a river a river deep, water high -- memphis holds its breath as the mississippi crests. now the greatest flooding danger moves downstream. pressuring pakistan. islamabad questions osama's widow amid a backroom deal on the raid. terminated -- after 25 years of marriage, around schwarzenegger and wife maria shriver go their separate ways. captioning funded by cbs good morning, everybody. thanks for joining us. i'm betty nguyen. folks in memphis are hoping this morning that the worst is over. the mississippi appears to have crested below record levels.

in low-lying areas, it's a disaster. most of the city center has been spared. right now, flood warnings or watches are up along 900 miles of the mississippi. so the high water at memphis will continue for a while. and the city officials say the cleanup could take months. >> reporter: hour-by-hour, the mississippi is a rising threat. >> a few feet between the river and the interstate. >> reporter: the river is three tim miles wide in some spots, six times its typical width. in south memphis, danny lee mitchell wades through his basement. but he's staying put, more afraid of looters. in neighborhoods like this one where you can only see the roof tops, the misery is rising with the water. the mississippi will crest for as long as a week. so it could be two weeks before all of this water goes away. in memphis, the focus is on

three bloated tributaries, so overwhelmed by the mississippi, two are actually flowing backwards. all of that is pressuring and testing the city's pressure system like never before. in small teams, 150 engineers walked the levees looking for soft spots and leaks and the u.s. army corps of engineers promises that system will hold up. that system is now the last event. >> you don't know what mother nature is going to do. but you deal with it step-by-step. >> reporter: memphis was built on a series of blocks with a lot of protection. but with the mississippi cresting at 14 feet above flood stage, people feel vulnerable. cbs news, memphis. the water on the mississippi is so high that tributary rivers and steams are backed up. down river, a spillway was opened to divert water to lake pontchartrain easing pressure on the new orleans levees. workers used cranes to remove barriers but no impact on homes or businesses so far. overseas, nato warplanes

struck tripoli, the libyan capital. at least four targets were hit overnight, the heaviest bombing raid in tripoli in weeks. residents say one of the buildings hit was used by libyan military intelligence and another was used by members of parliament. east of the capital, heavy fighting is reported between rebel troops and government forces. now to the strained relationship between the u.s. and pakistan following the raid that killed osama bin laden. this morning, there are signs of a thaw. tara mergener has the latest on this. good morning, tara, what's the latest? good morning, betty. pakistani officials remain outraged about this raid. but eight days later, there are some signs of cooperation. >> reporter: the cia will get a chance to question the three wives living with bin laden at the pakistan hideout. the officials hope that the women can provide crucial information about bin laden's life in hiding. it's the first sign of cooperation from pakistan.

>> despite the differences we have, it remains a very important and vital relationship for the united states because of our national security interests. >> games serve no purpose. >> reporter: monday, pakistan's prime minister defended the country. there was an intelligence failure, he said, but no collusion with al qaeda. and he warned that any future unauthorized raids in pakistan will be met with, quote, full force. we're still learning more about the mission itself. "the new york times" reports that president obama insisted that the assault force be big enough to fight its way out of pakistan if they had to. meanwhile, the british newspaper, "the guardian" reports that the u.s. and pakistan had a secret backroom deal dating back a decade. citing officials from both countries, the official says the agreement was made between bush and musharraf. under the terms of the alleged deal, pakistan would permit u.s.

forces to conduct a unilateral raid on pakistani soil in search of bin laden and his deputy. afterwards, both sides agreed pakistan would loudly protest the operation. all reports are anonymous. no official comment yet from either side. betty, back to you. >> all right, tara, thank you so much. former house speaker newt gingrich is in the race. gingrich will make his first speech as a candidate on friday. he talked about his white house bid yesterday on social networking site. the powerful force in the 1990s, gingrich left congress in 1999. the current house speaker john boehner has drawn a line in the sand about the national debt limit. speaking last night in new york, boehner said any rise in the debt limit must come in trillions of dollars of budget cuts. >> without significant spending cuts and the changes in the way we spend america's money, there will be no increase in the debt

limit. and the cuts should be greater than the accompanying increase in the debt limit that the president has given. >> boehner's comments are significant because it's nearly impossible to cut that much from the budget without touching programs like medicare and medicaid. by the end of the year, a national system that sends emergency alerts to cell phones is expected to be operational in new york city and washington. the system will warn of terrorist attacks or other emergencies. federal officials hope to have a system working nationwide by the end of 2012. today a senate panel will be questioning whether smart phones are a little too smart. at issue, reports that apple iphones and android phones secretly track and store their users' locations. some lawmakers want legislation to protect consumers. >> we have privacy laws for telephone communications. we have privacy laws for electronic mail messages but we don't have privacy laws to address some of the services and

