>> enjoy this beautiful day good morning. deep ze good morning. deep freeze, dangerously low temperatures sweep across the nation. the worst may be yet to come as another major storm is on its way. we will tell you where it is headed. showdown on capitol hill. president obama's state of the union address will focus on getting americans back to work. republican leaders warn him not to borrow more money to do it. super bowl bound. the packers and the steelers are headed to the big game in the first super bowl matchup for two of the nfl's legendary team. we will tell you who the early favorite is and go live to packer town usa.

park. >> reporter: good morning, everybody. it is six degrees in central park, the expected high 17 degrees. that seems to be the trend up and down the northeastern coast. so many places are so cold they haven't seen these frigid temps in 30 years. across the country the mercury is in a free fall, from des moines to international falls, the temperatures went from single digits to 30 below zero. >> it is bad. it is bitter cold. i don't want to be sitting here talking to you, no offense. >> reporter: a connecticut woman's frozen body was found in a driveway after she slipped and fell and a man died in pennsylvania after spending saturday night in his car. experts say this brutal cold can turn dangerous quickly. frostbite can begin to take effect in as little as five minutes. >> the cold affects the arteries

and the arteries in the fingers and toes so if you have any problems with your heart, diabetes, high blood pressure or other significant health issues, maybe going outside right now isn't the best thing for you to do. >> reporter: some braved the frigid elements to show just how nasty the weather is. one woman in michigan tweeted this picture of a therm mom ter that showed a reading of 35 below, in noise this river is so thick a dropped concrete block doesn't make a crack in the ice and it is not likely to thaw any time soon. let's look at the national temperatures, the current temperatures across the lower 48. you can see it is very, very chilly. you can see raleigh, 26, new york 6, caribou, maine, minus 13, fargo 13. kansas city is 12 degrees. the windchill is where we get into dangerous conditions.

boston, minus 23. those are current windchills. caribou, minus 23, burlington, vermont, minus 20. pittsburgh is four degrees the only good news is in the overnight hours in portions of the northeast, milder temperatures come in, but unfortunately another storm bringing in precipitation. one storm per week since the christmas blizzard. erica, very, very cold, dangerously cold. >> we need to get you back inside. marysol, thanks. from the weather to politics. president obama likely fine tuning his state of the union address this morning. we know the focus of that speech will be jobs. cbs news chip reed joins us with a preview. chip, good morning. >> reporter: good morning, erica. it is no surprise with the unemployment rate 9% the theme would be jobs. the president used the word jobs

18 times in his weekly radio address and a video message to supporters. >> my principal focus, my number one focus is going to be making sure we are competitive, we are growing and creating jobs, not just now, but well into the future. >> the president of the united states. >> reporter: to create more jobs an thereby strengthen the economy, white house advisers say president will propose five pillars, innovation, education, infrastructure, deficit reduction and reforming government. >> these are big challenges that are in front of us, but we are up to it as long as we come together as a people, republicans, democrats, independents. >> reporter: gets support from republicans who won back support in the house and increased numbers in the senate won't be easy especially when it comes to new spending. >> this is not a time to be looking at pumping up government

spending. >> reporter: you can expect a tone of more unity in the wake of the tragedy in tucson. typically republicans sit on one side of the chamber, democrats on the other. this year op site sides of the aisle will sit together, mary landrieu and olympia snowe, thune and gillibrand will pair off. charles schumer says he will be elbow to elbow with tom coburn. >> i think if coburn and schumer can sit next to each other just about everybody can. >> reporter: among the president's special guests will be the medical team tending to congresswoman gabrielle giffords and hero intern daniel hernandez. erica. >> he is an incredible 20-year-old. chip reid, thanks. joining us from washington, john dickerson. this is lots of good stuff for

you at this point as we look to the state of the union. the focus will be on jobs, but what will we hear in specifics. >> reporter: erica, we probably won't hear a lot of specifics. the white house sees this state of the union differently. there will be specifics about education and investment and the president will talk a lot about growth arguing america is at a turning point in the global competition against china and india. he will talk about cutting spnding. it is going to be more themematic, rather than a long list of specifics. >> those investments are a bit of an opening argument. the president calling them investments. on the right they are looked at as deficit spending. republicans are offering up paul ryan to give the republican response to the state of the union address. will we hear more specifics at

