time of the morning. 880 through oakland. the roadwork is in san leandro. both directions of northbound and southbound 880 between marina boulevard and davis street various lanes blocked until 5 a.m. we'll have more traffic and more weather coming up. back to you. >> i think it's monday. people trying to get going and people not as alert as they should be. >> chp following about 12 incidents right now. >> okay, elizabeth. we'll check back in with you a little later on. we begin with a strong aftershock that hit northeastern japan today a month after the massive earthquake that caused a deadly tsunami. the magnitude of today's quake 7.1. a tsunami warning was issued but has been lifted. tokyo's main airport briefing closing both of its runways. the epicenter just inland 100 miles north of tokyo but no reports of damage so far. [ bell rings ] and today people across

japan pausing for a moment to reflect at the exact time when the earthquake struck. last month's 9.0 quake and tsunami killed up to 25,000 people. in fukushima, a flooded nuclear power plant is still spewing radiation. toyota starts cutting production at its north american plants this week to adjust for the supply shortages caused by the earthquake in japan. starting thursday, tokyo will suspend production at its u.s. and canadian plant. the shutdowns will affect about 25,000 workers but there will not be any layoffs. it is 4:33. this morning, president barack obama has a private meeting at the white house about libya. and in libya, leaders of the african union hope to work out a peace deal with rebels today. libyan leader moammar qaddafi agreed yesterday to sport proposal. the plan calls for an immediate cease-fire, a dialogue between the two sides, and humanitarian aid. there is no mention of whether qaddafi would step down or not.

meanwhile, rebels celebrated a victory yesterday as nato air strikes helped them recapture a key town. closer to home, the san francisco giants are beefing up security for a series with the dodgers starting tonight. this is after a giants fan suffered a severe beating on opening day outside dodger stadium. let's go to sharon chin outside at&t park with what to expect and how fans can help. sharon, good morning. >> reporter: good morning. the giants say their security will be of world series proportions for tonight's game against the dodgers. it will be the first six the brutal attack on bryan stow march 31 outside dodger stadium opening day. stow is a medically-induced coma in a southern california hospital. the giants say security for the three-game series will be 30 to 40% bigger than a typical home game. and for anyone who is considering retaliation for

stow's beating, the giants senior vp for stadium operations has this message: don't show up. the giants are also asking fans to alert them if there is any trouble. you can send synonymous messages by texting 80899, then security in the body of the text, with information about your concern. now, the giants are dedicating tonight's game in honor o bryan stow. there will be a fundraiser for him at the game. also the dodgers in southern california holding a fundraiser in the parking lot of dodger stadium for stow most of the day today. back to you. >> thank you. this morning the jury in the barry bonds perjury trial beginning a second day of deliberations. bonds is charged with making false statements to a grand jury when he said he never knowingly used steroids. today jurors will have testimony read back to them from bonds' former personal shopper kathy hoskins who said

she saw bonds getting an injection in his navel from greg anderson. the question seems to center around count 2 when he is charged with lying when he said no one other than his personal doctor gave him an injection. stanford police are searching for a man who they said sexually assaulted a woman in a graduate student apartment saturday night in the escondido village complex on comstock circle. stanford police don't believe the assailant was a student. police say the man got into a bedroom of a low-rise apartment and sexually assaulted a sleeping woman. the victim woke up, screamed, the man then ran away. after the attack, stanford sent text messages warning students to be cautious. >> it's really easy to just climb through the window, climb into the rooms of the window, if we don't close it overnight. >> a university spokesman says the woman was not physically injured. the suspect described as a dark- skinned man about 30 years old,

about 5'6" tall. he wore bluejeans and a dark t- shirt. concord police are investigating a murder. a 19-year-old man was stabbed to death in the chest yesterday afternoon in a burger king inside the clayton valley shopping center. a suspect was arrested and a weapon was recovered. two teens were part of a group from city high school taking an ocean trip. the boys ages 16 and 17 were with several other divers. this is one of four emergencies the coast guard responded to on saturday. the monterey county coroner's unit will conduct autopsies on the two dead teens to find out what happened. the search for a missing boater off ocean beach is called off. two men went into the water saturday when their tugboat sank. the coast guard rescued one of the men and searched for eight hours for his companion.

