the bay area today to promote his economic policies and also to raise money and a whole lot of it for his re-election campaign. elizabeth wenger is at sfo where the president arrives on air force one in a few hours. she joins us now live. good morning. >> reporter: that's right. good morning, frank. good morning, sydnie. that's right. he's scheduled to arrive around 1:00. this is the second visit to the bay area if you are counting in the last three months. you know, the last time he was here, he held a very exclusive dinner with those silicon valley billionaires down in woodside. well, this time he is doing some of that, too, we understand but he is also doing things a little differently. he's taking his message out to the public. i know we have some video of facebook. that's right, he is going to facebook this time. he is going to be holding a town hall style meeting all broadcast live over the internet over facebook from their palo alto headquarters. mark zuckerberg will be the moderator of the public webcast and the questions are preselected from facebook users and we just checked this

morning and so far 31,000 people, more than 31,000, have already rsvp'ed. so the president will talk about the economy, the deficit and his tax plan. there is the 2012 election coming up so he is also here to fundraise. then he will head up to san francisco for three fundraisers after going to facebook. this is video of his last visit in february. the most exclusive is a dinner in presidio heights for 60 rich donors. and, of course, everyone likes to know how much a meal with the president is going to cost. in this case, try almost $36,000 a seat. it is sold out. he is also scheduled to attend an evening event at the masonic auditorium in nob hill and tomorrow he will attend a private breakfast at the saint regis. if you want to take part in the webcast, 1:45 this afternoon, go to facebook and you can "like" the white house page and then you can sign up to rsvp,

submit questions and again 31,000 people have already replied. they are telling you not to show up at facebook headquarters in palo alto unless you already have an invitation for the town hall meeting meeting. we are waiting for air force one to arrive in a few hours. back to you. >> any word what's on the menu in that very fancy dinner? >> reporter: i don't know. $6,000 is for dessert? i don't know what's on the menu. i'm sure it's fancy . probably doesn't matter, you get to mingle with the president. >> they could serve chopped liver. i don't think it matters. >> reporter: right. >> elizabeth wenger live at sfo, thanks. oakland police investigating yet another attempted assault near lake merritt. a stranger reportedly followed a woman from a store into her home on thursday afternoon near international boulevard last night. he told the woman to take off her clothes and then fled on foot. police are investigating if this case is connected to a

series of sexual assaults near lake merritt recently. there have been four cases reported over the last seven months. now, the suspect in this incident matches the description of a suspect in most of the previous cases. described as about 6 feet tall last seen wearing dark clothes. the jury in the chauncey bailey murder trial could see a secretly recorded video as early as today. [ laughter ] >> oakland police recorded it while they were holding yusef bey iv and two other suspects. prosecutors say it shows them mocking bailey's murder and bey coaching the others about what to tell police. the defense argues the tape, though, doesn't prove that bey ordered bailey's murder. it is 4:35. counselors will provide support today at a berkeley school where a murder victim worked in the lunchroom. a memorial is set up at poplar park where beatrice burton was killed in a drive-by shooting

two nights ago in a case of mistaken identity, according to police. the richmond was a mother two of and a beloved granddaughter. >> she was my granddaughter, my friend, my everything. and she was always there for me. >> burton worked two jobs as a lunch lady for the berkeley unified school district and as a caretaker for the elderly. teachers at oxford elementary school will tell students about her death today and counselors will be on hand. 4:36. the number of medical marijuana dispensaries in san jose will be reduced to 10. that was the decision by the city council last night in a close vote, 6-5. the city has been struggling to find a way to control the pot clubs which are legal understand law but illegal under federal law. over the past couple of years, the city has seen the number of dispensaries grow to more than 100. the number of nuisance complaints has also grown. >> what we had for the last two years is the wild west, a

number of operation outside the law. they need to be shut down. >> if it passes a final council vote, the proposal would allow two pot clubs per council district. today marks one year since a deadly oil rig explosion touched off a massive oil leak in the gulf of mexico. >> hard to believe it's been a year. 11 workers were killed in the blast. 206million gallons of bp oil spilled into the gulf and today families of the 11 workers will be flown over the scene of the disaster. in addition, vigils are planned in florida, mississippi, louisiana and alabama. more tornadoes have caused damage to the midwest. these are pictures here of a large funnel cloud forming in illinois hitting the ground and just tearing up a farm there. high winds elsewhere in illinois blew railcars off their tracks. three tornadoes were spotted in pike county, missouri, yesterday causing damage to homes and businesses. so far there are no reports of any injuries unlike last week when 46 people died. they could use a little relief in the midsection of our