this point from the republicans in terms of what they would do for cutting spend something. >> reporter: the republicans don't lack specifics. the problem is picking which specifics to sign on to. a group of conservatives put out a plan cutting $2.5 trillion in ten years, cutting government spending to 2006 levels. paul ryan has a big plan to shrink the budget deficit. republicans won't sign on to and republican leaders are nervous about big, fast cuts. the question for republicans is, there are lots of specifics but which ones are they going to sign on to? >> that list was sweeping. if everything is on the table, i want to read you this from the "washington post," dets pilot their opposition to raising taxes, republicans have conceded that some cherished deductions such as the one that allows

homeowners to deduct their interest on their mortgage to go. do they have the stomach to cut one of the most popular deductions to the middle class? >> reporter: that is enough to make you choke on your coffee. that is 31% of taxpayers who own homes. it would be probably be for houses for say over $1 million and a tradeoff so people could no longer deduct their mortgage interest but their rate on their income would go down. there would be a trade offfor such a thing to pass. >> john dickerson, good to have you with us. it would be interesting, john mccain said let the president speak. let's not continue to interrupt him for standing ovations. >> the new seating arrangement, we'll see how that works out. senator mccain will be with us

tomorrow. jeff glor has a check of the headlines. >> we begin in russia where a suicide bombing in moscow's biggest airport. 23 people were killed in the attack at the domodedovo airport. the bomb went off in the international baggage claim area. the deadliest attack in moscow since march when a pair of subway bombings killed 40 people. a shooting at a walmart at seattle left two people dead and two sheriff's deputies wounded. the gunman was shot by police. five americans lost at sea are back on land. the americans were rescued yesterday after their catamaran got stuck in bad weather. they were reported missing when their boat didn't show up after a week and a half. their vessel was spotted from a plane over the weekend. they are said to be in good health. a close call in toronto.

a dash board camera shows a truck smashing through a highway barrier. the driver nearly swerved out of the way, crediting all those years playing video games as a kid. amazingly, no serious injuries. giant waves at a searching meet near san francisco injured a surfer. he was flown by helicopter to a hospital. fitness expert jack lalanne has passed away. >> come on now. one, two. >> lalanne's workout show was on television in 1951 and ran 30 years. he made it his life-long mission to get americans in shape. he died at his home in california. jack lalanne was 96 years old. two storied franchises will take the field in super bowl xlv, the pittsburgh steelers and green bay packers.

witt johnson is in green bay, wisconsin, where packers fans are very pleased. good morning. >> reporter: good morning to you, we are in julie's cafe where the celebration has turned into a recovery for some people. the local paper, the "green bay press gazette" says it all, champs. a tough team in pittsburgh who is good at winning super bowls. >> roethlisberger is going to keep it. touchdown! >> reporter: two of the most storied franchises in history will collide for the first time. in bone chilling temperatures the green bay packers and pittsburgh steelers fought off the cold weather and desperate comebacks the packers haven't been to the big game since brett favre led them there in 1998. aaron rodgers can now finally step out of his shadow after running for the game's first

touchdown. and beating the rival chicago bears 21-13. >> nobody is going to beat the pack. >> reporter: in pittsburgh the steelers lived up to their nickname, blitz-burgh. they stunned the new york jets and held on to a 24-19 win. >> pittsburgh is going to the super bowl. >> reporter: the steelers are already the most winningest team. ben roethlisberger is looking for his third super bowl victory in the last six years. and the green bay packers won the first two super bowls ever played in 1966 and '67. the two big victories earned the city the nickname title town. the cheeseheads here are hoping to maintain that nickname when they go for their fourth super bowl. thanks very much.

>> reporter: thanks so much. that is your latest weather. now over to chris. the latest on the tragedy in tucson. jared loughner has a court date in phoenix today. meanwhile, doctors in houston are keeping congresswoman gabrielle giffords in intensive care for now because of buildup of fluid in her brain. don teague is in houston with the latest on her recovery. good morning. >> reporter: good morning. gabrielle giffords remains in intensive care where her doctors say she is doing well. they would like to get her out of icu as soon as possible so

she can really begin her therapy. how long will gabrielle giffords remain in intensive care? doctors still can't answer after her dramatic move from arizona to houston. memorial hermann hospital said her condition is improving daily, but concern about excessive fluid in her brain is keeping her in the icu. doctors hoped to remove her to this rehabilitation center. in icu she is undergoing daily therapy. she can't speak and suffers weakness or paralysis on the right side. >> it is improving. >> reporter: rob barber, who was shot twice during the january 8th attack is telling his terrifying story. >> the shock has not worn off. i have to say the tape still plays over and over in my head.

