sunshine. >> yes. it's been nice weather. finally looks like spring around the bay area. high pressure building in bringing in lots of sunshine today. some clouds going to start to move back into our skies, a little breezy especially at the coastline. temperatures not bad. mainly into the 60s and low 70s. right now let get a traffic check with elizabeth. >> all right. thank you, lawrence. no major hot spots out there but we have overnight roadwork still continuing to 5:00 this morning. southbound 101 in san jose from story to capitol expressway. various lanes blocked until 5:00 so another half hour or so but check out this live shot of traffic out of downtown san jose. so far, so good. coming up a check of mass transit and the bay bridge. back to you. >> thank you. san francisco gets a top cop this morning. >> anne makovec is in san francisco with the mayor's decision. >> reporter: good morning. drum roll, please. greg suhr is apparently the choice of the mayor. he is right now the captain of the sfpd's bayview station. he has also been credited for a

50% drop in homicides in that district. he is also a 30-year veteran of the force. suhr beat out two others for the job all nominated by the police commission and then mayor ed lee made the call over the weekend. but this nomination is not without drama. suhr was involved in the fajitagate scandal from 2008 and charged with conspiracy to obstruct justice. he was later cleared of those charges. then in 2005 former chief heather fong demoted him from head of patrol after the controversial g8 protest when an officer was severely injured. then in 2009, he was demoted again after accusations that he failed to report a domestic violence attack of one of his friends. despite these incidents he is popular among the ranks and with the mayor as well. in fact, mayor ed lee tells the "chronicle," "i feel very good

about this. it's the best choice. we definitely have a leader." now, suhr is 52 years old, replacing jeff godown who is the interim police chief since gascon became the d.a. the new chief will be sworn in at city hall this morning. back to you. >> thank you. time now 4:33. 120 police officers in san jose will lose their jobs to close the city's deficit. pink slips were sent yesterday to more than 600 city workers in total. their jobs are being eliminated as the city struggles to close a $150 million budget gap by july 1. mayor reed says salary cuts and other concessions by labor unions weren't enough. >> i think every department in

the city is going to see layoffs. the average citizen will see reduction in services throughout the city. everybody is taking a hit. in the police department property crimes like theft and burglary will get less attention as officers deal with more violent crimes. there will be fewer firefighters available for emergencies now and probably reduced library hours, as well. we'll have a live report coming up at 5:00. a man is in custody this morning suspected of killing his roommate in a north san jose care home. police were called to saint andrews place at 7:30 last night. a 24-year-old man had been beaten to death. officers arrested the 28-year- old suspect the care facility is in a single family house. it's listed online as serving the developmentally disabled. a suspected serial killer is going back to court in san rafael today. 77-year-old joseph naso from reno is accused of killing two women in the bay area in the

1970s and two others in yuba county in the '90s. he is scheduled to enter pleas in a marin county courtroom this morning. naso also under investigation for three murders in upstate new york, that happened in the '70s. yusef bey iv got into it with the judge in his murder trial in oakland saying, the judge, quote, isn't being fair to him. the judge decided to allow taped comments from bey's ex- girlfriend that indicated bey wanted oakland journalist chauncey bailey dead. the chauncey bailey project reports that tape may be played in court today. it is 4:35 now. pg&e's recordkeeping problems may be worse than first thought. "san francisco chronicle" reports the utility mislabeled 34 miles of pipeline as seamless. those inaccurate records came to light in the wake of the san bruno blast. the piece of pipe that exploded in september was also labeled

as seamless. the pipeline will be tested for weld problems this year. and today we'll learn more about pg&e's work following the explosion during a town. it killed 8 people and destroyed dozens of homes. long-term recovery efforts will be at the top of tonight's agenda. it starts at 6:30 p.m. at the san bruno senior center. bryan stow remains sedated as he recovers from an attack outside dodger stadium that happened nearly four weeks ago. stow's website says the giants fan from santa cruz has been heavily sedated since friday because of seizures. and today all chili's restaurants in california are offering to donate money to help pay stow's medical bills. customers who bring in a flyer will have 15% of their bill go to stow's family and you can find that link of the flyer on the cbs 5 "early edition"

