>> april fool's. >> tomorrow, though. >> slight chance. >> but we're not going to ruin today. >> we're going to enjoy it. a great day, lots of sunshine coming our way temperatures again soaring into the 70s and 80s. 78 mountain view, 78 milpitas, about 79 in san jose and 81 in morgan hill. major changes though for the weekend. we'll talk more about that in a second. right now here's elizabeth with traffic. >> this is not a joke. out to san francisco we have a traffic alert in effect and a lot of slow traffic according to our sensors. there was a truck fire around 2:30 this morning southbound 101 at cesar chavez. sounds like two lanes are blocked. fire crews and chp are on scene. at last check a tow crew was out there trying to hook up a truck right now. the fire is long gone so it's a matter of getting that truck out of lanes. they're telling us 15 minutes or so but in the meantime there is a lot of slow traffic in southbound 101. so give yourself some extra time there. other than that the roads are

quiet back to you. >> thank you. let's get you up to date on this developing story in san francisco. more than 6,000 people left in the dark this morning. >> an underground equipment problem is getting the blame. anne makovec just on the scene in the hayes valley where crews are working quickly to get the power back on. good morning, anne. >> reporter: good morning. the power has been out for about four hours now. some progress is made in this huge outage. you can see this apartment complex right behind this pg&e truck, that one just lit up but on the other side of the street here, still very dark. all of the street lights are out, the stop lights. so it's touch and go right now. at last word, there were 6700 pg&e customers in the dark here in the western addition [ indiscernible ] [ loud background noise ]

it's because of an underground equipment failure. lights came on in part of the neighborhood but still we assume thousands of people are without power. the only time this is going to become a real issue is when people start waking up to get ready for work. traffic could be an issue as well with some of the stop lights out. pg&e continues to try to figure out the problem. back to you. >> thank you. word from london this morning that an envoy of libyan leader moammar qaddafi has met with british authorities. qaddafi sent a message on state tv that there is no reason for him to step down but leaders of the air strikes against him should go. the pentagon's plan to stop the strikes tomorrow is drawing criticism from some lawmakers. >> the idea that american air power is grounded unless the place goes to hell is just so

unnerving i can't express it. >> qaddafi's forces have regained momentum against the rebels. they have retaken the town of brega and qaddafi supporters held a rally in tripoli. some of them may be acting as human shields. worries about the oil supplies from libya sent oil prices over $107-barrel, the highest price in 2.5 years. the price of gas is likely to keep rising over the next couple of weeks. japan's nuclear safety agency says radiation readings around the crippled nuclear power plant are suspiciously high. so the agency ordered a review of the latest measurements. one reading of the underground -- underground under a damaged reactor shows 10,000 times higher radiation levels than the government standard. the plant operator released new video of the reactor today. an antioch middle school

teacher under arrest. 63-year-old charges redmond from pittsburg was caught in san diego when he returned from mexico. officials think he fled to mexico after boys at the school reported being touched. people are fighting prostitution in the vicinity of 17th avenue in oakland. they have blocked off part of international boulevard for a rally called, safe streets, safe kids last night. neighbors say prostitution has gotten out of hand with hookers on that street 24 hours a day, some girls as young as 12. oakland's police chief and mayor disagree on how to stop the problem. >> technique of putting pictures on tv or pictures in a newspaper, i think that will help us. >> ygnacio dell fuentes tried that and it didn't have that much impact. >> oakland police blaming the national lodge motel which the

city is trying to shut down. deliberations could begin as soon as today in a civil trial involving alleged gang- rape. the plaintiff seeks a $7.5 million claiming she was attacked four years ago at an off-campus party in santa clara county. the defendants include former members of the de anza college baseball team. the case is in civil court because the d.a. said there was not enough evidence to pursue a criminal case. the state attorney general agreed. the barry bonds trial is over for the week. when it resumes on monday the prosecution has one more witness. yesterday bonds' personal shopper testified she saw bonds' trainer inject something into the slugger's belly button. meanwhile bonds' orthopedic surgeon said never talked about steroids with bonds' business manager which contradict's the prosecution's claim. the government's last witness is a sports doping expert. he will continue to testify on monday. the san francisco giants

hope to get their offense clicking a little better today against the dodgers. >> i hope so. it was a rough start for the season for the defending champs last night. look at the 6th inning. buster posey making a bad throw to third base. opening day jitters. goes down the left field line and the dodgers score. they won 2-1. today's game starts at 7 p.m. and tonight is the season opener for the oakland as. >> expectations are high this year. "sports illustrated" writer predicts the as will win their first american league west championship in five seasons. for now, they are without their starting pitcher and another player. the as play the mariners at home opening pitch at 7:05. oakland is the most depressed pro baseball city according to a new poll. topping the list washington, d.c. baltimore, seattle and houston round out the top 5.