i can't help but continue to see the shooter rush past me and shoot congresswoman giffords and then he started spraying all of us with bullets. >> reporter: as barber, giffords and 11 others wounds recover, jared loughner will face arraignment before a federal judge in phoenix later today. the initial charges include the attempted murders of giffords and federal employees, but many more will follow, including murder charges that could ultimately lead to the death penalty. while that arraignment will go on as scheduled today in phoenix, the u.s. attorney's office has filed a request to have future court proceedings move back to tucson which will be easier for victims and their families. don teague, cbs news, houston. >> one of the things they are talking about is that travel, round trip travel for the witnesses, four hours to

today, though, we could see the ultimate reunion. or at least the ultimate secret. all oprah will say about today's show is that the secret she's going to reveal shook her to the core. what could it be? no matter what, it promises to be very emotional. we will take a look at what that big secret may be. >> everybody's been talking about this. >> i know. you stopped by my office this morning and i couldn't shut you up. >> a half hour we were going on and on. and finally you said chris, please leave. we're going to get to all that. but first the woman who allegedly kidnapped a baby 23 years ago in new york is finally under arrest. ann pettway surrendered yesterday in bridgeport, connecticut, hundreds of miles from her north carolina home. cbs news correspondent seth doane has the latest on the story that continues to get stranger by the way. >> reporter: kidnapped as a baby, carlina white, who's now 23, wanted one thing for her alleged abductor. >> i just hope that officials will get her in their hands. >> reporter: now ann pettway is

in police hands, facing federal kidnapping charges in connection with white's 1987 abduction from this new york city hospital. >> just give me my baby back, please. i just want her back. >> reporter: back in 1987, her mother recalls a suspicious person posing as a nurse. >> she was trying to get rid of me so she could take my baby away from me. >> reporter: reportedly pettway was pregnant around that time, but had lost her baby. authorities are trying to determine whether she replaced that baby with carlina white. while her biological family desperately searched for decades, carlina white was renamed negligent ra nantz and raced just 50 miles away in bridgeport, connecticut. that's where pettway surrendered to police and fbi on sunday after she was reportedly recognized at a pawn shop. she was on probation following a conviction for attempted embezzlement. for as long as she can remember, carlina white thought she didn't

quite look like her so-called mother. when she couldn't find her birth certificate, she became suspicious and started searching online for clues. >> anything that pulled up in 1987, which any child missing. >> reporter: when she was reunited with her biological parents just last week, it became front page news. >> i just always believed that she would find me. that was something that i always believed in myself. >> reporter: now both carlin in and her biological family believe they can make up for lost time, by putting the past behind them. seth doane, cbs news, new york. >> joining us now is cbs news legal analyst jack ford. jack, good to see you. >> good to see you. >> miss pettway will appear in court today. what charges is she looking at? >> look at federal kidnapping charges, and in the federal scheme of things, kidnapping is one of the top charges you can get. you know, interestingly, there was no federal kidnapping offense until after the lindbergh kidnapping which took place back in the early '30s.

at that time, actually authorities found themselves unable to handle that case the way they would have liked to. that was the genesis of kidnapping statistic utds. it's a significant crime in the federal scheme of things. a range of ten years to life in prison. >> jurisdictions, there are a few at play here right now. that could complicate things. >> it could. but i think what you're going to see happen is this. the child was kidnapped here in new york city. so new york might look at it, new york has some statute of limitations problems, the way theirs is set up. statute of limitations basically means there's a time period within which you have to be prosecuted. usually starts from the day of event. simple illustration, an armed robbery takes place on the street, from that day and time, the statute it starts to run. the reason i think you'll see it in the federal system is the statute of limitations hasn't run. because she was under 18 at the time and this was a continuing offense. i think although all of them have a piece of something, ultimately you're going to see the federal authorities here in new york city probably handle the prosecution.

>> you say this was a continuing offense, is that because she wasn't returned? >> yeah, yeah. if, in fact, she had been kidnapped and two years later got out and return, statute probably would have run, or at least would have been argumentative at that point in time. because she didn't, and because she was a child, an infant when it all happened, it should not be a problem for the federal authorities. >> as far as defending miss pettway, how do you see this playing out? >> you know,ist hard. if you look at just the facts on the surface you say how can there be a defense? she took somebody else's child. there doesn't seem to be any real doubt about it, that she knew she was taking somebody else's child. if i'm her lawyer the first

