capitol dealing. the white house and congressional republicans near an agreement on extending the bush-era tax cuts. the big chill. that blast of winterlike weather that clobbered the midwest is about to cast a freezing spell over the southeast. and the best and brightest. the kennedy center honors those who redefine american culture. this is the ""cbs morning news"" for monday, december 6th, 2010. good morning, everybody. thanks for joining us this monday. i'm betty nguyen. following weeks of bickering and partisan politics, the white house and congressional republicans are close to a deal to extend all the bush-era tax cuts. a two-year extension appears likely, and the deal looks to include an extension of

long-term jobless benefits. whit johnson is in washington with details on this. good morning, whit. the question is, why the sudden change? >> reporter: betty, let's not get it mixed up. democrats and republicans still have their gripes about a possible deal but both parties know if they don't come together by christmas eve, everybody's taxes go up. a deal to extend bush-era tax cuts for all americans could come as early as this week. >> i think it's pretty clear now taxes are not going up on anybody in the middle of this recession. >> reporter: republicans and democrats are optimistic the issue will be resolved before the cuts expire at the end of the month. the two sides have been split over whether to extend the cuts for higher income earners. any deal will also likely include a democratic-backed extension of long-term unemployment benefits. >> the notion that we would give tax cuts to those making over a million dollars a year, which is the republican position and then turn our backs on two million americans who will lose unemployment benefits before

christmas is unconscionable. >> reporter: but congressional leaders still disagree on key details, including how long the tax cuts would be extended. negotiations reportedly center on a two-year deal. in an interview with cbs's "60 minutes" federal reserve chairman bernanke offered one way to help fix the nation's struggling economy, reforming the tax system. >> by closing loopholes and lowering rates, you could increase the efficiency of the tax code and create more incentives for people to invest. >> reporter: he also said while the government needs to cut the soaring deficit, it should not be done right now. >> we don't want to take actions this year that will affect this year's spending and this year's taxes in a way that will hurt the recovery. >> reporter: and getting the economy back on track may take a lot more work on capitol hill. friday, the unemployment rate, unexpectedly jumped to 9.8%. if unemployment benefits are not extended for another year, the white house estimates seven million people would be affected. betty?

>> whit johnson joining us live in washington. whit, thank you. fed chairman bernanke also said it could take four or five years for the unemployment rate to drop from its current level of 9.8% to a more historically normal five or six percent. bernanke also told "60 minutes" it is not just the unemployment rate that concerns him. >> more than 40% of the unemployed have been unemployed for six months or more. that's unusually high. people who are unemployed for such a long time, their skills erode, their attachment to the labor force diminishes and it may be a very, very long time before they find themselves back in a normal working position. >> bernanke said he thinks another recession is unlikely but persistent unemployment will slow down the recovery. a massive cold front that blanketed the eastern half of the country threatens to bring record cold to the southeast this morning.

there are freeze warnings in florida and southern georgia, threatening local citrus crops, the latest insult from a cold front that pummeled the midwest. 12 states, that includes a ban from north dakota to the carolinas were socked with snow and freezing rain. in san francisco today, a federal court will hear arguments in a landmark case testing the rights of gay americans. it's an appeal of a lower court ruling that struck down california's proposition 8, a ban on same-sex marriage. proposition 8 was passed two years ago, but a san francisco judge struck down the measure in august. supporters of the measure say the judge ignored pertinent evidence. early this morning, president obama spoke with china's president hu jintao about reducing tensions on the korean peninsula. chinese state media reports hu called for all sides to exercise restraint. last month north korea shell ad south korean island. president obama urged china to send a clear message to the north its actions are unacceptable. this morning, south korea began previously scheduled war games