pleasanton. 68 degrees in san jose. breezy towards san francisco and half moon bay. but not bad. and 66 degrees in oakland. all right. over the next couple days, yeah, we may watch those temperatures coming down a few degrees kneipp tomorrow. windy tomorrow and possibly into friday but get a load of this. over the weekend those winds switch directions becoming more offshore. mid-70s inland, 70s inside the bay and by sunday, we have a couple of 80s outside. elizabeth, you love it when it gets like that? >> i do. i'm planning another napa trip. lots of sunshine. let's go to the roadways. just overnight roadwork we're talking about this morning. westbound 92 towards the san mateo bridge, northbound 880 the ramps to westbound and eastbound 92 shut down until about 5:00 this morning but if you are on the san mateo bridge itself traffic actually looks great. no problems on westbound 92 in the commute direction. towards the bay bridge, no roadwork here and no delay, no

metering lights, nothing really holding up your commute heading into san francisco. so looks good all the way towards the incline and out towards the "s" curve as you head into downtown. to the south bay we go i mentioned overnight roadwork on southbound 101 between story and capitol expressway. various lanes blocked, sounds like two right lanes blocked until 5:00. that's the magic hour when the cones are picked up. coming down the guadalupe parkway or 280, everything is fine right now. you can see this one little headlight there towards 880 interchange so nice and quiet ride towards cupertino. the drive along the peninsula and 101 fine. problem-free. and mass transit is off to a great start, as well. bart has all their trains so far running on time. ace train number one got a great start and muni metro and caltrain on time. that's your traffic and weather. back to you. >> thank you. proposed fare hikes on a.c. transit. this afternoon riders will

weigh in. monthly passes from 15 to $20 in august and then up from $45 over eight years for younger passengers. the standard single ride adult fair would go up a dime from the current cost of $2. a.c. transit is dealing with a deficit projected at $21 million. today their meeting will run from 4 to 6 p.m. at the agency's office in downtown oakland. late-night service for bart could get another try. service would extend an hour later on friday nights. but to help maintain the system, saturday morning service would begin one hour later at 7 a.m. a demonstration project will be presented to the board of directors tomorrow. if bart directors like the idea we could see change in september. this just isn't right if you are getting up at 4:40 a.m. from coffeehouses to your morning cup of joe, why it could cost you more to satisfy that caffeine fix. plus, everyone is fed up with high gas prices including president obama.

so for them to all of a sudden announce about six days into the outage that a ton of personal data was compromised plus maybe credit card information has people upset. >> sony said it put out warnings as soon as it learned the extent of the data loss. at&t plans a network upgrade to improve iphone service in san francisco is on hold this morning. last night the board of supervisors delayed a vote to discuss how neighborhoods can play a role in deciding whether they want the four-foot-tall boxes on their sidewalks. critics have called for an environmental review of at&t and its plan to install those 726 boxes. they are supposed to upgrade internet, cable and land line service and also help smart phone service, as well. the federal reserve is going public like never before. the bank's chairman ben bernanke will hold a press conference and will be taking questions after today's policy-

setting meeting. this will be the first news conference ever for a fed chief and bernanke plans to keep it up. he will hold news conference four times a year in an effort to provide more clarity on what fed policymakers are thinking. and new this morning, president obama is calling for action to lower the rising cost of gas. he is asking oil producing countries to increase their output. he is also calling on congress to repeal tax breaks for the oil industry. republicans say his suggestions would simply raise taxes and increase the price at the pump. gas prices are 3.87 a gallon nationwide but right here in the bay area, well over $4. expect to pay more as you fuel up on coffee. the price of coffee is hovering at nearly $3 a pound, the highest price in more than three decades. the weak dollar and bad weather are pushing up bean prices. >> so more for gas and more for