>> your extremities. you lose about 50% of your heat through your head. >> okay so that's a maybe on that one. frostbite. can you really get frostbite in as little as five minutes? >> you can, especially when the weather is as cold as it is outside right now. when it's 10 below and it's really windy, it can happen in as little as five minutes. so when the temperature dips below zero, you don't want to go outside if you don't have to. and when it's above about ten degrees above and it's really windy, you can get it in as little as 30 minutes. that's not that long if you're standing outside, say in the city, waiting for the bus. what happens is that your body diverts blood away from your extremities to keep your core warm because it senses that you might be in danger for getting hypothermia, and your skin actually freezes. >> and so that's why you see it most often then on your fingertips or your nose? >> yeah. because those are the places that you're exposed. if you're going to go outside, that's why you cover up. that's why we see people wearing face masks. any piece of skin that's exposed is at risk. >> i can remember wrapping my

way she views herself? >> well, i think for once it's maybe leveling the playing field a lot. you know, look, it pays if you're going to start going bald to be a prince. but if you're not, you're going to be a prince in your own mind. but women have lived with this for so long and maybe there's going to be, look at all those guys who are getting older who've always gone through the 20-year-old and the 30-year-olds. maybe they got to look for somebody who is a little more forgiving. >> or someone their own age. >> someone their own age. which is not bad. >> when it comes to men and women on this, do you think, even as many are paying more attention to their appearance, do we really see eye-to-eye on the things that we're focusing on in terms of we want to work on, we want to look good in certain areas? >> i think, look, it's not a bad thing in any case to always be, you know, just because you get married doesn't mean you can pull the rip cord on your looks. you can't just sort of settle down and let it all hang out there. i think it's good that if men and women both know, look, i've got to keep her interested, he has to keep me interested. it shouldn't just be always the woman who has to do it. >> it shouldn't be. and can it also bring you closer

of these flex spending plans. a lot of people, though, don't take advantage of them. >> you are literally throwing money away if you don't take advantage of your company's flexible spending program, which lets you set aside pretax money for health care expenses like doctor's appointments, and prescriptions. surprisingly, though, like you said, 85% of companies offer flexible spending accounts, but only 23% of employees take advantage of them. so if you do the math, if you set aside $1,000 on what you're normally taxed 25%, that's $250 in your pocket. >> and you could also do it for child care expenses, as well, which can really be a help. so two great things to take advantage of there. turning down the heat on your washing machine. should we always wash in cold? >> yes. wash in cold, even your whites. there are great detergents on the market, and the reason is, it's because in order to wash in cold, a washing machine uses 90% less energy. >> 90%? >> it doesn't have to heat up the water. 90% and that translates into a

$30 to $40 savings per year. so cold water is the way to go. >> that's a good thing to do. also we have so many gadgets around the house nowadays, even phone chargers. unplug everything when you're not using it. >> even when you're not using it those electronic devices are sapping energy that you're paying for. so if you plug everything into power strips, and take two minutes before bed every night and turn them off you could save between $100 and $200 on your electricity costs. that's up to 8% of your total household electricity. >> we've already found like 500 bucks and we're not even halfway through here. charitable deductions and this covers everything. you should just basically always make sure you get a receipt. >> yes, hang onto your receipts. whether you're donating clothes or furniture or even cash, because you can deduct the fair market value of all of those donations come tax time. you know, a great idea is to use the free service at itsdeductible.com. it will help you track all of your donations, find the value of those items and it loads them

into your turbo tax forms. >> itsdeductible.com. noting that one. also the overdraft protection fees, which have just gotten out of control. $35 in some cases banks are charging you as they help you cover transactions. >> yes. opt out of these programs. what you're doing, if you opt in to overdraft protection, it's giving your bank permission to take $10 to $35 every single time your account is overdrawn. and that's money you don't have in the first place. >> right. so you shouldn't be spending it. >> right. so it's so much smarter to keep track of your balance and to sign up for those free alerts via text message, or e-mail when your account dips below a certain number. >> great idea. i love those alerts. you say when we go out to eat, one of the things we really should not be spending money on are drinks. alcoholic drinks. >> this is a tough one for many of us. but alcohol is really one of the highest marked-up items at restaurants. so crane's new york business reported that one new york restaurant marks up its wines

