preview of today's festivities. >> that's right. good morning, guys. yeah, we are at emma bruce park in san jose. there are going to be major festivities here later on. we are here so early, the park isn't even open but we are going to try to get these doors cracked open later on. looks like it's going to be nice weather and it should be a great cinco de mayo here in san jose. that temperature is going to be warm. 60s and 70s in the bay, lots of 80s and low 90s inland. let's check traffic with elizabeth. >> elizabeth will be here in a few minutes. i'll continue right now. so we are going straight to the bay bridge. not bad. very light. you're off to a good start this morning. just as nice as our weather. we have construction to look for this morning in marin county as well as the south bay. we'll have details on the next report. back to you. >> thank you. in a few hours president obama will attend a ceremony in new york to honor the victims of the 9/11 attacks.

randall pinkston reports this comes a day after president obama's controversial decision not to release photos of osama bin laden's corpse. reporter: president obama will visited ground zero for the first time since navy seals killed osama bin laden. he will lay a wreath and meet with the families. >> president obama promised us the last time that he would hunt bin laden and these other men down and he's a man of his word. >> reporter: the president's trip comes a day after he told cbs news "60 minutes" photos of osama bin laden's body would not be made public. >> we have done dna sampling and testing, and so there is no doubt that we killed osama bin laden. >> reporter: he said releasing the pictures could put the u.s. at risk. >> it is important for us to make sure that very graphic photos of somebody who was shot

in the head are not floating around as an incitement to additional violence. >> reporter: the president is not expected to make any comments here at ground zero. the white house says he wants to focus on honoring the victims, not exploiting the death of a killer. >> he is going to have people who criticize it, people who accept it. >> reporter: the mother of a firefighter who died on 9/11 says she wouldn't want to see the photos but on capitol hill, opinion is divided. >> it's in our national security interests to prove it beyond any reasonable doubt. >> if someone doubts right now with all of the verification that we have, they are always going to doubt. >> reporter: the obama administration is already moving forward for exampling on the wealth of evidence from bin laden's compound. randall pinkston, cbs news, new york. and here's live image from new york's ground zero, the former site of the world trade center. that's where the president will be attending ceremonies today at 10:25 a.m. our time. the president does not have an

official speech planned. that trip also said to include a visit to the engine 54 firehouse which lost 15 firefighters in the attacks. cbs' "60 minutes" will broadcast steve kroft's interview with president obama this weekend. it took place at the white house yesterday. you can see it this sunday evening at 7:00 here on cbs 5. 4:34 your time now. the two dozen navy seals involved in bin laden's operation have returned home to virginia. the obama administration says the seals underwent extensive debriefing. white house is also revealing more details of the seals' operation. they reportedly shot bin laden afternoon he appeared to lung for a weapon. in addition, several weapons were found in the room where bin laden died including ak-47s and personal side arms, as well. and be sure to stay with cbs 5 and cbssf.com for continuing coverage on bin laden and the president's visit today to ground zero.

two chp officers rushed to the hospital after a crash in the east bay this morning. this happened at a construction zone on i-880 in hayward just before 1 a.m. those officers were in a patrol car that was parked there to slow traffic for the workers. a van rear-ended their patrol car. the driver of the van was also hurt. dozens of people homeless after a fire tears through four buildings in san francisco. it took firefighters hours to get it under control. let's go to anne makovec. she is in the south of market area now where the red cross is helping a lot of the victims. anne, good morning. reporter: good morning. it looks like 78 people were left homeless after this fire yesterday that broke out at around 530 last night. firefighters still here in the soma district. you can see the park hotel here behind me where the fire started. broken windows, you can see the fire damage. and it spread to the building next door and the other two buildings affected you can't

see from this live shot. they are behind these two buildings. four buildings damaged. this started at the park hotel. it burned for about two hours. one resident and one firefighter went to the hospital for smoke inhalation. another firefighter has a shoulder injury. they are expected to be okay. the cause of the fire is still under investigation. firefighters have not officially said yet. but it may have been started by someone barbecuing chicken in an indoor barbecue pit. >> in the second story. i was upstairs. it just happened so quick. they threw bourbon on the chicken. it just went up in flames. i had my one-year-old with me and left, they told me to get out quick. >> reporter: it took about 100 firefighters to put this thing out. i was speaking with the battalion chief here this morning and he said that it was