firing artillery in the waters off the korean pennisula. the drills are scheduled for a week. a massive landslide in northwestern colombia. it buried 50 homes. and dozens trapped beneath the rubble. the mud slide followed days of torrential rain, heavy rains this past year have killed at least 176 people. expectations are low today in geneva, as iran and six world powers begin two scheduled days of talks on iran's nuclear program. iran's chief negotiator arrived yesterday announcing it delivered its first domestically mined uranium to a processing facility. these are the first talks in a year, but iran is unlikely to meet international demands it curb its nuclear program. wikileaks founder julian assange is considering seeking asylum in switzerland, wanted in sweden to face allegations of sexual offenses against two

women. assange says he received hundreds of death threats since wikileaks released thousands of u.s. documents. elaine quijano has more. >> reporter: ratcheting up the legal pressure on wikileaks founder jewel jan assange attorney general eric holder is vowing to go after anyone the u.s. believes has broken american laws but he acknowledges there might be loopholes. >> they will be held responsible, they will be held accountable. to the extent there are gaps in our laws, we will move to close those gaps. >> reporter: a former bush administration official says those gaps in u.s. law could make it difficult to prosecute assange. >> the most likely statute that would be used in a case like this is the espionage statutes that were passed around world war i and those were designed for a different era. >> reporter: so, lawmakers are moving quickly. senator john ensign introduced legislation called the shield act which would make it illegal

to publish the names of informants for the u.s. military and the intelligence community. cbs news spoke to him by phone today. >> for people who are acting irresponsibly and putting people's lives in jeopardy but the way they are acting, we want to give our attorney general and the justice department more tools to be able to go after those folks. >> reporter: but the international advocacy group reporters without borders, which has criticized wikileaks in the past, is condemning the legislation, calling it a determination to hound assange and said wikileaks has a right under the u.s. constitution's first amendment to publish these documents. yet senator ensign argues first amendment rights don't apply in this situation. >> responsible journalists, they redact, you know, if it's going to put somebody's life in jeopardy, they redact the names. and obviously, julian assange is not a journalist. >> james ball has worked for wikileaks and staunchly defends its actions. >> i think people have a right to know how the u.s. deals with other countries, as well as how it deals with itself internally. >> reporter: another country

looking into whether julian assange broke laws is australia. the country's foreign minister says the australian attorney general has asked federal police to investigate whether assange has breached any element of australian criminal law. elaine quijano cbs news, new york. the remains of two american balloonists who disappeared over the adriatic sea have been recovered. they disappeared after taking off in a balloon race. contact was lost with the pair september 29th as they flew over the adriatic in rough weather. their bodies were recovered by a fishing boat this morning. just ahead on the morning news, your facebook page gets a brand new look. plus, miracle rescue. an injured hiker is found alive after being stranded in the woods for nearly a week. first, though, katie couric has a preview of the "cbs evening news." >> boom and gloom. baby boomers now make up the majority of men and women who are divorced in this country. why have so many of them split

unmarked side trail. >> the fellow who found her, he was going to hike anywhere. he thought he would hike here because he might be able to do some good. he came from the completely other direction. >> collins had no food during her ordeal but survived on water from a nearby creek. on the "cbs moneywatch" stocks edged lower in asia this morning. ashley morrison is here in new york with all of that. good morning, ashley. >> good morning to you, betty. asian markets saw late-day losses. japan's nikkei dipped a fraction, while hong kong's hang seng finished lower about a third of a percent. on wall street it tries to keep the rally going after last week's gains, the best for the market in a month. the dow jumped more than two and a half percent, while the nasdaq added more than 2%. many economists are still scratching their heads over friday's jobs report showing the economy created just 39,000 jobs last month. analysts were expecting around 150,000. the disappointing numbers pushed the unemployment rate to 9.8%. it's now been above 9% for a

record 19 straight months. the days of three-dollar-a-gallon gas appear to be right around the corner. the price for a fill-up has jumped four cents in just the past week to a nationwide average of 2.94 a gallon. last december, it was almost a quarter cheaper. analysts blame a weak dollar and the cost of crude oil, which is at a 25-month high. facebook giving user profiles a more personal touch in an interview last night on "60 minutes" company ceo mark zuckerberg showed off the changes. the redesign puts photos front and center and lets users go into more detail about their jobs and allows them to highlight important friends. the new profiles will roll out the next year but you can opt for the new features right now. in the "60 minutes" interview he also defended facebook's privacy policy and said he is still considering whether to take the company public. at the movies, a fairy-tale princess took down the boy wizard. the animated musical "tangled"