country. crazy week. >> absolutely. out here, nothing like that. just maybe a little chance of showers. let get a quick look at traffic and weather and we are going to start with lawrence in our midweek forecast. good morning, lawrence. >> good morning, guys, yeah. they have not reached the peak of tornado season just yet. that doesn't come until the middle of may so things going to be very active this year especially after la nina. but here we go, folks, outside today we have more clouds beginning to make their way into our skies and, yeah, there is a chance we could see some more showers out there. nothing real heavy outside. but yeah, bring that umbrella with you if you are heading out and a light jacket. you may need it. temperatures now 51 in pacifica, 55 in san jose and 53 degrees in vallejo. this afternoon, not all that bad. you will see a lot of 60s showing up in many of the valleys, high as 67 in livermore, 67 in fairfield, 64 degrees in oakland. you have some 50s and 60s back out at the coast and just inside the bay. all right. as we look out over the next few days there is a chance we could see some lingering showers into thursday morning. after that it looks like it will begin to settle down a bit and then high pressure sneaks in and by friday we'll see lots

of sunshine, passing clouds, another weak storm system into the bay area on saturday. a slight chance of rain north. right now mostly dry. more partly cloudy skies towards easter sunday. let's get a check of traffic with gianna. >> thank you, lawrence. we are going to start with the benicia bridge. chp has issued a high wind advisory. use caution across the benicia bridge. all other bridges problem-free this morning. no delays. if you are trying to access the san mateo bridge from 880 headed eastbound to 92 we have road construction there that will wrap up in the next 30 minutes so plan for that. live look at the san mateo bridge only 13 minutes between 880 and 101 foster city. elsewhere, if you are in the south bay roadwork southbound 85 that ramp to northbound 87 closed up, hoping to wrap that

light to expand in milpitas. the decision came at a meeting last night. councilmembers were evenly divided and the mayor had to was the deciding vote. wal-mart now will be able to expand at i-880 and highway 237 by nearly 20,000 square feet and at a supermarket. neighbors are split. some accuse the store chain of trying to blackmail their city. >> wal-mart is a bully and they are in control of the 15 acres and they can do what they want. >> i'm a working mother and it's always nice to be able to do one-stop shopping. >> the retailer had checked for 6,000 signatures that would have allowed the voters if they could expand. that election would have cost the city more than $430,000. twitter will get a big tax break to stay in san francisco. they are expected to sign a 6 year lease from the city.

there will be a payroll tax exemption for the employees who move to the midmarket and tenderloin. apple set to release its earnings for the latest quarter and expecting some huge numbers because of ipad sales. apple will begin shipping the iphone 5 in september. anonymous sources stay will have a faster processor and production begins this summer. >> just when i got the 4. >> see? >> i know. >> time to get another one. >> i guess so. smart phones certainly can be useful but using them can come at a high price. >> experts say a lot of us pay way too much. cnet's kara tsuboi with tips to lower your bill. >> my life is on the phone. >> reporter: having a smart phone can make your life easier. it's your office, organizer and entertainment system all in one. that's also why the bill could be so expensive. >> i wish it was lower but i can live with it especially with everything i do with the phone. >> cheapest you can go is about $69. i think most people probably

pay more than 80 or 90 range but you can go up to $115 even more if you want everything unlimited. just depends on the carrier. >> reporter: before choosing a plan, evaluate your talking and data needs over several months. >> it's good to get an average over time. >> reporter: tracking your data usage can be tough so cnet recommends opting for a larger plan if you use your cell phone for anything more than calls, text or basic e-mails. >> it's really that browsing and downloading large files like apps, games, photos or music tracks. that's really going to eat up your data. >> reporter: the website bill monitor conducted a smart phone study in great britain and concluded if everyone signed up with the correct contracts the country would save more than $8 billion a year. >> 76% of britain is currently on the wrong contract. >> reporter: so adjust your plan as needed. the savings can add up. >> $15 a month may not seem like a lot but over a year it's quite a bit.

investigating a near-miss.. involving the fi we have had air traffic controllers sleeping another one watching a movie. now the faa is investigating a near miss involving the first

lady. michelle obama's plane forced to abort a landing yesterday at andrews air force base. a spokesman said it came too close to a military cargo jet. the faa says the two planes though never in any danger but it's looking into whether controller error was to blame. and you airline passengers, you're going to soon have more rules on your side. today the department of transportation is expanding its passenger bill of rights. so for instance if you get bumped from a flight, you will get double the amount you're currently entitled to and say if an airline charges a baggage fee and loses your bag, you will get a refund. finally. and an airline can be fined on international flights if passengers stuck sitting on the tarmac for too long. right now that rule only applies to domestic flights. these new rules take effect in three months. >> they get a big thumbs up from this guy. a new contract for the state's prison guards that could mean a cash windfall when they retire. the governor wants to let them save an unlimited number of

