northern florida where citrus growers like the owners of this 20-acre orange grove are preparing to protect crops from a hard freeze expected tonight as the massive cold front continues to move east. winter may still be 15 days away, but a fierce storm has crippled the midwest and the southeast bringing as much as a foot of snow and freezing rain to 12 states, in a band stretching from north dakota to south carolina. the highway patrol in north carolina reported more than 500 weather-related wrecks over the weekend. in high point, tragedy struck when a man and woman were killed in a collision on icy highway roads, the woman's 6-year-old daughter survived the crash but is in critical condition. a treacherous road even caused headaches in places like madison, wisconsin, where they are accustomed to winter weather. >> the main streets are pretty well plowed so not too bad but you get off the main streets and

the wealthy for the next two years. dismaying democrats. >> the notion that we would give tax cuts to those making over $1 million a year, which is the republican position, and then turn our backs on 2 million americans who will lose unemployment benefits before christmas is unconscionable. >> reporter: last night on "60 minutes" ben bernanke weighed in saying don't raise taxes on any one, don't cut spending and don't try to cut the deficit right now. >> we don't want to take actions this year that will affect this year's spending and this year's taxes, in a way that will hurt the recovery. that's important. but that doesn't stop us from thinking now about the long term structural budget deficit. >> reporter: the more immediate concern he says -- >> more than 40% of the unemployed have been unemployed for six months or more. that's unusually high. >> reporter: on tax cuts there are still a number of major details that need to be worked out. what's going to happen to the

affected and police layoffs which is something which was a last thing my administration wanted to do we're facing as well. >> no newark for a long time was seen as a city that needed every police officer it could get. you had a high crime rate. things have been going down. over the summer things changed a bit. how shard that, too, to sell that to your citizens to say hey, here's where we have to make a major cut and it's with police officers. >> we're leading in reducing violent crime. we still have a crime problem. so we know we have to continue to push that down. so it's something you can't sell. there is no good way to talk about it cutting back on public safety is unacceptable. we have to be a lot more kreeative, investments in technology. restructure our police agency to force more police officers onto the streets. and find ways to do creative partnerships with nonprofits to get more done, help prisoners coming home. >> mark zuckerberg from facebook is giving the city $100 million

which is greaten some respects. when you look at that, is this something that maybe cities and states might have to look toward is trying to find private investment just to keep things going or to boost their education? >> this is a time i think, frankly, private investment should be stepping up. not to make up for governmental shortfalls but try to stimulate innovation so america as a whole doesn't lose ground. we're short changing our economy by cutting back on higher education and not moving forward in k-12 education. so we have to find ways to do more with less, leverage change so america can be competitive. >> if you find these creative ways and one is private investment, there needs to be more, obviously people can get used to that and say you haven't needed the money so you don't need it now even when times get better. >> government has to change. we cannot sustain the level of expenditures we're doing. we as a country have trillions of dollars in unfunded pension liabilities and unfunded health care so. we have to figure out ways to
7:09 am
shrink american government so we're not burdening taxpayers but effectively do things. this can be the new green economy, ways to use solar energy to reduce costs but provide the same service. so government has to be more innovati innovative. >> quickly how do you sell this to your citizens who are sacrificing so much in their families, to tell them that they may have fewer services at their disposal. and pay more. >> again, the thing is there is no good way to sell it. we can find more ways to bring resources. so most of american cities have millions of unclaimed earned income tax money. we set up free tax centers, brought millions into the pockets of our residents in city hall, connecting residents to other critical services, one-stop centers for grandparents raising their grandchildren. so what we're trying to do is say look, these are tough times but let us help you find creative ways to get more money in your pocketp and stop paying people to do instant refunds