took in $21.5 million in sales to win the weekend box office. that knocked "harry potter and the deathly hallows part i" to second place. football. the pittsburgh defense forced a fumble in the closing minutes against baltimore and ben roethlisberger threw a nine-yard touchdown pass to isaac redmon for a 13-10 steelers win that gives them sole possession of first place in the afc north. the new york giants got 200 yards on the ground from brandon jacobs and ahmad bradshaw against washington. the giants' 31-7 victory puts them back in a tie with the eagles for first place in the nfc east. the bcs national championship game of college football is all set. auburn finished as the number one team in the country and will face number two, oregon, in the bcs game on january 10th. to baseball now, a new mega-deal for jayson werth, the free agent is leaving the philadelphia phillies to join the washington nationals. he signed a seven-year contract worth $126 million. when we return, another look at this morning's top stories

that brought snow to the midwest is about to wallop the southeast with near record cold temperatures. freezing temperatures are expected in florida and south georgia. a big night for folks in washington some of the biggest names in the arts were recognized at a gala for the 33rd annual kennedy center honors among recipients this year talk show queen oprah winfrey. kendis gibson reports. >> reporter: jennifer hudson took the stage in honor of oprah winfrey, one of five entertainers receiving kennedy center honors sunday night. the center was filled with celebrities and washington's elite for the gala event recognizing beatle paul mccartney. dancer choreographer b.t. jones, country singer merle haggard and broadway composer jerry herman. winfrey received tributes from stars on the big and small screen. >> on behalf of the women of america, we thank you.

on friday a deficit reduction plan reached by a presidential commission failed to garner enough votes to advance it to congress. one of the tough cuts included the plan that would have hit homeowners hard. the home mortgage interest deduction benefits 75 million americans and averages more than $2,000 a year. >> reporter: the challenge, to cut the amount the u.s. treasury loses by subsidizing home ownership. one way to do that, reduce the mortgage interest tax deduction and replace it with a tax credit. ray garcia and his wife are aware cutting the deduction could hurt their bottom line. >> we definitely would be bummed, you know, because it's a good chunk of money. >> reporter: the new jersey

couple's monthly mortgage payment is $3500, with more than half going to interest. now, they're eligible for a $22,000 deduction. in their current tax bracket that yields more than $6,000. >> it was always assumed in my mind. >> reporter: the national commission on fiscal responsibility and reform proposes to change the mortgage interest deduction that saves homeowners $80 billion a year in taxes. the commission would replace the deduction with a 12% mortgage interest credit for all homeowners. that's less than the average 17% credit homeowners currently claim and would increase federal revenue around $300 billion over ten years. for them, the change would reduce the tax savings on their home by $3500 a year. the choice, whether to modify the mortgage interest deduction at all. some advocate eliminating it entirely. >> if you bought a house and you could afford to pay your mortgage because of the deduction, you can't just -- the government can't just get rid of

it. i mean, that would put you in a pickle. >> reporter: which is why if the government did phase out the deduction, it would probably do so over 10 or 20 years. >> that would give housing prices time to correct, time to adjust for the new reality. and if you do that, you could bring marginal tax rates down. >> reporter: the deficit commission also proposes limiting your mortgage interest deduction to one house and cutting the amount of mortgage eligible from one million to $500,000. that would raise another $41 billion over ten years. until washington makes a tough choice. >> live your life according to what's going on in washington is kind of crazy. >> reporter: it's life as usual for the garcia family. >> i make sure that i can pay my monthly mortgage, regardless of the deduction. >> reporter: breaking in their new home. >> coming up a bit later on "the early show" the latest on that deadly cold snap gripping the midwest and southeast. we'll find out where it's headed.
