the crowd--drawn from various construction trades--gathered near the front gate of the project this morning, charging one of the subcontractors on the job with spurning local workers in favor of those from out of state and asking those reporting for work to turn around. the target is brycon construction--an albuquerque based non-union firm which they say has been choosing to bring in out-of-state workers--dry wall installers, painters and others--instead of hiring locally. james: "workers are upset and they're angry that the state of nevada put forth $1.4 billion dollars in tax incentives for tesla to come here and they're using that money to hire out of state contractors from new mexico and that contractor in turn is dragging workers from new mexico here." the agreement between the state and tesla requires 50 percent of the work force be hired from within the state. tesla issued a statement noting the dispute was with a

and that 50 percent of brycon's work force were locals. that's backed up by the latest state audit of the project, which showed during the last quarter 74% of the nearly 900 workers employed at the site were from nevada, adding that tesla was in full compliance with the agreement. a spokesman for the local buildings and trades council doesn't dispute those figures, but says tesla is being disingenous in describing this as a disagreement with a third party. today's protest--he said--was a warning. he declined to say what might be ahead tomorrow. a brycon spokesman--by the way--said their pay scale is fair, benefit package is good and they prefer to hire locals. one man is dead after a shooting in a downtown casino, just after midnight this morning. kolo 8 news now's paul harris is live at siri's casino with what he's learned today. paul? noah... it was inside this casino that two men got into an argument.... as

away he was shot in the chest. reno police gave us the mugshot of the suspect in the shooting.... 38- year-old kiley grayson. investigators tell us grayson stayed in the casino until they arrived. police say grayson shot the other man.. whose name has not been released. "there was some physical and verbal altercation between the two parties that led to some level of escalation. the victim kinda engaged with suspect initially, started to try to walk away when the suspect pulled out a firearm and shot him one single gunshot wound to the chest." police did not say why the fight happened in the first place. grayson was booked on a charge of open murder. the casino is currently closed to customers

all of the progress we made, on our water year... is now lost. according to a snow survey conducted today-- we're no longer ahead of where we should be. instead-- we're behind. kolo 8 news now's colin lygren joins us live from the mount rose summit-- with how much snow we currently have... and what hydrologists are hoping, comes our way... colin? sarah and noah, at this time last month our snowpack at the mount rose summit was 125% of normal. right now we're just below 100% of normal. it is good compared to last year but no where near where we want to be in our recovery from the drought. nats - snowshoes... the good news here... the snow has not been melting. nats - tube. what's fallen here... is still here. we just haven't added to the snowpack. "it is not melting, it is just that the median amount, or that normal amount keeps getting bigger, so our percentages do slide." simply put... february was a dud. the one storm we did have... only brought us a

expect in february. "we should have had like two more of those storms, and then we would have had an average month." currently... our snowpack is at 96- percent or normal. which would be great news... if we weren't trying to recover from a the drought. "this is much more water in the snowpack than we have seen in years, so we can't complain, but obviously you want to get as much as you can and get as much of a dent in this drought as we can get." right now... hydrologists are hedging their bets on march... and hoping a series of storms headed our way... make a difference. "what we need looking into march is we need that stormy pattern to return, and it just not to be a one event month. we need a storm every week, or we need a bunch of storms to pack together during a 10 or 12 day period." "it can be significant as far as turning things around. i am hoping that that will be the case this year." we're hoping for a miracle march... but even if we don't get it... experts say... we'll still do better than last year. "we are nowhere near that right now. no comparison. this

the real concern right now... is not so much at mt. rose... but over in the truckee basin. in that area... the snowpack right now is only at about 70-percent of normal. it would also drasticly be helped by a miracle march. reporting live at the mount rose summit... colin lygren... kolo 8 news now. the bodies of two missing boaters have been recovered in donner lake. crews recovered the bodies of 34-year-old lucas johnson and 33-year-old joshua patterson over the weekend. the men were reported missing friday evening when their canoe capsized. neither wore a life jacket.### federal investigators are releasing new details about a deadly plane crash in kansas. the n-t-s-b released this video with its report, about the 20-14 crash at wichita's eisenhower national airport. it shows the final seconds of the beechcraft--- king air's flight, that killed the pilot, and three people inside the building it hit. the pilot reported

shortly before the investigators say, the pilot was on medications, that may impair mental or not issue a cause for the crash. ### for the first time, an active duty member of the navy has received the medal of honor. senior chief special warfare operator edward byers, junior is a member of the navy's famed seal team six. in 2012, he was part of a daring raid to rescue an american hostage in afghanistan. byers used his body as a shield to protect the hostage from gunfire, while simultaneously subduing a taliban fighter. today president obama presented byers with the nation's highest military honor, calling him a "consummate quiet professional." presidential votes on tomorrow's super tuesday. but "superdelegates" chosen by the parties? will also play a key role in choosing the nominees. kolo 8 news now washington correspondent peter zampa spoke with a political science expert about what superdelegates mean for the election. superdelegates, or unpledged delegates, choose who they want to support at the national conventions in july, though most go along with the decisions made in their state's primary. these delegates range

congressmen to members of a party's national committee. elaine kamarck, senior fellow at the brookings institute, says it would be historic for superdelegates to vote against the people in their state. elaine kamarck: "they've been at conventions since the 1984 convention, they have never overturned the will of the people." kamarck says on the first ballot at the convention, most delegates stick to the decisions of their states. if there is no clear winner after the first ballot, they are free to choose who they like. kamarck says some republican superdelegates have been outspoken against donald trump, and say they will never support the gop frontrunner. elaine kamarck: "the people get to decide first. but if the people are undecided, then the party leadership steps in. we haven't seen that happen in the modern age, but it could happen, and this year, particularly on the republican side, who knows, this could happen." in some primaries, delegate distribution has been misleading. for example, bernie sanders won new hampshire picking up 15 delegates to hillary clinton's nine. the catch? clinton is currently backed by six superdelegates in the state, while sanders is backed by one, making it a near tie. elaine kamarck: "if something happened and bernie sanders started to win huge numbers of primaries and delegates, i'm not sure where some of these people would go. but right now they're absolutely
