem because lack of experience. >> reporter: today the white house insisted jackson was the right person for the job. >> if he didn't think he didn't have the experience he wouldn't have been nominated. that was one of the questions people had posed about him. >> reporter: the white house says these sweeping allegations never came up before jackson was nominated. we heard the white house press secretary say that the previous vettings provided nothing about violations and that no red flags were ever raised. abc news, capitol hill. >> president trump's personal lawyer michael cohen says he'll

plead the fifth in the lawsuit filed agains him by adult film star stormy daniels. cohen said the raids at his office and hotel room are behind his decision to assert his fifth amendment rights. cohen admits he paid daniels $130,000 as part of a nondisclosure agreement made just weeks before the 2016 presidential election. cohen says the money was his own and he was never reimbursed. the mayor of san francisco is waging war on the city's filthy streets. the mayor today unveiled the plan that calls for spending millions to clean them up. abc news reporter vic lee. >> it is a crisis and we need to act. >> reporter: joe heads sf travel, the city's convention and visitors agency. we took a short walk near market street near the finance district. we didn't have the look far before we found trash blocking part of a roadway.
