water being contaminated. officials now say the earthquake and tsunami probably killed more than 18,000 people. it could take five years to rebuild japan. we've got an amazing story of survival out of japan. an 80-year-old world and 16-year-old grandson were rescued. they say they survived by eating food from their refrigerator. this is day three of operation odyssey dawn in libya.

the pentagon says they have been successful. >> we expected in matter of days to be able to turn over the primary responsibility to others. >> reporter: following a weekend of missile strikes and air patrols defense secretary robert gates said the pentagon will soon land over the reigns to french and british or to nay to. his comments came as american warships pounded libya taking out key radar and missile sites. outside the compounds officials showed off what they claimed were pieces of a rocket. u.s. officials insist it's too still early to say what the end game is but they are already declaring success in their effort to enforce the u. n.'s no-fly zone and protect the people. >> we judge them to be

successful in degrading the regimes air capability. >> reporter: officials maintain ghadafi is not a target but it's clear they want him out of power. >> he's a thug. >> reporter: his response, he's firing back with threats of a long war. jury selection begins today in the federal perjury trial of barry bonds. he's accused of lying to a grand jury seven years ago when he said he knowingly never took steroids. he's the last defendant. ten people including bonds former trainer have already been convicted. we'll have a live report coming up in a half an hour. santa clara is trying to stay one step ahead of jerry

brown's proposal. right now there's 4.5 million pot in the hands of the newly formed stadium authority. city officials are concerned the state might still want to grab that. they may vote to give the money directly to the 49ers. deadly weather in the bay area. a driver was killed when a tree fell on his suv in napa county saturday night. falling trees caused some power outages. pg&e have 33,000 customers lose electric services in the bay area. that's down to about 5000 mostly in the north bay. more trees are likely to fall as this rain continues the fall on saturated soil. >> it's good on one thing that we're getting rain but bad in another that it hasn't slowed down. i want expect to see a lot of trees falling in the next couple of days here. >> a fallen tree damaged a home in mill valley.

in downtown san francisco no one was hurt when this sign blew off a building near union square. a rough day for drivers in the sierra yesterday. heavy snow and high winds closing most of the major passes for part of the day. ski resorts report several feet of snow over the past several days. boat especialliers in santa cruz harbor are still grappling with tsunami damage. the surge reached heights of 15 feets when waves washed over the dock. 14 boats sank and a number of docks suffered major damage. now boat owners say it will take a long time to make the repairs. >> she took a beating for eight, nine hours. she was sitting fine at 6 p.m. but overnight she sank and in

the process got caught under the desk. >> the design of the port may have contributed to the estimated $20,000 in damage. the channel narrows off and that set up magnified the force of the tsunami a week ago friday. repairs to the harbor in crescent center is going slowly. it's hampered repairs to docks. this weekend hundreds of volunteers did show up to help clean up. the city says damage is in the tens of millions of dollars. it's 4:37. let's get another quick look at weather and traffic. we had a little bit of everything there weekend. i did see a bit of sunshine, but when it rained, it poured. >> reporter: that's what we'll see today. you'll see clear skies and maybe sunshine and all of a sud p you

get dumped on by rain. we're looking at scattered rain by the bay area. you've got a pretty good cell making its way in. watch out. still we're going to see that on and off today. we have a very unstable atmosphere overhead. we're going to be left with some scattered showers with the possibility of some isolated thunderstorms. temperatures going to be down again. plan on highs in the 50s. it's not going to be rain out but we have a series of storms coming. this is pretty interesting for the first week of spring. more showers could develop late in the day on tuesday. rain overnight and gusty wind developing as we head into toward late tuesday night. another storm system hot on its heels on thursday. that's what we will have to watch out for flooding in the bay area. more rain as we head in toward next weekend too. let's get a check of

traffic. >> reporter: good morning. let's start off with a look at our conditions in the sierra area. don't forget your change. highway 80 is restricted. also on highway 50, highway 88 is shut down now. give yourself some extra time this morning. if you have any folks coming home don't forget to tell them. elsewhere a little closer to home we have a fog advisory. limited visibility as you work your way over toward the east shore freeway. back to you. we're following developing news in san francisco right now. a chase ends with at least one officer hurt. the happened about an hour ago in the bay view district. we just got off the phone with san francisco police. they tell us take a short police were checking out a suspicious car when the driver took off and

crashed. the three men inside the car took off on foot and that's when one of the officers was hurt. we ups he's expected to be okay. time now is 4:40. keeping kids safe while on the road. the new guidelines for car seats. lots of finger pointing after a massive sewage spin. a big shake up in the telecom world. two forces becoming one and what that could mean for your cell phone bill.

spilled in a creek near kentfield. a preliminary report concludes chunks of asphalt, pieces of wood and nails blocked a pipe there. police are investigating a crash that killed one man and sent three teenagers to the hospital. the 18-year-old driver lost control and hit a retaining wall just before midnight on saturday. the car flipped over killing a 19-year-old passenger, critically injuring a 16-year-old as well. it was raining at the time of the crash but no official word on whether that was a factor. a man has died while attending the republican state party convention. 64-year-old doug mcnaey collapsed while dancing at a hotel. he was head of the silicon valley taxpayer association and three time assembly candidate. he was rushed to a sacramento hospital where he died this past

weekend. a second flawed pipeline well was found by pg&e. the chronicle is reporting that inspectors found it a month after the deadly disaster just a few hundred feet away. pg&e has said the only problem was where the pipeline ruptured. federal documents show problems north and south of that rupture. shortages of imported parts in the automotive and electronics industry is causing halt to production here. a lack of japanese components has temporarily put nearly a thousand people out of work while the lack of imports is slowing down production. consumers are putting things into perspective. >> we have to wait for a gadget, we can wait. there's people with no water. >> i think the first thing

consumers are likely to see holes on the shelve. >> roughly 40% of components used are all made in japan. no sign of relief at the gas pumps. the average price for a gallon of regular jumping seven cents in the past week. here in the bay area you'll pay $4.02 in san francisco. $3.90 in oakland and san jose. >> i'm getting used to it. >> really? >> yeah. two mobile phone companies are joining forces. all the recent rain is filling up bay area reservoirs so why might the bay area still see a drought.

