>> i am. i like the sunshine. >> he is going to be out in the middle of it a little later on. >> you're going to do a story on the giants? >> yes, i'm going to head to the ballpark at 9:00 or so. am i going to get wet? >> oh, yeah, you're going to be wet. bring that umbrella to you. welcome to california! we have some rain around the bay area now, just scattered showers mostly. you will see some pockets moving onshore some of that making its way across the peninsula now and through parts of the east bay. there will be more coming our way and the possibility of isolated thunderstorms. we are going to talk about that and try and fine-tune that giants forecast coming up. first a check of traffic with elizabeth. >> we have rain and wind, unfortunately. so yeah, more bad news for your morning commute. it's a wet start and we have wind advisories issues by chp for several bridges including the benicia bridge which appears to have died on us and also for the bay bridge. so it's benicia bridge, bay bridge, san mateo bridge and the dumbarton bridge that all have those wind advisories

right now. no incidents or accidents right now. back to you. >> thank you. we begin on this thursday with some breaking news this morning out of berkeley. >> fire crews battling a house fire. this is on dwight way between sacramento street and spaulding avenue. a witness says it appears that natural gas from a damaged meter has caught on fire. there is a downed power line. that's all the information we have at this time. we'll have a live report later. today house republicans are pushing for another short-term emergency spending bill. let's take live look at the capital. president obama has said that he is not interested in another budget extension to avoid a government shutdown tomorrow. congressional leaders were at the white house late last night working on the budget issue. negotiators promised to keep working on an agreement for budget cuts to run through september. after meeting with congressional leaders for an

hour last night, the president said outstanding issues were narrowed and clarified. congressional leaders hinted at progress after they left the meeting with mr. obama. >> we have narrowed the issues significantly. >> there's an intent on both sides to continue to work together to try to resolve this. >> people have to recognize that a government shutdown has real consequences for real people. >> even if there is a government shutdown, essential workers would stay on the job, including tsa, air traffic controllers, the fbi and the military. but a shutdown would mean several closures in the bay area. they could include alcatraz island, muir woods and the point reyes national seashore. the marin independent journal reports visitors using campgrounds and other overnight facilities would have to make other arrangements. and the white house confirms that the president has received a new letter from libyan leader moammar qaddafi. the "associated press" got that

three-page note and in it, qaddafi asked the president to end what he calls an unjust war. but then he also wishes president obama good luck on his reelection campaign. the white house isn't commenting. but secretary of state hillary clinton said qaddafi knows what he needs to do. she then renewed calls for a cease-fire, a withdrawal of its forces and for qaddafi to step down. it is 4:34 now and as we mentioned some breaking news out of berkeley this morning. >> let's go to berkeley right now where fire crews are battling a house fire on dwight way. it brought down power lines. pg&e still on the scene. anne what can you tell us? good morning. >> reporter: good morning. a lot of difficulties for firefighters here in berkeley. this fire started at around 1:00 this morning. i'm on dwight way and sacramento. several blocks are blocked off right now. the fire does appear to be out but it started down dwight way here again at about 1:00 in a duplex.

it was 4 people that lived there. and they woke up, smelled some smoke, got out of the house. they are all fine this morning, except for the fact, unfortunately, that their house is gone. when firefighters got here, a power line was down. it had melted. so that was in the street causing some hazards. the gas meter caught fire, as well. so the fire battalion chief tells me that there was about a 6-foot ball of fire coming from that gas meter. and actually, he said that that was a good thing because they could see where the gas was. so it took him a while. they were finally able to get that off by shoving a nozzle onto that gas that was spurting out. and they were able to shut it off that way. so crisis averted. besides the fact that we do have a home lost here in berkeley. and still this morning, several blocks shut down. the fire inspector just got here a few minutes ago. he is starting his investigation. that is going to take a couple of hours. frank and sydnie? >> no injuries to speak of,

though, anne, at all? >> reporter: no. >> very good. >> all right, anne, thank you very much in berkeley this morning. time now 4:35. two witnesses have come forward in los angeles to talk about last thursday's attack on a giants fan outside dodger stadium. bryan stow from santa cruz was attacked after the season opener between the giants and the dodgers. now, a husband and wife say they saw the two men attack stow knock him down and then start kicking him. >> i get over to the victim and i get up to the thug that was kicking him and i'm yelling at him, you know, get off of him, get away from him. at that point he tried to again punch him. but he was so inebriated that he basically almost fell over, looked up at me and kind of came toward me but i think at that point, he realized that there was a couple more people behind me and his friend, the other thug, decided to pull him back and they started backing up. >> the attackers got away and there's now a $100,000 reward