575%. >> what? >> so know what you're drinking. be really aware of the wines that you're choosing. and maybe even have a glass of wine at home or choose a byob restaurant. >> also you say cell phones as we know, the plans can really get you. it's easy to find the right plan just by looking at what you use. >> right. and anybody what's gotten charged overtime minutes, socked with those fees, knows that cell phone providers make a mint off of these. they can charge you up to 45 cents per minute. so it's a great idea to have halfway through the month check your balance, see where you land, and then sometimes the provider will even let you pay a $5 to $10 one-time fee to extend your minutes for the month. >> great idea. finally my printer. why is my printer sucking money out of my bank account? >> refill cartridges are so expensive. in fact one study found that printer cartridges can cost up to 500% more than the price of the printer over its lifetime. so when you're buying a printer, make sure to check out how much those cartridges are going to cost and factor that in. and if you're not in the market for a printer, you can turn in

to the wedding, can the common folks go out there and actually get a little glimpse of the action? >> you really can. you know, there's a prescribed parade route, and you'll be able to line up along there. i would suggest that there are going to be people sleeping overnight. so if you want to get there early, you know, three or four hours early you can. it's going to start at westminster abbey, they're going to go past the tower of big ben, along whitehall where all the government offices are through the horse guard's parade and down the mall past st. james's park all the way to buckingham palace. you can line up on the route and watch it yourself. >> back in 1981 i had the opportunity of being along the parade route for the first royal wedding and it is quite an experience. now let's talk about how much. can you do this affordably? >> well, depends on how you define fordbly. you could do it for under $1,000 per person if two people are traveling to the. you can get airfare right now for $675 from the east coast to london. you can also get a hotel or b&b

for under $150 a night. so you put that together, you still have a few hundred dollars left for your meals. you could do it pretty affordably. >> what do you feel is the most affordable way to do this? >> the airfares. they're saying airfares are jacked up like 40% already and they're going to go even higher, so what i would suggest is you might want to consider flying to paris or brussels, and then hop on the eurostar, the express train that goes under the english channel and then through all the way to central london and save a lot of money. >> you're talking about over 90,000 hotel rooms. i know you said b&bs. you need to search out for some deals. >> there's a web site called bedandbreakfast.com. you go to their london section. i found rooms still available for under $150 a night. an alternative would be to go to places like cambridge, oxford, brighten. you can get to central london in under an hour on british rail. so you can get hotels for about $100 a night. >> what about attractions if you were there and you wanted to go

on a will and kate tour? >> one of the places you've got to go to is the night club that's a tiki bar theme. it's expensive. if you don't want to pay to get in there they're planning to throw a street party so you can party at the night club. jigsaw, the beau teen where kate used to work. i mean, the jewelsers where they got the engagement ring. all of these things you can do on your own or go on a guided tour for inexpensive amount of money. >> like star tours. finally if you can't get to london to see them at the actual wedding, you recommend possibly going to the honeymoon spots. >> if you're going on a honeymoon you want privacy. if you're the royal couple you want luxury. a lot of royal watchers are suggesting for that combination you might look at lizard island resort off the coast of australia. the great barrier reef. it's one of the most beautiful private island resorts you can imagine. and i checked, there are still rooms available for the week following the wedding. so if you want to take a chance, the cheapest room however is

which smells phenomenal. >> i'm going to stuff this is roast chicken with accuse accuse and citrus. >> it's all made. then we have this glaze, one of my favorite spices, it's wonderful. so we have grapefruit juice, lemon juice, lime juice. >> right. >> put in here. and a little bit of citrus juice. >> just a little bit of zest you have right there? >> zest from all three. gives you a little bit bitter. and orange a little bit of sweetness and the lime gives you that nice tartness. so that's the glaze. and we're just going to brush it on there. >> okay. what is -- i assume this is middle eastern? >> it's a flavor, you have a very citrus flavor, as well, actually. nice citrus, as well. we're just going to glaze it on, and hint of heat. not a lot of heat. so that's going to cook to start to about 45 minutes. >> yes. >> and then we baste it, and then cook all together for like

an hour and a half. and it will look like -- >> and it will smell wonderful in your kitchen as you're cooking this because the studio is incredibly fragrant this morning. >> look at this. i want to put this here. >> oh, it smells so good. after you take it out you say let it set for about 20 minutes, right? >> the key thing is when you carve a bird or any big meat actually you want to let it rest for at least 20 to 30 minutes. >> okay. >> so, i have to ask you, you guys have this big cook-off here last week. and i had my money on you. >> well -- >> what happened? >> here are two things that happened. number one, i didn't call you for advice as i should have. >> and i was offering my services. >> i know you were. and number two, it was fixed. >> oh, it was fixed? >> it was not fixed! >> chris wragge and i think it was fixed. glor and i know it was, maybe because we came in third and fourth respectively. >> both of you, i'm telling you -- >> it was chris and marysol. chris took the trophy.
