quote
7:02 am
>> the cleveland cavaliers, everyone is calling. one of the things that stuck out to us yesterday interviewing him, he said, what i really hope this brings me is back together with my mom. you see her right there, she is here in the stud oio. >> she is so happy and so proud and talking to her in a couple of minutes a. doll of a woman. let's begin with the big changes at the white house where president obama's senior staff is about to undergo a major retooling. cbs news senior white house correspondent bill plante tracking who's in and out joining us this live this morning. good morning. >> reporter: good morning, chris. there's changes coming but the president is just reshuffling the same deck, one exception to that is press secretary robert gibbs who is actually leaving and next month or so for the private sector. >> i would not trade the worst day i have had here for many of the best days that you might have in another job. >> reporter: gibbs is just the latest in the recent white house
7:03 am
shake-up. he's been with barack obama since 2004 and won't cut the ties completely, he'll be an outside adviser to the white house and the president's re-election campaign. candidates to replace gibbs as the spokesman, deputies burton and earnest, the vice president's communications director and karen finney, former democratic national committee spokeswoman. will there be a new chief of staff? pete rouse has been filling in. if he steps aside, the leading candidate to replace him is bill daley, former commerce secretary, now an investment banker. he met with the president and high-level staff on wednesday. former senator tom daschle and agriculture secretary tom vilsack also mentioned as candidates. counselor david axelrod returns to chicago soon to work on the president's re-election. 2008 campaign manager plough joins the white house team next monday.
7:04 am
shake-ups aren't common after two years says john dickerson. >> good to have turnover in the white house. it is alcoholics anonymous instant. they need legs, fresh perspective and people who have just gotten some sleep. >> reporter: but hold on. there's more. tomorrow, the president will announce a new head of his national economic counsel, it will be gene sperling holding the post in the clinton administration is now at treasury. so lots of changes, but still, pretty much all in the family. chris? >> cbs' bill plante at the white house this morning, thank you. from democrats in the white house to the republicans who now control the house of representatives. the gavel has been passed to a new speaker and the gop is promising big changes. cbs news congressional correspondent nancy cordes on capitol hill with the latest. nancy, good morning. >> reporter: good morning. republicans are starting their first full day in power with a symbolic move. they're having the entire constitution read aloud on the house floor. they say that document will be
7:05 am
the basis for all their legislation. >> god bless you, speaker boehner. >> reporter: with a swing of the gavel, republicans took control of the house of representatives. turning house minority leader john boehner into the speaker of the house. the new speaker made it clear that with a change in power comes a change in agenda. >> we gather here today at a time of great challenges. and nearly one in ten of our neighbors is out of work. health care costs are still rising for american families. our spending has caught up with us and our debt soon will eclipse the entire size of our national economy. the people voted to end business as usual and today we begin to carry out their instructions. >> reporter: starting with a vote planned for today to reduce congressional budgets by 5%. republicans are vowing to hold votes on spending cuts once a week. on friday, they begin their assault on health care reform
7:06 am
with a vote to repeal the law scheduled for next week. then, they want to turn to easing regulations on big businesses, to help, they say, with job growth. this ambitious agenda will hit a wall in the senate. >> senate will come to order, please. >> reporter: which democrats still control though by a smaller majority. that legislative reality will force both sides to work together on some issues, some thing speaker boehner promised to democrats. >> a great deal of scar tissue built up on both sides of the aisle. we can't ignore that. nor should we. my belief has always been to disagree without being disagreeable. >> reporter: but democrats are already crying foul saying that that vote to repeal health care is being held without holding hearings first, without allowing amendments, a move that they argue flies in the face of all of those promises of openness, erica. >> nancy cordes on capitol hill, thanks. also joining us this morning,
7:07 am