vacation days and when they leave state service, those days could then be cashed out at the final pay rate. the current limit on accrued time off is 80 days. it's added to the a vacation time. >> we would rather they have an opportunity to take some time to spend time with their families but with the imposition of furlough they can't. before our members can actually begin to burn the vacation time, they have to use the furlough time. >> you might imagine critics call the plan a sweetheart deal. the guards union was a major contributory brown's election campaign. -- contributor to brown's election campaign. the new plan must an proved by the state legislature. we are getting going on a day where we're looking like we'll see a few showers outside. already have scattered showers toward the coastline most of this just some light activity at this hour. maybe some sprinkles showing up outside if you are heading in

along the peninsula. but it looks like today we are going to see the chance of some showers on and off especially toward the afternoon. not a complete washout. if you are headed out the door, bring an umbrella and light jacket. you have a lot of clouds. mostly cloudy skies around the bay area with the possibility of sprinkles this morning. more impressive showers possible this afternoon as we are going to see more moisture sweeping in off the pacific. temperatures not all that bad. you have 50s and 60s coastside, a lot of 50s and 60s inside the bay and upper 60s in the warmer spots well inland for today. so this is how we'll play it. we have unsettled weather right now as we can't get that big ridge of high pressure building in this spring so things staying active in the pacific so we have these systems that move overhead not real strong but strong enough to bring at least a chance of some showers out there for today and maybe continuing in toward tomorrow morning. so the cold front now approaching the bay area. a lot of this moisture on the back side of it is going to drag on through to keep things drippy and wet later on this afternoon and then overnight tonight and possibly into

tomorrow morning. 69 degrees in san jose today. about 66 in morgan hill. about 66 degrees los altos. 50s at the coast except for 60 in half moon bay and about 67 degrees in union city. east bay temperatures could be warmer in spots. you get over towards brentwood about 69 degrees. before 9 in antioch so not a -- about 69 in antioch, so not a real cold day. 60s in the tri-valley. oakland mid-60s in the afternoon. looking toward the north bay chance of scattered showers continuing there with temperatures running in the 50s coastside and 60s elsewhere. you're looking at the next couple days maybe a chance of leftover showers tomorrow morning and then that's it. i think we're drying out toward the middle of the day tomorrow. looks like a dry day on friday. another storm system coming our way saturday throwing in a few clouds and chance of showers to the north. then we are going with partly cloudy skies toward sunday. time now for traffic with gianna. thank you, lawrence. and when those showers do hit, slick surfaces expected so use caution on the roadways. right now wind advisory along

the benicia bridge. here's live look right now -- unfortunately we lost our camera but traffic is fine through there but again two hands on the wheel as you work your way across the span. all right. let's go to the bay bridge toll plaza. metering lights are off, that's the good news. it's still very early. no wind advisory for the bay bridge, looking good. 18 minutes on your eastshore freeway. carquinez bridge looking good, as well. clear into san francisco on the upper deck. golden gate bridge has been foggy but not bad today. light out of marin county no delays on that south 101 ride. san mateo bridge problem-free and easy ride 13, 14 minutes to go between hayward and foster city. 101 also looking good in and out of san mateo. if you are heading northbound towards sfo, no delays. in any event, lots of green on our sensors. nice speeds through there just some slight delays northbound past the 280 extension. 280 also problem-free through

daly city. southbound 85, the ramp to northbound 87 still shut down. hoping to open it up in the next 10 to 15 minutes. so lots of green so traffic moving well through the south bay. we have roadwork in antioch, as well. eastbound 4 somersville to contra loma. those lanes will be closed until at least 6:00 today. and look at that some yellow there. slow and go traffic as you approach the area. they have detours in place. westbound our slowest spot actually looking good. here's mass transit. bart right on time this morning. ace, muni, caltrain problem- free. remember kcbs, our radio partners, at 740-am and 106.9- fm. that's a look at traffic, back to you. >> thank you. her dreams include putting her hair in a ponytail, catching a ball and typing more than 45 words per minute. well, none of that was possible after emily lost her right hand in a car accident five years ago. since then, the yuba city mom has been adjusting to life with just one hand. and then last month she went

through a historic surgery at ucla where she received a donor hand. she made her first public appearance yesterday to talk about the road ahead with her new hand. >> i do feel like it's mine slowly but surely every day it becomes more and more mine. i think once i have sensation in it and i can feel it and function with it more it's going to feel more and more like mine. >> the marathon surgery took more than 14 hours to connect the bones, blood vessels and nerves, tendons. doctors say she will regain about 60% of the function of that hand after therapy. >> that's amazing. >> yeah. well, would you like stay forever young? >> of course. apparently san francisco is the mace to live according to a new survey by realage.com. have you ever seen that online? >> i have done it before. >> also, salt lake city is at the top of the list. researchers say they ranked highest because people who live there -- and this is why i was way over my real age -- people who live there get enough