a life jacket matching the one the missing man was wearing was found on the beach. pg&e is hinting it may pull out of a $3 million settlement with the public utilities commission depending what happens at a public hearing today. the agreement came after pg&e missed a deadline provide documents showing safe operations of its urban transmission lines and now the utility says its due process rights is will be violated if commissioners are asked about past practices. a chance of showers today. let's go other to kristi to find out how long they will last, who will feel them. good morning. >> good morning. well, the chances actually slight today. that's the good news although we do see a system as you can see here on satellite sitting mostly in the pacific northwest and those northern parts of california. so those areas

will becooler. 48 for redwood city. 48 for san jose. highs for today keeping those below average for this time year similar to yesterday. 58 for san francisco, 60 san rafael, 64 in santa rosa. same story for fairfield and concord, 64 there, as well. chance of showers today, best chance of rain in the north bay. minimal amounts of rain, and we may see 70s this weekend. elizabeth has traffic. a water main break reported in berkeley near the intersection of shattuck and los angeles avenues so it sounds like crews are on scene. avoid that intersection altogether because again it sounds like they are working to repair it now. not sure how bad it is at this point. in the meantime we know the

main lines of the freeway across the east bay look great. no issues right now. here's live look in fact as you approach the bay bridge toll plaza. metering lights remain off. so you're cruising now into san francisco. you look pretty good all across the bay bridge. now, i mentioned that we woke up to numerous different spinouts across the bay area one in san rafael, another one in fremont. and this one reported in dixon. it is now off to the right shoulder. it is westbound 80 approaching dixon. chp is on scene. all these accidents are not causing any major delays all across the bay area so. that's the good news. all right. here's the san mateo bridge. this still looks great, 13 minutes either direction between hayward and foster city and this is the commute direction where everything is looking good out westbound 92. more traffic coming up. back to you. >> thank you. first they fought over

the lundberg survey says the national average is now 3.76, that is 91 cents higher than this time last year. the cheapest gas, got to go to tucson, arizona, to find it a 3.41. highest price in san francisco, 4.13 a gallon. gm recalling its chevy cruise because its steering wheels could come off. the department of transportation says some have detached from the steering column while driving. the recall affects though only certain 2011 model year cars. the c ruze cars can be taken to dealers for inspection. a bay area lawmaker want to require hotels to set aside 80% of their rooms and other areas for nonsmokers including employee break rooms and small businesses as well up from 30%. >> if you have child care in a

home we don't want people smoking around children who they are taking care of. the hotels i mentioned, hotel lobbies, meeting rooms, small businesses. >> the move to expand the ban is based on concerns about secondhand smoke. it would include tobacco stores for the first time prohibiting cigar lounges and store smoking events. it is a debate that has a lot of dog owners here in san francisco barking mad. city supervisors will weigh in on plans to restrict off leash dog areas in the golden gate national recreation area. a board committee says the proposal could force dog owners into city parks and they want to discuss the impact. dog advocates are planning a protest before that 1:00 meeting. public comment on the plan continues through next month. it's 4:45. a promising new weight loss drug. we'll tell you how a pill for migraines could help you drop the pounds. plus... the white house and congressional leaders have agreed on a plan to fund the president obama gearing up for more spending battles now that the white house and congressional leaders have agreed on a plan to fund the government at least until september. congress is expected to approve the budget compromise this week but the rising national debt will be the subject of many debates to come. on wednesday, president obama will give a speech that outlines his positions on reducing the federal deficit and the country's debt. >> the scale of debt reduction, he thinks the country needs so we can grow economically into the future a balanced approach.

>> white house officials say the president will talk about potential savings in defense spending and in medicare and medicaid. the administration also says the government won't be able to borrow more money next month unless congress raises the debt limit. republicans want a clearer picture of a path to financial solvency. firefighters from 25 states battling wind-driven wildfires in texas this morning. more than a dozen fires have already scorched 400 square miles. one in the fort davis area yesterday burned more than 60,000 acres and destroyed 40 homes. other fires are burning in mostly rural areas. firefighters are hoping for better weather conditions today. with the damage from this tornado, this one caught on camera saturday near mapleton iowa, a witness said it appeared to be a quarter mile wide and on the ground for nearly a mile. some of the worst damage was to a sara lee turkey farm.