technologies. >> the companies insists they're not spying, just providing accurate location information for customers. on the "cbs moneywatch," a little action on the asian stock markets today. ashley morrison has the latest on that. good morning, ashley. >> good morning, betty. quiet day for markets, hong kong's hang seng was closed for a holiday. today wall street gets the latest on trade inventories. on monday, stocks finished higher after a commodity gain in prices. the dow gained nearly 46 points while the nasdaq was up 15. the government is expanding the ongoing safety investigation of ford f-150 pickup trucks. the feds are looking into whether the steel straps holding the fuel tanks on certain models can corrode and break and possibly spark a fire. the government says up to 2.7 million f-150 pickups from the 1997-2001 model years could be

recalled. general motors is expected to make a major announcement today. the automaker reportedly will unveil a new $2 billion investment that will create more than 4,000 jobs at plants across the united states. "the wall street journal report"s that microsoft is nearing a deal to buy skype. an announcement as early as today. the deal is worth $7 billion and would represent microsoft's most aggressive move yet to the world of communication, information, and entertainment. google is said to announce an on-line music service today. it will allow people to upload and store their music on the web and listen to songs on phones, android tab lets, and computers. it's similar to the one announced by amazon in march, though it will store considerably less music. one silver lining to gas prices, bicycle sales have

he met the media yesterday. >> i could never express what has been done, what i've been given in this procedure. >> he's still blind, but doctors say he should regain control of his speech and facial muscles within two years. in health news, medical researchers say too many children are getting brain scans when they're taken to emergency rooms for head injuries. the study included 42,000 children who suffered bumps to the head. it found many children did not need a ct scan which would have prevented the exposure to radiation. >> we know that kids could be ten times more sensitive to different doses of radiation. a small risk but becomes tangible risks for developing cancer. >> doctors say a few hours observing the child's behavior is all that's needed to decide whether to order a brain scan. singer whitney houston is back in rehab. she voluntarily returned to an outpatient program for drug and alcohol abuse.

heavy rains and wet snow are expect in the northern rockies and the northern plains. the southeast could see some thunderstorms but it will be pleasant in the northeast along with the west coast. in sports, miami is just one game away from eliminating the celtics in the nba playoffs. it went to overtime in boston and the heat's lebron james led the way scoring 35 points. miami could advance to the eastern conference finals with a win in game five wednesday night at home. and in memphis, a triple overtime game led by oklahoma city's russell westbrook with 40 points. kevin durant scored 35. as the thunder survived with a 133-123 win over the grizzlies. the series is now even with two games apiece. game five is wednesday night in oklahoma city. in baseball, the red sox got a thrilling walkoff win against minnesota. in the 11th inning, boston's carl crawford doubled off of the left field wall. pinch-runner jose iglesias raced around from first to score on a close play at the plate.

morning's top stories. u.s. officials say they expect to be able to question three of osama bin laden's wives soon. the wives have been in pakistani custody since the raid that killed bin laden. in memphis, the mississippi river is reaching flood levels not seen in 70 years. some suburbs are underwater. but the city center has been spared. in striking contrast to the mississippi valley, much of texas is bone dry. since october, the state has averaged less than six inches of rain. less than half the normal amount. in fact, it's the driest seven-month period on record. don teague has the latest. >> reporter: it's auction day at the west cattle barn in central, texas for 74-year-old rancher cotton, his last. he is selling off his herd, all of his cattle, because the once fertile grasslands that fed him are gone. >> that's what it is.

here's where it should be. >> three-quarters of texas is in extreme or exceptional drought. lubbock less than an inch of rain this year. houston has had over an inch and a half in three months, about the same as the sahara desert. wild fires are ravaging the landscape, scorching 2.3 million acres since january. to make matters worse this, is typically the texas rainy season. >> we should see rainfall. if we don't in the next few months, the impact will be devastating. >> for cotton dietrich and thousands of ranchers across texas, the only choice is sell their herds or go broke trying to feed them. >> after a while, you laugh at it, you can't cry. the drought in cattle company could be short term benefit to consumers. beef prices have been running near record highs but with ranchers now being forced to sell off their herds, the price of beef is expected to drop.

all right, auction prices in texas have fallen 15 cents from 80 to 65 cents per pound and could continue down through summer. but with the u.s. cattle population already at a 50-year low, lower prices won't last. >> we'll be certainly looking at higher beef prices in the future, simply because fewer cows, fewer calves, less beef production, less beef to buy. >> in the meantime, cotton dietrich is beginning his new career, raising a more drought tolerant herd. don teague, cbs news, west texas. in london, buckingham palace announced the royal honeymoon has begun. prince william and the former kate middleton were married 11 days ago, but william, a royal air force helicopter pilot, had to return to his base after the wedding. the british newspapers say the couple will honeymoon in the seychelles islands in the indian ocean off of the east coast of

a federal appeals panel in virginia will hear arguments today in two cases involving challenges to the federal health care reform law. in one, the government seeks to overturn a judge's ruling that says requiring americans to buy health insurance is unconstitutional. in the other case, a virginia college is appealing the judge's ruling that the insurance requirement is valid. arizona governor jan brewer will ask the u.s. supreme court to overturn an injunction blocking enforcement of the state's immigration law. she wants to bypass a federal appeals court and goes straight to the top. >> when faced with injustice, arizonians will not sit idly. we will act. so, instead of appealing to the