the new house majority leader eric cantor. good morning to you, sir. >> good morning. >> this is a big day for you, of course. first official full day on the job. campaigning is done. the ceremonies are taken care of. now the hard part. gets down to business. you are the man in charge this morning. what is your first order of business? >> we'll start the day off today, erica, reading the constitution. we republicans committed during the campaign that we were going to have a constitutional u.s. house of representatives and that's exactly what we're going to start today by asking members to join us on the floor and the well of the house to begin to actually read the text of the constitution. >> and that's after that is completed, we know set in your sights and of the republican party is health care reform and there is a move, of course, to repeal this legislation. it's been said by the congressional budget office, nonpartisan congressional budget office health care would actually reduce the deficit by
7:08 am
$143 billion. even if you don't agree with that number, how would you make up for that elimination? >> erica, i think what we do know is the health care bill costs over a trillion dollars and we know it was full of budget gimmickery and republicans are cutting to spending every single day here in this congress and we are also committed to job-killing regulations that accompanied the health care bill and many others so today what we'll see, also, is a discussion and passage of a resolution which will require that we start with the -- our own house by cutting congressional budgets by 5%. next week, what we'll see on the floor is a bill to repeal the health care bill. and it's important i think to remember, most americans don't like the health care bill. and know that there's a better way and we have committed to the people that have elected us to begin to work together across
7:09 am
partisan lines to try and effect change that will actually improve the lives and deliver results for more americans. >> in terms of affecting change, you have called this bill job killing. but if it's not really going anywhere, everyone is pretty much said, look, you will do this but it's not actually going away, could that time not be better spent then working on legislation to, in fact, improve the jobs picture for people? we know that health care is a growing sector for work. >> erica, we're going to be about a cut in growth congress and if the senate and the president want to join us in trying to deliver results for the american people, we're ready to work with them. the health care bill stands in the way of small business job growth. we know that. it's provided a lot of uncertainty and increased costs and increased premiums, health care insurance premiums for most americans. we want to stop that. we're going to use our oversight tools to find out what's going on in this bureaucracy in washington and try to get them to stop passing these
7:10 am
job-killing regulations to we can get the economy back on track. the senate has its role to play. if it wants to be the cul-de-sac and let legislation fester and die over there, it will be the choice of leader reid but remember the voters spoke loud and clear in november. they want to see results. republicans are willing and ready to work to deliver results for the people. >> well, we would be looking to see those results and it is going to be a very busy week and a busy few months ahead. representative cantor, house majority leader, thank you for the time. >> thank you. >> chris? >> thank you. now speaking of jobs, labor department's monthly unemployment report comes out tomorrow but a private sector jobs report promising good news. that report out yesterday shows the economy added 297,000 jobs in december. the best numbers in a long time. cbs news business and economics correspondent rebecca jarvis joins us with more. it's a good sign and i guess how good a sign is it? >> really positive sign. the important thing to think about here is these are private
7:11 am
sector jobs to private companies are hiring more. that is a good sign. that's what analysts and economists want to see more of. >> people want to know is it a trend continuing now? >> it is. it looks like something to see more of in the new year. 24% of managers say they plan to hire for mull-time workers in the new year and job listings up 20% in the last 6 months and that's significant for more jobs to come. >> 15 million americans out of work currently. different sectors. where are the sectors they should be looking forward? >> retail. for example, at&t is hiring new employees. jac penny, sears and staples and the types of jobs available in the retail field are, for example, cashiers, customer service-type jobs. really they run the gamut in retail. >> health care? >> another place where we talk about -- erica talked about it in the last interview.
7:12 am

7:13 am
tomorrow? >> anticipating another positive report and expect to see unemployment rate steady around the 9.6, 9.8% and seeing new hiring in december, that's good news. >> cbs' rebecca jarvis. >> thank you. jeff glor at the news december westbrook that for us. hey, jeff. >> good morning. good morning, everyone. cbs news this morning confirmed the troop surge in afghanistan about to increase. 1,400 combat marines could begin to arrive by the middle of month mostly in the south in kandahar. the plan to count an offensive this spring. there are currently 97,000 american troops in afghanistan. vickie kaspar at a nebraska high school shot by a student died last night. the gunman, 17-year-old robert butler, the son of a police detective, had attended the school in omaha for two months.
