their anger and frustration straight to the capital. for the first time sunday, demonstrations spread to the city of tripoli, as activists seized military bases and weapons. on state tv the son of ruler moammar gadhafi warned the growing unrest could ignite a civil war. he promised reform, but also said his father would stay in power and, quote, fight to the last man, the last woman, the last bullet. according to human rights groups, at least 233 people have died in the demonstrations so far. but many believe that number could be much higher. over the weekend, police fired machine guns into crowds of protesters. a frantic doctor describes a scene on the phone. >> it's a real massacre. it's a real massacre. really disastrous. >> reporter: u.s. officials are growing increasingly concerned about the crackdown. they've strongly condemned the violence and are urging the government to show restraint. >> in libya, as throughout the region, peaceful protests need to be respected. they need to be able to exercise their universal rights that

airliner over lockerbie, scotland. here at home, another monster storm is clobbering the upper midwest this morning. the storm stretches from the northern plains to the northeast. winter watches or warnings stretch across 1800 mills. heavy snow and freezing temperatures are predicted in many areas. it could last for days. driving conditions are hazardous. there was a 50-car pileup in michigan. motorists are being told to stay off the roads. some highways are closed. >> i was turning left, and at the end of the light, the people that are stopping for the red light couldn't stop, so i sped up to avoid them and hit a snow bank. >> reporter: air travel no better. that's a mess too. more than 1,000 flights have been canceled in minnesota, chicago and detroit. >> while many across the country, including the northern plains have a little taste of spring fever because of the warmth, this storm will remind everybody that winter is far from over. >> some areas can see up to 15 inches of new snow. to the political storm now,

over the wisconsin state budget. the governor says he will not compromise on his plan to dramatically cut costs, and spark this massive protest. democratic senators say they'll stay away and that move could stall a budget vote. manuel gallegus has more. >> reporter: a snowstorm kept crowds from gathering outside wisconsin's state house. but inside, demonstrators were at it again. the crowd cheering as wisconsin firefighters paraded through to show their support. this state employee, who didn't want to give her name, is one of many who worked all week, then spent their weekend protesting the governor's plan to strip away collective bargaining for state workers. >> scott walker is manufacturing a crisis to strip away our union rights. >> reporter: the governor is not giving in. >> for us, this is about balancing the budget. we've got a $3.6 billion budget deficit. we're broke. just like nearly every other state across the country we're broke. >> reporter: but protesters here firmly believe that the governor's proposals are only

about union busting and that they have little to do with real reform. >> the real motivations is a desperate need for power on the -- that some individuals feel they need. >> reporter: tuesday, wisconsin's republican-led assembly may vote on the budget bill. but no real action can be taken until democratic state senators return to the capitol to face what seems to be an inevitable defeat. >> those senate democrats should realize, if you want to participate in democracy, you got to be there in the arena. >> reporter: despite the public outcry, walker says several other governors like john kasich of ohio are urging him to hold his ground and if walker prevails, other states may try to follow. manuel gallegus, cbs news, madison, wisconsin. so far the cause of an engine failure on board a delta airline flight remains unknown. the faa is investigating. delta flight 1846 had just taken off from fort lauderdale, florida, early sunday morning

and en route to minneapolis. the 737 suffered a contained engine failure. small pieces of the engine flew out the back. the jet quickly returned to the airport. >> there was a big explosion, a flash that went all through. and it was -- i was very close to the wing, it was on the other side. but the guy that was across the aisle from me, he dove. he hit the dirt. i mean, we all were very nervous. >> there were 125 people on board the flight. they changed planes and continued to minneapolis. the four americans held hostage aboard their yacht appear to be headed to somalia this morning. pirates plan to be in touch with the hijackers said sunday the warship was watching the boat as it sailed towards northern somalia. their yacht was hijacked friday. experts say scott and jean adams, phyllis mckay and bob riggle are taken to somali territory it will be much harder to get them to safety. >> ideally for the united states, they'll intercept this ship, there will be something of

the holiday but will be open again tomorrow. several economic reports are due out this week, including new data on home sales, consumer confidence and the gross domestic product. the gdp number is a measure of what the economy generated last quarter. analysts are expecting a 3% boost, but the federal reserve predicts the economy will pick up more in the coming months. however, the fed believes the improvement will not be enough to significantly bring down america's unemployment rate. on friday, wall street was able to finish the week on a high note. the dow jones industrial average closed 73 points higher. the nasdaq was up just two points. ford is teaming up with a russian company to make and distribute cars in that country. the joint venture will be called ford stallers. ford cars and commercial vehicles will be made at plants in several russian cities. the new operation is expected to start by the end of the year. the royal wedding is more than two months away, but businesses big and small are trying to capitalize on prince