community members and environmentalists are upset that caltrans recently cut down about a hundred trees to wid it's a fight to stop the chopping in fremont. people are upset that caltrans recently cut down about 100 trees to widen 84 through niles canyon. the department plans to keep cutting. community members and conservation groups said no to the project at a meeting last week and last night, they urged the mayor to join their fight. >> it's easy to say it. you have to go look at it. they just took a swatch out of

it. and that's just the beginning. and it just looks absolutely terrible. >> he wants governor brown to intercede and restudy the project and work with the city to come to an agreement. caltrans says it will make the highway safer. santa clara county supervisors have approved a ban on plastic shopping bags. starting in january, 56 retailers in the county's unincorporated areas will not be allowed to give shoppers plastic bags. and they will have to charge the customers 15 cents for each paper bag this. won't affect stores within city limits although san jose and palo alto have passed similar measures. more severe weather will hit the midwest today after communities are struggling with flooding and tornado damages. storms in arkansas left 11 people dead. parts of missouri saw 15 inches of rain over the last four days

alone. april is on track to be a record-setting weather month. usually la nina year you get active weather across parts of the united states and we're talking tornadoes and, of course, the peak of that is not until may. bay area clear start temperatures in the 40s and 50s. cloudy afternoon but nice temperatures. 60s and low 70s, warmer inland. 60s inside the bay. breezy in place like oakland and richmond and out at the coast. windy this afternoon. high pressure holding on but you have clouds over the top of the ridge paying a visit to the bay area later on today. should be a beautiful sunset.

after that the weak system will move by. tomorrow windy around the bay area. a lot of sunshine but the winds will be blowing over the next couple of days so the temperatures are probably going to be coming down. so enjoy today. looking good. 70 degrees morgan hill and cupertino. 69 degrees in santa clara and 65 degrees in san mateo. 50s, low 60s at the coastline. inland valleys looking at numbers into the low 70s in brentwood and antioch, 70 walnut creek and about 66 degrees a little breezy into oakland by the afternoon. north bay temperatures as high as 70 degrees in santa rosa, 72 in fairfield. about 62 degrees in san francisco. over the next couple of days, lowering temperatures thursday and friday as the winds kick up. but the winds are going to switch direction over the weekend becoming more of an offshore wind, cranking up the temperatures. 70s commonplace and by sunday, we could be talking about some 80s around the bay area. that's a look at weather. how about some traffic from

elizabeth? >> all right. thank you, lawrence. let's start off with a live look at the bay bridge toll plaza. traffic gets by fine this morning. no big issues approaching the pay gates and quiet commute up towards the "s" curve towards treasure island and the tunnel. all right. going out to brentwood, just getting word of this problem on the chp reports. loose livestock, sounds like a car hit a cow in the road in brentwood vasco near walnut. i put that up there because people may be going towards 4 towards antioch where we have an accident as well approaching loveridge. that was cleared to the right shoulder. no delays on 4. westbound 580, speeds are just under 40 miles per hour so your drive time so far, so good. 13 minutes right now from 205 towards 680 and the dublin interchange. you can see mostly green on all of our traffic sensors towards the dublin grade. mostly we got overnight roadwork still continuing. should be wrapping up shortly but if you are coming up

complications. the state department of public health says 14 women out of 100,000 will die from childbirth. that's more than it was 10 years ago. analysts say there could be several factors including better reporting methods, older mothers and more chronic medical conditions. and more women are also choosing to have c-sections. >> the more c-sections a woman has, the greater her risk of having fatal problem related to that childbirth whether it's hemorrhaging or a blood clot in the lungs. >> health professionals say they have made strides in preventing hemorrhaging during childbirth and statewide, measures have been taken to prevent premature births earlier than 39 weeks. being a social butterfly may help your brain stay healthy. researchers looked at 1100 adults. they compared socially active adults to people who were less social and they found those who visited friends, attended parties, even went to church and had a little fun out there had less decline in thinking
