"this broadcast realtime captioned by becky lyon." they are fed up with the drugs and crowds at the cal palace. tonight some community leaders say it is time to try a new tactic. >> reporter: don knapp is there where people are demanding action. people are sick of the raves and have gone to the city leaders to see if they can stop the difficulty with young people and the noise and the stress in the neighborhood with some legislation. just because they live near the cal palace, says marion brown, neighbors shouldn't have to put up with the parties. >> when they are out of control the police units come and get things organized. well, people run from this cal palace. they run around the neighborhoods and go knocking on people's doors trying to get in because they are all -- the people that have attended this have been on drugs or whatever. >> reporter: one week ago radio

station live 105 sub sonic spook fest ended with 17 party goers hospitalized with alcohol and drug overdose. six months ago two people were left dead and led to several drug arrests. the community leaders are saying enough. >> our community does not deserve this notoriety. our bad press. and change needs to happen. we can't have any more kids go to the hospital or die. >> reporter: the leaders today say they are taking steps to take control of the cal palace. >> this legislation gives the power to the city and our police chief. it gives them the power to approve or deny a permit. >> reporter: a city councilman says the legislation would not deny events like this weekend's huge bike show or next week's gun show. nor the big dickins christmas fair after that. but if the proposed city legislation is passed and the state decides to enact the law the city's police chief would

decide whether an event could happen at the cal palace. no one under 18 would be allowed into certain events. >> i don't think it is a problem with the facility because we do need venues and things for young people to do to have fun and to deal with the stresses that they have outside of school and in school. >> reporter: ann, as you know, this is not the first time there has been a local effort to take control. state senator leyland ye introduced a bill to deal were that and it failed. we will see how this goes. >> thank you. a pilot and his passenger are recovering tonight from a plane crash. the small aircraft went down around 1:15 p.m. it ended up between warehouse buildings and a witness says the crash may have been a result of power failure right after takeoff. both men on board were air

lifted to bay area hospitals. both were talking when paramedics got there. federal investigators will be looking into the cause. riders rioters did cause damage but it could have been a lot worse. the protestors broke out in oakland last night after johannes mehserle was given the shortest possible prison sentence two years for killing unarmed b.a.r.t passenger oscar grant. the reaction now on the streets this morning. >> reporter: jose spent his saturday morning taking the boards down from his restaurant in downtown oakland. >> yes, because i thought there was going to be some damage due to the sentencing. we weren't going to board it up until we heard the officer only got two years. >> reporter: but his worst fears never happened. the walking protestors that hit the streets left downtown mostly unharmed. but the message was clear in

chants and signs. anger that the b.a.r.t cop who killed oscar grant got the shortest prison sentence possible. some tried to calm the crowd. >> deter the bad people by explaining to them that people own these businesses. give them a chance. >> reporter: for the first time frustrated demonstrators marched into residential neighbors near lake merit. a few in the crowd went out of their way to be destructive attacking car windows, knocking down fences and damaging at least one local business. police made 152 arrests. after some started throwing rocks and bottles after officers and an officer having a gun taken from him during a fight -- >> there were a lot of police in the area. a lot. they were dropping off squad cars of just police and they were patrolling the area a lot.

it helped us feel more secure. >> reporter: but to the owner of this autobody shop in oakland's lake merit neighborhood he feels grateful it wasn't worse. >> this is always going to be a handful of people that step outside the law but for the most party i'm very proud at how the oakland people handled last night. especially the police officers. >> reporter: in oakland, cbs5. >> of the 152 protestors arrested last night, 56 of them live outside of oakland. some as far away as long beach and san diego. also, seven of the 152 are juveniles, the youngest 16 years old. police made an arrest in a russian hill murder. gary holland was picked up yesterday. police say he went door-to-door at a chestnut street apartment building dressed as a utility worker looking for a gas leak. the body of the woman was found in her apartment a week ago today. holland is being held on

