the water in crystal city, texas, is anything but crystal clear. residents opened their taps to find black sludge oozing out of the faucets. it was caused by flushing out the city's main water tank. it's just the latest problem for this south texas community. several city officials are charged with bribery. another with human smuggling and the mayor was led out of a council meeting in handcuffs this week. residents also can't drink the tap water in flip the, michigan, but help is on the way. the state legislature is closer to approving $30 million to help flint residents pay their water bill. the governor is also earmarking another $2 million specifically for flint. it will help replace lead water lines and also pay for some of

this is "world news now." >> good morning, everyone. we begin this half hour with the apple and fbi standoff. of course, ever since the san bernardino massacre two months ago, the agency has been trying to get data from the iphone of one of the killers. >> apple won't provide the encryption key despite a court order this week. with more here's abc's pierre thomas. >> reporter: the fbi searching the home of syed farook's brother, but no closer to getting inside his iphone. industry giants closing ranks behind apple, even as authorities claim they need to be able to hack into phones to crack cases beyond terrorism. as in the case of two officers recently shot in new york. police locked out of potential evidence in the suspect's phone. >> this is the phone that was used by one of his associates in that case. despite having a court order, we cannot access this iphone 5. >> reporter: the issue of breaking into encrypted phones ignited by the fbi's legal

>> we have a right to control who comes in, when they come in and how they come in. >> interesting. going into tomorrow's south carolina primary, most of the latest polls still show that trump has a double-digit healthy lead, although one has trump in a virtual tie with ted cruz. >> the candidacy of ted cruz is being questioned, challenged today in court. a man in illinois is objecting to cruz being on the ballot in his state because cruz was born in canada. cruz says that doesn't matter because his mom was a u.s. citizen. the man who filed the suit against cruz says if cruz is the republican nominee, democrats could challenge his eligibility in the fall. experts say this challenge will likely go nowhere. in an increasingly tight democratic race, the candidates are taking off their gloves. at last night's town hall meeting in las vegas, hillary clinton was booed at one point by the crowd when she accused bernie sanders of not really being a democrat until he decided to run for president.

his attacks on the two most recent democratic presidents. bernie sanders had harsh words of his own, questioning hillary clinton's admiration for the president, saying she is simply pandering for black votes. the two candidates are locked in a dead heat ahead of tomorrow's caucuses in nevada and the primary in south carolina in a week and a day. the suspect accused in last spring's washington, d.c., mansion murders will be in court today to face murder and other charges. police say 35-year-old daron wint killed an executive, his wife, his son and their housekeeper, then set their home on fire before fleeing. he was linked to the crime by dna found on a pizza crust. he faces life in prison if convicted. the stakes may get higher for the so-called affluenza teen today. a judge will decide whether to move his case from juve court to adult court. the transfer would happen when ethan couch turns 19 in april. the convicted drunk driver has

facility for nearly two weeks. the judge may also decide to keep him there until his birthday when the penalties for violating probation will become more severe. firefighters near kansas city are battling a huge brush fire. they believe it was sparked by a lawnmower. with the heat from the blaze and the high winds fanning it created a fire tornado. you saw that. the fire is on prison property but it has closed a highway nearby. it has consumed about 1500 acres and is about 75% contained. no homes are threatened at this time. and that is not the case in eastern oklahoma where homes are as you can see there, structures are being burned. numerous homes were lost but they don't know how many. there are more than two dozen grass fires burning. the most in several years. the city of tulsa has been filled with smoke from the fires. firefighters are using helicopters to dump water on the flames and they say the aggressive effort seems to be working. in today's forecast, dangerous winds again threaten

scott reiff is a helicopter pilot for kabc. >> it appears at some point he lost some type of power, that he disengaged the rotor system from the engine. he may have flared a little too high. it's hard to say for certain. just didn't have enough energy in the rotor system to cushion the landing. >> reporter: the bell 206 is a single-engine, five-seat aircraft. this one built in 1979 and owned by what appears to be a one-helicopter tour company called genesis. the surviving pilot should be able to tell investigators exactly what went wrong. the navy aided firefighter crews in that rescue. the ntsb is saying they are hawaii to try and learn what happened. david kerley, abc news, washington. we move on now to more dramatic video as firefighters near kansas city battle a huge brush fire. they believe it was sparked by grass-cutting equipment.

the high winds fanning it and creating the fire tornado. but it closed a nearby highway. consuming about 1500 acres and is about 75% contained this morning. no homes are threatened at this time. not so in eastern oklahoma where there are more than two dozen grass fires burning. the most in years. officials say numerous homes were lost. but they don't know how many as yet. the city of tulsa has been filled with smoke from the fires. firefighters are using helicopters to dump water as you see there on these fires and officials say they are so intense right now. well, in northern california, the threat is much more wintry. a powerful system brought nearly a foot of snow to some of the higher elevations. strong winds are also limiting visibility with whiteout conditions. many truckers pulled over until the roads were cleared. and it may take as long as a week to clean up this weather mess in utah. a strong wind storm followed by a hailstorm and heavy snow. the winds blew vehicles off the road, uprooted trees and knocked a highway sign into power lines. thousands of residents lost power in the salt lake city area.

the water in crystal city, texas, is anything but crystal clear. residents opened their taps to find black sludge oozing out of the faucets. it was caused by flushing out the city's main water tank. it's just the latest problem for this south texas community. several city officials are charged with bribery. another with human smuggling and the mayor was led out of a council meeting in handcuffs this week. residents also can't drink the tap water in flip the, michigan, but help is on the way. the state legislature is closer to approving $30 million to help flint residents pay their water bill. the governor is also earmarking another $2 million specifically for flint. it will help replace lead water lines and also pay for some of