what makes a baseball city depressed? fans disappointed after losing. a website compiled the list. azzo helps people find doctors and lawyers. >> i wonder why they do that? >> all i know is lawrence is so depressed when the raiders lose. >> that's right. >> of course, they're in oakland, too. that drags them down. but they're on the way up. this is the season of hope for all the baseball season. what a start with the day, weather around the bay area so good yesterday and today going to be close, not quite as warm. still a lot of sunshine as high pressure is in control but starting to weaken. we are seeing a couple of patches fog beginning to creep in along the coastline. that's a sign of changes in the works. 56 degrees in san jose. 49 in livermore, a little chilly there but already 62 degrees in san francisco. so staying pretty warm. by this afternoon, yeah, those

temperatures warm again. 81 in livermore, 82 fairfield, 79 san jose, and about 74 degrees in san francisco. you get the idea we're in for another spectacular day but major changes after that. yup, no april fool's joke. we have a slight chance of some showers heading towards saturday. if not, we are going to see much cooler temperatures with breezy conditions. sunshine should return sunday and monday. but looks like we could see more rain on our way as we head in toward the middle of next week. let's get a traffic check with elizabeth. >> thank you. we'll go back out to san francisco. looks like things are improving right now in southbound 101. this earlier truck fire, the fire is now out and it sounds like tow crews finally got the garbage truck out of lanes entirely. so three right lanes remain open. they still have one lane shut down though according to trust with the kcbs phone force. right lane blocked, traffic improving slowing on the stretch. coming off the bay bridge, a live look at conditions near

the fremont street exit where so far, so good. just some minor delays right now approaching cesar chavez but the traffic alert is cancelled. to the south bay, everything moving fine now on the guadalupe parkway, 101 traffic, you're zipping along past morgan hill towards san jose. and heading out of downtown snake, you're moving fine, as well. all right. bart, ace, muni, on time. if you ride the vallejo baylink ferry they have do some repair work on one of the ferries so they are using shuttle buses instead. the 7 a.m. vallejo departure and the 8:30 san francisco departure both of those ferries are being replaced by shuttle buses. so again, expect some delays there. but bart, everything is on time. if anything changes, remember kcbs, our radio partners, at 740-am and 106.9-fm. that is your traffic. back to you. >> thank you. time now 4:40. they are perks some of us can only imagine but the days of

first day of april. lots of sunshine coming our way, a little cooler. still temperatures, many 70s and 80s just about everywhere. big changes coming. we'll talk about that in a minute. a poll suggests most californians would go for higher taxes on the rich to solve the state's budgetp budget crisis. the poll was funded by the the teachers union. ish that members face thousands of layoffs. it shows 7 8% support an.

there is no indication the budget talks will resume in sacramento. they broke down this week with democrats and republicans pointing fingers at each other. the latest skirmish is between the administration of democratic governor jerry brown and republican bob dutton the state senate's minority leader. >> frankly, i was yelled at more than i was talked to. and mostly by mrs. brown, not even governor brown. >> a brown spokesman dismissed that claim saying dutton is becoming erratic. the governor released a 12- point plan to put tighter controls on the state's public employees pension system limiting pension spiking in which the pension is boosted by giving him a raise in the last year before retirement. in an hour we'll get the latest employment report from washington. economists expect it to be steady at 8.9%. they think the economy added 185,000 jobs last month. car sales have suffered in

the wake of japan's earthquake and tsunami and nuclear crisis. the automobile dealers association says sales in that country plunged nearly 40%, the biggest year to year drop for the month of march. near while, toyota announced high sticker prices here in the united states for nearly every 2011 model the company sells under the toyota, sion and lexus brands. toyota says the increase is not related to what's going on in japan. a new trend in auto insurance industry could give a break to folks that just don't drive a lot. >> that sounds good. pay as you drive programs basis a premium in part on the number of miles driven. state farm is the only company offering this program in northern california. the company calls the program drive safe and save. customers can report their mileage online or with their agents before renewing their policies. >> good idea. 4:45 your time. is prince william nervous? yeah. maybe a little. the royal speaks out for the first time about his wedding

specialist says it was mountain lions.. not humans. three sheep were a strange story about sheep killed in napa county. it was mountain lions, not humans. three sheep found dead last week in the vineyard where they were eating, several lambs also missing. several bodies have been found, partially buried, apparently killed by mountain lions. a rare sight in the waters off the coast of southern california, a large gray whale spotted yesterday morning near torrey pines in san diego

county. marine experts were initially concerned because gray whales rarely appear in such shallow waters but they say whales did not appear to be distressed and seemed like they were having a good time. one more animal story to throw your way here. new yorkers can breathe a sigh of relief. that venomous missing snake has been found. for days, zoo official at the bronx zoo had been searching for a deadly egyptian cobra. he didn't go anywhere. he was found yesterday coiled up in the dark corner of the reptile house. it gained national attention and got its own twitter page. >> that's what i love the most about that story. rough weather around the kennedy conditioned causing concern for nasa. lightning, heavy winds and hail have kept officials close enough to inspect the shuttle endeavour the last couple of days. the external fuel tank may have suffered damage from the storm. the final launch for endeavour is later this month. cleveland not letting spring snow. get in the way of the indians home opener today.

