this morning there is a security clamp down in iran. anti-government demonstrators and police battled through the night. tens of thousands of protesters took to the streets monday flooding central tehran. police say at least one was killed and dozens injured. iran security forces cut phone lines and blockaded the homes of opposition leaders. mark phillips has more. >> reporter: with the media lock down, the only glimpse came by cell phone video. the crowds were big, they were angry and emboldened by events in egypt and it shows the regime intent on putting them down. at one point protesters start to deface a poster of the supreme leader when a government supporter steps in, the mob turns on him. but eyewitnesses say the vast bulk of the violence came from police and para militaries. >> the groups are using tear

gases, using batons and sticks to beat people. >> reporter: this is the first time opponents of the regime have moved back on to the streets since a brutal government crackdown two years ago and it comes just three days after ahmadinejad praised the protesters in egypt for he says following iran's revolutionary lead. >> what we see happening in iran today is a testament to the courage of the iranian people and an indictment of a hypocrisy of the iranian regime. >> reporter: once again the fires of anger are burning. mark phillips, cbs news, london. there are also anti-government protests in bahrain and yemen. in yemen protestors are demanding the ouster of u.s.

backed practice and in bahrain, there is a call for greater political freedom. they clashed against this morning for the funeral on for protesters who died on monday. one person was killed in today's violence. the rash of anti-government demonstrations has been in part organized and driven by the internet. in a speech she'll deliver today, hillary clinton warns against cyber suppression. she'll say that cutting off or somehow curbing access to the internet will not end the protests. in egypt, a semblance of normalcy. more people in cairo are going to work than to protest. egypt's military rulers say they hope to have constitutional amendments drawn up within days. today they're expected to promise a swift transition to democracy. terry mccarthy is in cairo. what's the latest there? >> reporter: good morning. as you say, there is a semblance of normality here. tahrir square behind me which was clogged with protesters is now open again to traffic. we can't see any protests there

at all. all the banners have been taken down and as you go through the city, a lot of shops are open, people going back to work as normal and you get a sense the city is going back to normal. the military has tried to put these constitutions on the fast track. they have a panel looking at potential revisions and they will have a referendum within two months, which is pretty quick. i do have to say that as you go around the city, you come across these flash strikes, these pop up strikes, workers in the media industry, banks, various offices. we even saw strikes outside the archaeology department where people are demanding more money and better jobs. it seems like after the protests, everybody has agreed and think they can take it on to the streets. >> how long will the army tolerate the protests and strikes? >> reporter: the army has said they want them to end. the army doesn't want an occupation of the square again.

>> we've also been hearing a lot of rumors about the health of mubarak. what do you know? >> reporter: well, there are many rumors floating around and we should remember that mubarak was sick even before this started. he used to go overseas for treatment. and we think that he's been on the red sea coast and there are some rumors he might go to germany, but so far we think he's still in egypt. >> terry mccarthy in cairo, thank you. the house passed a ten month extension of the patriot act. three provisions were extended until december 8th. wiring taps, government access to records and surveillance of suspects not necessarily tied to terrorist organizations. the first attempt to pass the bill failed when 26 republicans voted against the measure.

the bill now moves to the senate. on capitol hill, it's all about the budget. the republican controlled house begin as debate on a controversial republican-backed spending plan. meanwhile house and senate committees begin hearings on the budget proposal for next year. the president's budget has a price tag of $3.7 trillion. the white house says it would reduce the deficit $1.1 trillion bringing the deficit down from $1.6 trillion. michael has much more on this. >> reporter: the two budget committees meeting today, one led by a democrat, the other by a republican, and both chairmen say the president's plan doesn't do enough to deal with the biggest debt makers, social security, medicare and medicaid. today the white house gets a chance to defend its new budget plan before lawmakers. budget director jacob lew will

testify at a house hearing just a day after obama unveiled a $3.7 trillion proposal. >> even as we cut out things that we can afford to do without, we have a responsibility to invest in those areas that will have the biggest impacts in our future. >> reporter: the president's plan calls for investments in areas like education and research, but also aims to slash $1 trillion from the deficit over the next decade. spending cuts would affect programs from urban development grants to heating assistance for low income families. >> this does more spending, more taxing, more borrowing. >> reporter: the proposal immediately drew criticism from both parties. >> you don't take a meat ax to this economy and cut things just for the sake of telling the american people you met a certain number. >> reporter: while the battle over next year's budget is just beginning, the fight over the current one is still far from over. today the house begins debate on a controversial bill to cut spending. republicans are fighting to save $61 billion from this year's budget to fund the government through the rest of the fiscal year. the gop argues it would scale back spending levels to 2008,

but the proposal has some in the obama administration concerned. >> the truth is that cuts of that level will be detrimental to america's national security. >> reporter: senate democrats plan to bring up their own proposal to cut spending, but that's not expected to happen until the first week of march, just days before a stop gap measure that has been funding the government runs out. the administration has been criticized by some who call the new budget a political document designed to curry favor in the 2012 election, something the budget director denies. back to you. >> all right, michael, thank you. president obama awards the medal of freedom today at the white house, the nation's highest civilian award. among the honorees, president george h.w. bush, plus warren buffett. also receiving the award civil rights pioneer john lewis. and the poet mia angelo. sports figures being honored are bill russell and baseball hall of famer stan the man musial. congratulations to all of them.

hitting a 10 month closing high while the hang seng lost nearly 1%. today wall street gets the latest on retail sales and the housing market. on monday stocks finished mix. the dow lost 5 points while the nasdaq closed up almost 8. the new york stock exchange, a symbol of american capitalism, may soon have new owners. in germany, the boards of the new york and frankfurt stock exchanges are expected to vote today on a proposed merger. the deal would create the world's largest exchange with the german side holding 60% of the combined company. the white house is trying to make it a little easier to go green. their budget proposal calls for giving $7500 directly to electric car buyers rather than making them wait for a tax credit. it's part of the white house's goal of putting 1 million electric vehicles on the road by 2015.

general motors will pay its factory workers record bonuses next month. less than two years out of bankruptcy protection, gm will pay its union workers more than $4,000 each as compensation for the company's strong financial performance last year. and get ready for higher price tags at the mall. soaring cotton costs are expected to soon mean higher prices for socks to blue jeans. the hikes could be as much as 10%. and are expected to show up in the spring. consumers should expect fewer color choices, as well, and betty, it even includes shoes. now they're hitting below the belt. >> yes, they are. that's a weakness for me. okay, ashley, thank you. on the long running tv game show jeopardy, it is a battle between man and machine. two former jeopardy champions are taking on an ibm super computer named watson in a three day competition. it is a tough challenge for a computer, but watson is doing pretty well. >> a piece of wood from a tree,