a four-alarm fire, which is a very big deal here in san francisco. they called in a lot of assistance because of the older buildings and the chance of spreading which, of course, we did see. now, the red cross is putting up the people left homeless, 78 people. they opened a shelter around the corner and are working to get them into temporary housing. >> that's a heavily traveled corridor around there. it looks like the one behind you is open. what about the others surrounding the building. >> reporter: russ street is closed but only about a block of it so it should be okay for traffic this morning. the main corridor is sixth street how you get on a lot of the highways and that is clear. >> all right. thank you very much, anne makovec in san francisco. hundreds of nurses at children's hospital oakland are getting ready to strike this morning. california nurses association is planning a five-day walkout. the main issue here proposed changes in health coverage for the nurses. they had a three-day strike

over the same issue last october. the hospital has hired replacement nurses to work during the walkout. let's get a quick look at traffic and weather. and lawrence is on the road this morning. >> lawrence, what, did they lock out or something? >> yeah. you guys just didn't want to have me in the studio today. don't worry, i'm coming back! >> we thought we would start the party early. >> who in their right mind would be celebrating cinco de mayo at 4:30? they just opened the gates. they are having a party here today. they cancelled the parade in san jose. it's been a tradition for three decades and a lot of people have been celebrating throughout downtown san jose and enjoying that parade. but yeah, it looks like that's ended because of the budget cuts. but the party will continue. you know, they can't stop that. and we are going to have that at emma brush park in san jose. it's going at 11:00. they are going to have dancers

and music and you can bet they are going to have a ton of food out here. the weather should cooperate. nice in the bay area, 40s and 50s right now. but throughout the day, that sunshine is going to be on a role and it's going to bring those temperatures well into the 70s inside the bay. it's going to be gorgeous. the next few days cooler temperatures on tap for the bay area. the sea breeze will kick in meaning more low clouds and fog gathering at the coast. that means the temperatures are going to start dropping around the bay area as early as tomorrow. we look at significant cooling heading through the weekend. as a matter of fact, mother's day is coming up. and yeah, that looks like it could be a real cool one. partly cloudy skies that day even a slight chance -- you

celebrating cinco de mayo. tra patrols will b welcome back. 4:43. law officers around the bay area are going after drunk drivers celebrating cinco de mayo today. extra patrols will be out on the streets in santa clara and contra costa counties as well as other areas. meanwhile, the triple-a of northern california is offering its tipsy tow program today.

people who shouldn't be driving can have their cars towed home for free tonight by simply calling 800-aaa-help. financing problems have cancelled the cinco de mayo celebration that's been a tradition down in san jose. but there will be a ceremony and a parade starting at 11 a.m. at emma prusch park at south king road in san jose. also today a cinco de mayo celebration starts at 6:00 this evening at the san leandro civic center plaza and here in san francisco, the giants will celebrate cinco de mayo before their game tomorrow evening at at&t park against the rockies. 447 4. the state, county, cities all looking for a way to save a buck. now we have learned that the city of san jose can't even afford to subsidize fun anymore. the carousel at arena green and guadalupe river park is targeted for closure in the city manager's budget proposal. it costs $125,000 a year operate the carousel, something the city says it can't afford

as it cuts back on services like police and firefighters. >> you're faced with the alternative of having to close libraries and community centers and eliminate the jobs of hundreds of people who do that kind of work. keeping this carousel open isn't quite as important as trying to maintain other services. >> the city council will hold budget hearings starting wednesday. a final budget is expected to be approved next month. and today state regulators are set to decide just how much pg&e can charge its customers during the second half of this year. the utility wants to change its rate structure to charge more for those who use small amounts of electricity and charge less for those who use more. the san francisco examiner reports pg&e says the move would make it fair for those who use a lot of electricity and currently pay more than it costs to provide that power. it is 4:45 now. a major recall from one of gm's hottest sellers. >> new developments in the

september. she says she suffers from post- traumatic stress syndrome and it would be too traumatic for her to return. it is nearly 4:49. in japan today work ventserred a reactor building at the fukushima nuclear power plant for the first time since it was damaged in that massive earthquake almost two months ago. workers have entered the building to install six ventilation machines to absorb some radiation from the air inside the building. the it's look take about four or five days. radiation levels inside the reactor need to be lowered before the damaged cooling systems are replaced. massive flooding prompted the president to declare a state of emergency for parts of tennessee, mississippi and kentucky. heavy rains have caused flooding along the mississippi river submerging trees and roads near pyramid area in memphis. army corps of engineers may blast some holes in levees along the mississippi to save other communities from floods.