several inches of snow will fall from the great lakes into the northeast today and tomorrow. the west coast will see partly cloudy skies, patchy fog and mild temperatures. here's another look at this morning's top stories. the upper midwest is in the midst of another brutal winter storm. the system stretches from montana all the way to the east coast. some areas can expect 15 inches of snow. more than 1,000 airline flights have been canceled. and anti-government protests are spreading in libya. a human rights group says more than 200 people have been killed. moammar gadhafi's son says his father will fight until the last bullet. two months after the bp oil spill a university of georgia scientist checked out claims that most of the oil is gone from the gulf of mexico. she says that is not true. this is what samantha joy found at the bottom of the gulf of mexico just two months ago. oil stuck on the ocean floor. it's killing off marine life. at this rate she says the gulf will not be fully recovered next year as predicted by other

researchers. meanwhile the controversy has intensified over the compensation fund for victims of the bp oil spill. many angry gulf coast residents are complaining. ken feinberg, head of the $20 billion gulf claims fund made new rules on how final payments will be determined. mark strassmann reports. >> reporter: nearly a half million people with claims now know feinberg's final formula. with proper documentation, bp will write most of them a check for twice their losses for 2010. oystermen will get four times their losses. except, and they agree not to sue bp. feinberg thinks it's fair. but told us in an exclusive interview he knows the grumbling is about to get louder. >> you do not design and administer these compensation programs, expecting anybody to be happy. >> reporter: bp thinks it's too generous. the oil giant has already paid out $3.4 billion in partial claims.

and another $12.6 billion for the cleanup. ongoing in places like bay ginny, louisiana. >> made the best of a bad situation. >> reporter: bp hired danny ray and his boat for the cleanup. he earned more than $250,000. enough to buy himself a new house. the locals call guys like ray spillionaires. >> i did okay. >> reporter: but the bill is for greg, another charter captain. one booking for all this year. he's counting on a generous bp check. >> this is my sole source of income. >> reporter: feinberg says only 17% of all claimants have filed the needed documentation. >> the biggest obstacle to actually making the payments is the tremendous lack of substantiation of these claims. >> reporter: claims from people with a new decision. take bp's final offer, or hire a lawyer.

and some good news to bring you this morning, especially if you're a homeowner. a new government survey of major cities found the average price of both new and previously owned homes went up 3.5% last year. the first time since 2005 that prices had a gain from the year before. they're giving some hope that the worst of the housing slump is behind us. however, some cities like seattle are slumping. and housing prices were falling nationally, prices there were on the rise. john blackstone reports. >> reporter: in 2006, when foreclosure signs started going up all over california and

florida, when the bottom was falling out of the housing market in arizona and nevada, prices were still rising in seattle. >> we felt great about it. we felt like we were making a good decision, that it was a good place to invest, that it was stable. >> reporter: megan and ryan paid $285,000 in 2006 for this one bedroom apartment. but with a baby on the way, they wanted a bigger place, so decided to sell in 2009. >> we were kind of excited listing at $325,000. we had one offer at $295,000. which, you know, in hindsight is fabulous. but at the time we didn't feel it was enough and we rejected it. >> reporter: they've listed it three times taking the price down to $279,000. it's the kind of decline many didn't think possible. since seattle had avoided much of the excess of the housing bubble, there didn't seem to be much to burst. >> it definitely was quite surprising. particularly once the rest of the country went into housing recession and seattle still was seeing quite robust growth. >> reporter: but it turns out

seattle was not an exception. just behind the curve. while prices in las vegas and phoenix dropped almost 60% in the last five years, and now seem to have reached bottom, prices are still going down in cities where the slide started later. last year prices dropped by at least 12% in minneapolis and portland, oregon. as well as seattle. in a big way, housing prices have dropped a whopping 31% in seattle since. experts say the prices will continue to drop for at least a year. in the meantime more people are adjusting their expectations. megan and ryan have now rented out their condo and have become renters themselves. >> i never imagined myself as a landlord. it seems to be a pretty simple way to get out of predicaments like this. hold onto it for a little while and see what happens. >> reporter: it's a predicament being faced by homeowners in many parts of the country that didn't get caught in the boom. but still can't avoid the bust. john blackstone, cbs news, los angeles. coming up a little later on "the early show," winter is