many of the birds were killed or left in shock. and a dangerous situation this morning in north dakota. the red river is covering 70 miles of roads north of fargo including several miles of interstate 29. fargo escaped serious damage, though, even though the river crested saturday night at the fourth highest level on record. we enjoyed some sunshine this weekend although conditions are a little different this morning, mostly cloudy and we actually have a chance of rain in the forecast, as well. our temperatures outside right now mostly in the 50s and 40s. this afternoon, chance of rain decreases but best chance of rain probably up in the north bay north of the golden gate and our highs for today are going to stay below average for this time year. inland in the low to mid-60s, around the bay same story slightly cooler into the high 50s and cooler at the coast. breezy in part due to the system on radar, you can see the moisture off the coast. most of the showers are actually going to hit the

northern parts of california and the pacific northwest although a slight chance of rain here in the bay area. you can see that cold front passing through here bringing us the breezy conditions along with that area of low pressure and so we're actually going to see sunshine later once that rain makes its way through. taking a look at our highs for today, 58 for daly city, 63 sunnyvale and milpitas. 64 down in los gatos and morgan hill. as we make our way over to the east bay seeing high 50s and low 60s. 59 for alameda, 62 for danville, 64 out in brentwood. and up into the north bay where we're seeing that best chance of showers looking at high 50s, low 60s. 60s for san anselmo and san rafael, cooler in mill valley at 59 and 58 for san francisco. here's your extended forecast, that chance of showers continuing through this afternoon. then we are going to see some sunshine and that sunshine will hold tight through tuesday. we'll see mostly sunny conditions and then that chance of showers actually returning to the forecast for wednesday. you will see as we make our way

a little bit later into the week seeing a warmup in store for thursday and friday. and actually as we make our way into the weekend we could see some 70s. so great news if you enjoy the sunshine. that's a look at your weather. let's go to elizabeth with a check on your traffic. >> thank you, kristy. let's go out towards the south bay and get a check of traffic conditions on westbound 237. towards silicon valley, so far, so good. i had mentioned a couple of different spinouts across the bay area, pretty much everything now cleared to the right shoulder. most of our overnight roadwork has also been picked up including that stretch along 880 up in san leandro. so all lanes once again re- opened there. and taking a check of the rest of the south bay you can see mostly green on our sensors. guadalupe parkway traffic looks great. coming out of downtown san jose those northbound lanes of 280 move well. good on 101 and 280, everything moving good -- moving well. if you are heading through marin county looks great. no lane change yet on the

golden gate bridge so one little headlight there so not much traffic right now across the span. in fact, your drive time 8 minutes right now on southbound 101 between novato and 5 0 in san rafael. typically that lane change is around 5:00. other bridges across the bay area, moving fine. westbound 92, 13 minutes between 880 and 101 towards foster city and the peninsula and mass transit no delays. bart, ace, muni metro and caltrain all on time. remember kcbs, our radio partners, at 740-am and 106.9- fm. back to you. >> thank you. it is 4:53. italian prime minister silvio berlusconi is making a rare court appearance today. the country's top politician a media mogul arrived at a

courthouse accused of tax fraud involving his company's purchase of tv rights for american movies. prosecutors say mediaset use today with offshore companies and then falsely declared the costs. in a separate case he is accused of paying for sex with an underaged prostitute. it is the largest and most expensive sikh temple in the united states and there was an open house to let everyone see the new building in san jose. it cost about $32 million including a new $20 million addition. >> welcome everybody. all human race is one. so everybody is welcome. because of that image in middle east, people think we are muslims. so that's where we are mostly misunderstood. >> the expansion includes a new kitchen where anyone who wants in at any time can get a meal.

well, a medication commonly used to treat migraines and seizures could now help you lose weight. it's combined with another drug. a study found the drugs helped patients lose between 18 and 22 pounds. researchers at duke university say the drugs also appear to reduce other obesity-related indicators like blood pressure, cholesterol and inflammation. that study paid for by a drug company. a new drug is awaiting fda approval. parenthood takes a toll on your health. young kids may be making parents less fit. research found young mothers had a poor diet compared to women without children. young mothers also consume more sugary drinks, total calories and saturated fats. parents exercise less than people without kids.