area.. after this weekend's storms. right now there are 4-thousand outages in the north bay.. many of them in angwin, just east of ca roken more than 5000 people still without power in the bay area. right now there's 4000 in the north bay. it's all because of a broken power pole. in the east bay there's more than 600 outages in freemont because of a failed transformer. 150 customers are without power in south bay. there's about 90 in san francisco without power. we're told classes are canceled today. the campus has been dealing with power outages since last thursday. the school is still searching for the source. they'll have an update later today. bay area reservoirs are at near capacity but water conservation may still be necessary this summer. water levels were high before

the recent storms. snowfall totals are strong with water content 158% above average but there could still be a regulatory drought. >> very little to do with how much water is available. it has to do with regulations and environmental species and those kinds of things that can curtail our water supply even though there's plenty of water. >> some water districts get a significant share of the water from federal and state projects that take water out of the delta. there are still concerns that efforts to protect fish in the pumps could result in the pumps being stopped. this morning parts of the grapevine in los angeles remain shut down due to stormy weather. yesterday 12 homes had to be evacuated as mud and debris overflowed retaining walls. what a mess.

no injuries or major damage have been reported. 30 people were displayed and taken to a shelter at a local fire department as precaution. continuing wet and windy conditions pose the threat of further mud slides in the area. this morning we go overseas. parts of sydney, australia has been inendated by flash flooding. rescuers had to pull people from rapidly rising water. many of the region's major highways are closed due to flood water. one person was found dead near a storm drain but police are investigating to see if the death was linked to the flooding. we have water, water everywhere and more to come. scattered showers showing up around the bay area this morning.

morning. a lot of rainfall saturated ground here and we're watching out for the possibility of trees coming down. it's going to get interesting as we head in toward the middle of the week. we have partly cloudy skies. chance of showers continuing on and off. you're not going to have that full frontal system. there's a chance of scattered showers continuing even into the afternoon. pretty interesting looking as you see the system make its way through the bay area all the way down into southern california where they are getting pummeled with rainfall there. more of that rain will be moving into the bay area as we head throughout the day today. today showers and then a brief break. this one looks like a pretty good soaker. computer models picking up on

the scattered showers on and off. you could get some hail and brief gusty winds. temperatures mainly in the 50s. a little on the cool side too. as we look out over the next seven days, the full day of spring, things get pretty interesting. chance of more showers developing late in the day on tuesday. rain expected overnight tuesday night and into wednesday. it will be lev at times and gusty winds to come along with that. we have a storm that's coming in without much of a break. we're watching out for the potential of flooding with the storm system. it moves on by with the possibility of trees coming town and just messy conditions as we head into the latter part of the week. let's get a check on traffic. >> reporter: right now not too bad. let's have a live look at 101. traffic moving pretty well

through there. no delays right now. you can also follow our latest traffic information at twitter. let's head over to the maps. in you're cruising along 880, you're cruising. 76 miles per hour on the northbound side of 880. elsewhere north of there traffic looking pretty good on 880 into oakland. southbound you're clear as you work your way towards 92. if you're along the san mateo bridge not a bad ride at all. overall the san mateo bridge is accident free. we are getting reports of a minor accident at the bay bridge toll plaza. it just came in from chp. you can see in our live shot it's not causing too many delays. traffic moving pretty well through that portion. now, sierra travel we are dealing with closures.

88 is shut down in both directions. 80 and 50 you will need your chains. that's a look at your morning drive. back to you. thanks much. a major telecom in the works. at&t said it will buy t-mobile in a deal valued at $39 million. it will produce the largest carrier. analyst think it will mean a wider choice of phones for t-mobile subscribers. it will mean fewer pricing plans to choose from and less competition which usually means higher prices. google is complaining that the chinese service is interfering with e-mail service. so far there's no technical problems with website. they have had highly public run ins with the chinese government and said this latest problem appears to be more sophisticated blocking than in the past.

apparently many ceo's saw a little something extra in their bonus check last year. a study by the wall street journal shows chief executive officers bonuses rose almost 31% last year. that's the largest increase in at least three years. the study was conducted by the hay group. there's new recommendations for car seats. children should ride in rear facing car seats until the age of 2 instead of age 1. they also recommends older

children who have out grown the front facing car seats should ride in booster seats until adult seat belts fit them properly. booster seat or not they say children younger than 13 should ride in the backseat. how you going to tell the kids to stay in the backseat at that age. not going to happen. a higher rate of diabetes and heart disease among asthmatics. it effects 25 million americans raging from newborns to senior citizens. first born kids are more likely to suffer from food allergies, hay fever and pink eye. on the other hand a child's birth order did not appear to affect rates of asthma or eczema. what prompted a major