to help find those two men. ♪ [ music ] ♪ all the people there was a prayer vigil for stow last night outside the hospital where he remains in a medically-induced coma, critical but stable condition. the dodgers have hired a former l.a. police chief to come up with a new security plan for dodger stadium and its parking lots. and in light of last week's attack, the giants are reminding their fans of a high- tech security alert system at home games. any fan who wants to anonymously report any incidents at at&t park can text stadium security. simply send a brief description and location to 80899, followed by the word security. the texting system has been in place there sinc 2009. the jury could get the barry bonds trial today as closing arguments begin this

morning. yesterday morning bonds' defense rested its case without calling any witnesses. that was after the judge dismillsed -- decided to dismiss one count of making false statements from the charges against the former slugger. the jury is expected to begin deliberating tomorrow. suspected kidnapper phillip garrido is expected to plead guilty this morning. he and his wife nancy both facing charges including kidnapping, rape and false imprisonment in the jaycee dugard case. dugard was 11 when she was abducted in south lake tahoe back in 1991. she finally resurfaced 18 years later. phillip garrido facing a maximum sentence of 431 years. nancy garrido could get up to 181 years if convicted on al counts. she pled not guilty in the case. the announcement of a verdict in a civil trial connected to an alleged gang- rape in santa clara county. a san jose jury reached a verdict late yesterday. the case involved two members

of the de anza college baseball team sued by a woman who says she was attacked at an off- campus party in 2007. six other defendants were either dropped from the case or agreed to smaller settlements. the plaintiffs pursued the case in civil court after the previous district attorney said there was not enough evidence for a criminal trial. first a muni bus was caught on cell video with a door open while it was moving. now a san francisco bus driver is suspended three days for sending text messages while driving. a passenger on the muni bus capturing a mirror reflection of that incident on video. sean higgins said he confronted the driver and told her to stop because it's illegal to text and drive. >> she pulled the bus over and got up, sat down across from us, and basically said, started filming us on her iphone and said, i'm going to show you, you know, you want to be videotaped? i'll videotape you.

all you people are crazy. you don't know what you're talking about. that was basically is the gist of it without the expletives. >> a muni spokesman says the driver denies forcing higgins off the bus and denies threatening him. it is 4:40. a san francisco firefighter recovering this morning after being hurt on the job in the mission district. injured firefighter fell off a ladder inside the burning building on mission street near 29th street last night. the building contains apartments and a dental office. 16 residents were displaced. the cause of the three-alarm fire still under investigation. and some big changes i guess are brewing in the weather department , huh? >> yeah. let's get a quick look at weather and traffic because today the weather is going to affect traffic. >> remember just a couple of days ago, guys, we had temperatures well into the 70s, nearly 80 degrees? those are long gone now. it is back to wintry conditions as we are seeing showers showing up around the bay area right now. a band moving in, in parts of the north bay and along the peninsula. you can see showers and pockets

of moderate amounts of rain. it's not going to be a total washout today but you are going to see on-and-off showers throughout the day today. so keep that in mind if you plan to head outdoors. now, the big picture, yup, we have a lot of clouds dropping in. this low is coming down our way, and flashing clouds can only mean one thing, chance of lightning strikes as well especially toward the afternoon. temperatures going to be much cool the other side. plan on those highs running only in the 50s as we look in toward the afternoon hours so running a good 10 degrees below average for this time year. and looks like as we head in toward the next couple days, things are going to begin to settle down as high pressure is going to build in over the weekend. still a slight chance of a couple of leftover showers tomorrow morning but towards saturday and sunday, we should dry out pretty nicely. chance of showers though returns sunday night into monday. let's check traffic to see if wet roads are causing problems. >> high pressure is our friend in the traffic department? >> it is. >> here's a live look at 101

past mckee. so far, so good. headlights snohomish towards santa clara. you can see that despite -- headlights heading towards santa clara. you can see that despite the light traffic, there are slick surfaces. slick surfaces and windy conditions at the san mateo bridge this. camera really -- you can see how wet and windy it is out there. you can see the caltrans warning sign out there letting you know about the high winds. there are wind advisories on several bridges, except the one on the richmond/san rafael bridge has expired. everything is on time for bart, ace, muni metro and caltrain. if you are heading out to the sierra, pack your chains. right now chains are required on interstate 80, highway 50 and highway 88. here's live look near truckee where everything is moving along just fine. actually you can see some big rigs on the shoulder.