yeah, home opener. crews yesterday clearing snow from the tarp covering the field and from the standards at the ballpark. the field is now clear for the indians to take on the chicago white sox. brrr! >> yeah. doesn't seem right but that's what we get opening day. but it was rain around the bay area, lots of sunshine today again. it's going to be mostly sunny outside. we are going to see a few high clouds drift overhead and we have seen patchy fog at the coast so temperatures cooling a little. but numbers still well above the average. 70s, 80s. 60s at the coast today. so noticeably cooler at the beaches. numbers around the bay area right now, 49 degrees in livermore, 56 in san jose. and a warm 62 already in san francisco. so yeah, those offshore winds still in effect but starting to break down. you will find sunshine in the central valley, 80s there, high country looking good. if you want to do some spring skiing, fantastic. lots of sunshine, a little slushy into the afternoon with temperatures this warm. by the weekend though we have some rain moving in and some showers, looks like a warm

system. so yeah, could make things more slushy through the weekend. still, high pressure starting to slide in a bit. as it moves east, we start to catch more of a sea breeze meaning slightly cooler temperatures heading our way. not bad. squeezing in another nice day, april warm. temperatures looking like this. lots of 70s and 80s. 81 morgan hill, 79 degrees in san jose. and about 78 degrees in fremont. 60s back at the coastline. watch out for patchy fog along the coast later in the day. warm temperatures in much of the east bay as high as 81 in livermore, 83 in brentwood, 82 in pittsburg, and about 81 in pleasant hill. as we head to the north bay, you will find sunshine and a few high clouds drifting overhead. temperatures 60s at the coast, 70s in the san anselmo and 80s at the napa valley. so with that in mind, looking like a very nice day outside but enjoy it, folks. major changes are in the works. there is a slight chance of a

few showers mainly north of the golden gate bridge for tomorrow. noticeably cooler temperatures all around the bay area. those numbers coming down a good 10 to 15 degrees. i think on sunday it should be nice and dry and sunshine returns. looks like will stay dry through monday and tuesday but the middle of next week, watch out, chance of rain. here's elizabeth with traffic. >> thank you, lawrence. let's go back out to san francisco. things are quickly improving right now on southbound 101 approaching cesar chavez. right now all lanes are re- opened. here's live look right now through san jose where traffic is great here, as well. this is near the mckee exit. those headlights are moving northbound towards santa clara. it is a quick trip this morning in either direction. all right. to our maps. as i was saying in san francisco, all lanes just a couple of minutes ago re-opened right now. southbound 101 approaching cesar chavez. there was an earlier garbage truck fire. the tow crews came. they still had the right lane blocked up for clean-up but it's all gone. right now easy ride 101 both

directions. camera towards third street easy ride there moving well down the peninsula towards sfo if you have an early flight to catch. bridges fine this morning. here's live look at the san mateo bridge. the right side of your screen, those taillights, that is westbound 92 in the commute direction. about a 13-minute drive time between hayward and foster city. i'm going to try to click past this. as we have been mentioning, season opener tonight for the as. they take on seattle at 7:05. here's a live look near the coliseum where right now 880 traffic looks great. getting busy later on tonight but for right now good to go, 15 minutes between 238 and the macarthur maze. and westbound 580 no problems so far, right now, coming out of the altamont pass. give this another hour or so and that will likely change. as far as mass transit goes, i mentioned this earlier, the vallejo baylink ferry doing some repair work on one. ferries so buses are in place

including for the 7 a.m. vallejo departure and the 8:30 san francisco departure. bart, though, 14 trains at least on time. remember kcbs, our radio partners, at 740-am and 106.9- fm. that's your traffic and your weather. back to you. >> thank you. highway deaths in the u.s. have fallen to their lowest levels in more than six decades. the department of transportation estimates that less than 33,000 people were killed on u.s. roads last year. now, that's a decrease of about 3% from 2009 and the lowest number since 1949. the government attributes the decreases to more people wearing seatbelts, efforts to prevent drunk driving and safer vehicles. fewer americans are dying from cancer. there's been a 1% drop in overall cancer death rates. lung cancer deaths among women dropped for the first time in 40 years. cancer death rates have been falling since the early '90s but there are still more cases

of certain types of cancer like melanoma and pancreatic cancer. apparently there is not enough proof that artificial colorings make kids hyperactive, decided by a government panel. food dyes can cause problems for children who already have hyperactive disorders but they said there is not enough proof they affect typical children. food companies insist they are safe. britain prince philip seems to be comfortable in his role as a search and rescue pilot but his role -- let's see, i think that should be william, but his role as groom-to-be not so. he was asked if there is any aspect of his upcoming wedding that's giving him sleepless nights. >> the whole thing.