it is 4:49. plenty of sunshine on this cinco de mayo. i have a lot of people will either take the day off or take off early. it won't be as warm as yesterday. >> are we going to lawrence? >> no. they locked him out of the park. he was there to celebrate cinco de mayo. they locked him out of the park -- actually got there too early with the little barbecue so now they are moving the truck inside but lawrence is busy. that's okay. we have a great forecast to tell you about. >> all you have to do is look at the sunshine. it looks good the next thursday and friday. the weekend we are clouding up a little bit especially on mother's day as you can see, a little bit of fog and clouds in the 60s and in the 50s at the coast. >> but look at today, hot inland, 90s. close to 90. 70s around the bay, 60s at the coast. but again, as frank said cooler tomorrow and for the weekend and clouds and fog. temperatures 60s to 70s. so we'll have a cooldown but for today if you are going to start up that barbecue a little early -- >> cinco de mayo in the 90s, got to love it. how about traffic?

>> let's check on traffic. elizabeth, good morning to you. >> actually, elizabeth is almost ready. i'm playing traffic right now. we are rotating today. traffic looks good actually. no troubles to report right now. bart, ace, muni metro and caltrain all on time systemwide. 25 trains right now for bart. the only thing to worry about is roadwork northbound 680 between alcosta and sycamore valley road, various lanes blocked and they are hoping to have everything wrapped up at 6:00 just before the morning commute gets under way. roadwork westbound 580 at richmond/san rafael, cleared out. smooth sailing both directions. if you are planning on taking the bay bridge this morning, you are in luck. it's an easy drive. metering lights are off. 18 minutes along the eastshore freeway from the carquinez bridge to the maze. no delays there. pretty nice across the upper deck into san francisco, as well. golden gate bridge also problem- free no snags right now out of marin county. 8 minutes from 37 to 580. san mateo bridge looking good.

we are off to a good start clear between hayward and foster city. 880 this morning everything looks good as well an easy drive northbound 880 into oakland. southbound 880 nice towards hayward and checking travel times it will take you about looks like 13 minutes if you are heading west 580 from the altamont pass to 680. and back to 880/237 to the maze only 15 minutes on the northbound side of 880. and the south bay one of our bright spots this morning no accidents, no stalls. that's the good news. live look at 280. you can see a few headlights so traffic quiet through that portion. remember kcbs, our radio partners, at 740-am and 106.9- fm. that's a look at traffic. back to you. >> thank you. a big car recall this morning because of a steering problem. gm recalling 150,000 chevy cruises. this affects 2011 models, brand- new. gm wants to make sure the steering shafts were properly installed. some of the recalled cars will

be checked for possible transmission flaws. no crashes have been reported according to gm. millions of california car owners are caught in a tug of war. the governor and republicans all fighting over whether to continue the more expensive vehicle registration fee after july 1. governor brown wants to. republicans don't. so the governor signed a bill yesterday that suspends the law requiring dmv to notify drivers 60 days in advance before registration must be renewed and this buys them more time to get republicans to agree to extend the current rate. now, this doesn't mean you don't have to pay. your don't get the notice and you have a 30-day grace period if you don't pay on time. san francisco is about to double the the fee for the fix it tickets drivers get. the cost goes up july 1. currently it's $57 to clear the fix it ticket if you get caught with a malfunction like a light

that's burned-out. the new price will be $114 now. the state is forcing the move because it gets half of the cost of those tickets. some people get by with just a warning. >> sometimes you don't know the brake light is out. the police department is sometimes gracious enough to give you a warning so you have to fix it and not pay the exorbitant fees. >> the tickets started at 10, then $25. then 5. then in july, $114. make sure your car is in good shape. 4:54. attention, shoppers. target will break ground at its first san francisco location and it all starts today it's taking over the metreon location. it expected to create millions of jobs. the new store will open next