back to winter in the bay area. some moderate amounts of rain into newark. more scattered showers around the bay area. we'll have your forecast coming up. >> lawrence, thanks very much. 4:45. residents of san jose fed up with the city's budget deficit and the threat of major cutbacks, at least that is what came out at a public meeting at city hall last night. it is the first of several gatherings on how to deal with

the $115 million deficit. city workers are being asked to take cuts in pay and benefits and layoffs are likely. critics say those jobs could be saved. >> i think there's a way around it if they do take a different approach on funding the city operations. >> in a separate move not related to the general fund, the city's redevelopment agency laid off half its staff yesterday. rdas throughout the state are in jeopardy because of governor brown's plan to cut the state budget deficit. 4:46. caltrain's board today expected to vote on a new round of cost- cutting measures. they include a 25-cent fare increase for each one-way trip and a $10 hike in parking fees. the plan would also shut down three stations, the capital station in san jose, the hayward park station in san mateo, and the bayshore stop in brisbane. nine other stations would close on weekends only. and 10 fewer trains would run per week. if approved, the changes will

almost two weeks after a big mud slide shut it down. the stretch at alder creek had been open only 12 hours a day since friday. still, the highway remains closed in both directions about 50 miles north at rocky creek where a half-mile section of the freeway collapsed during a storm three weeks ago. caltrans hopes to start providing limited vehicle access at the end of this month. looks like the winter ee weather i back-- looks like the wintry weather is back in the bay area. not a washout but you will see occasional showers roll by and maybe a couple of sunny breaks in between. mountain view, sunnyvale, palo alto, light showers showing up there right now but mixed in between you can see some moderate amounts of rainfall even the possibility of a couple of lightning strikes around the bay area today and maybe even a little hail. so got a little bit going on weather-wise. things going to stay unsettled. temperatures in the 40s and 50s with gusty winds showing up as well so watch out for that.

this afternoon, you will see a mix of sun and clouds and a few showers even the possibility of some isolated thunderstorms and the temperatures going to be much cooler than normal. highs only in the 50s all around the bay area. cold enough that we could see some snow down to about 3,000 feet locally. take a look at this system diving in almost directly south now coming in and bringing with it that cold air from the far north and dropping into the bay area. that's going to keep things unsettled on and off throughout the day today and maybe into tomorrow morning, as well. so this low will continue to drag south throughout the day today. the air will get progressively colder and more unstable and that's when you get the chance of thunderstorms especially into the afternoon. breezy conditions will also continue around the bay area as we head in toward the latter part of the day. computer models picking up on scattered showers. you will notice no real big line. storms moving through the bay area so it's just going to be on and off through the day today into the evening hours and then we'll watch things taper off overnight tonight into tomorrow morning. temperatures the story numbers

well below average for this time of year, about 53 degrees in livermore, 57 in san jose, 57 in santa rosa, only 54 in san rafael. so you get the idea. so much for those temperatures in the 70s and the 80s from just a few days ago. we're much cooler now. looks like the showers could continue into tomorrow morning. good news, you have that giants game in the middle of the day tomorrow. should be dry. as we head in towards saturday and sunday, looking dry and going to warm those temperatures up just a bit. a chance of showers could return to the bay area late sunday night and into monday. let's get a traffic check with elizabeth. okay, thank you, lawrence. we'll go out live towards the golden gate bridge. we're actually doing pretty well. windshield wiper day but no wind advisory so far for the golden gate bridge. we have wind advisories in effect for the dumbarton bridge, bay bridge, benicia bridge, one was cancelled for the richmond/san rafael. so far though traffic still light out of marin into san francisco. we have been following this house fire that happened overnight dwight way at sacramento street and we have a reporter anne makovec still on

the scene telling us a house fire is now out but fire crews are still there blocking about several blocks in the area around dwight. it's closed between sacramento and spaulding so avoid that area. you can see how wet it is out there at the dumbarton bridge, the halo effect created by the street lights. couple cars moving towards the toll plaza. so far, so good in the westbound lanes of 84. still have some construction eastbound 84 reported or scheduled until about 5:00 this morning. the nimitz, 880 through oakland, here's live look. we love this camera because when it's windy it usually demonstrates how windy it is for us. you can see this camera shaking back and forth. right now you're good to go past the coliseum. some of our sensors showing speeds 69, 67 miles per hour as you get closer to downtown oakland. to the south bay we go now and everything is fine here top speeds really at the guadalupe parkway coming out of downtown san jose in those northbound lanes of 280 traffic moves fine approaching the 880 interchange. this would be a great day to