suspicion of murder. still no sign of a six-year- old dog a week ago during a purse snatching. police did arrest one of the suspects who said he sold the dog to someone. a reward fund is set up at bank of alameda. more than bragging rights in the form of big bucks. >> the person i voted for got the most votes. i don't understand why they are not in office. election confusion. where the winner does not take all. why some candidates are still waiting to learn if they have won. i'm meteorologist lawrence karnow in the cbs5 weather center. turned out to be a great day today. we have got a storm that is brewing, folks and we will tell you when it is going to come here. that's coming up next. ,,,,,,,,,,,,,,

own bottom line. one major league baseball consultant says the giants will net an extra $35 million. that includes $10 million for the extra six home games and all that merchandise flying off the shelves. and wednesday's world series celebration gave a giant boost to mass transit. the surge in ridership that day was the biggest in more than two decades. about 240,000 additional commuters boarded trains and muni buses. none rivals what we saw in the super bowl festivities in 1988 and 1989. voting results are not yet final for the oakland mayor and two of the races for san francisco supervisor because all those races used ranked choice voting. we look at why the candidates with the most first choice votes won't necessarily win. >> reporter: these machines are getting a workout long past election day counting votes for

not only the top candidates but also the candidates that voters would rather have if their first choice loses. >> doesn't even make sense to me. i mean, if the person i voted for got the most votes i don't understand why they are not in office. very confusing. >> reporter: it is rank choice voting and it is holding up results in the oakland mayoral race and in the san francisco board of supervisors since no one got more than 50% of the first choice votes the automatic runoff begins in round after round the last place candidate being eliminated and voters that chose that person get their second choice counted until a winner emerges. >> it would be hard for the candidates. they work so hard and don't know for weeks later. >> reporter: but don't shed any tears for this candidate who is in a race against 20 other. >> without term limits and district elections, a grassroots candidate like me

couldn't run. >> reporter: our cbs5 political expert says it is not because a winner takes all scenario. >> it is more democratic in a sense that it allows other people who don't necessarily prefer you as their top choice to have an influence on whether or not they actually become victorious. >> reporter: he says the difficulties lie mainly with the counting instead of the voting. the frustration can be widespread. >> why don't we know here. are there smaller local elections. we need to know. >> reporter: here in san francisco they haven't even counted all of the first choices on the absentee ballot so expect more shakeups to come. in san francisco, cbs5. well, another tight race is headed to court. democratic incumbent leading the republican in the 11th congressional district but only by 400 votes. he asked that signatures be verified on more than 375 mail

the city. couple clouds moving in overhead but we will see a whole lot more clouds and rain probably going to begin around midnight at least in parts of north bay. still, the cold front bearing down on the bay area going to bring with it lots of rain. just making its way in towards eureka. it will rotate on through in the morning and by the afternoon we may catch some sunny breaks but looks like we will get a pretty good soaker. storm system backed by a pretty big jet stream. through about sunday night an inch to an inch and three quarters in parts of the north bay. peninsula maybe an inch and quarter in some of the wettest spots. over an inch in the santa cruz mountains. not to mess around with this. winter storm warnings in the high country above 6000 feet. seeing rain at lake level at tahoe but get into some of the passes you'll see lots of snow.

more snow headed into monday and keeping things wet as we look towards wednesday as well. nothing to mess around with. has got a lot of moisture with it and it will drive on through overnight tonight. we will see those clouds on the increase throughout the night. so the rain making a return to the bay area but then it will head on out of town and start to dry things out as we head into the middle of this next week. let's see if we can time things out for you. roll the clock towards midnight. you can see the rain far northern california. then it doesn't take long. here it comes. tomorrow morning the main cold front stretched right across the bay area tomorrow morning at 7:00 a.m. expect some moderate to heavier amounts of rainfall to wake you up in the morning early on but if you sleep in late, hey, about 11:00 a.m. or so you may be able to see breaks in the clouds and maybe a little sunshine too. wouldn't be surprised if you had lightening strikes. temperatures will be rather cool outside. probably 50s and 60s. pretty early on. by the afternoon we start to dry things out especially the further north we go. how about this as we look towards the next 5 days. monday, partly cloudy skies.
