other people will be, i believe, at bay to breakers! meantime, millions of people are of course adding friends on facebook. now there are more kids exploring the social media site. for more on what that means for parents and some advice, jim steyer with common sense media joins us now. what is the issue here? >> well, the issue here today, a new study came out from consumer reports this week that said that 7.5 million kids under the age of 13 are on facebook now regularly. >> and that is something that facebook has actually said they prohibited. >> that's correct. facebook says there's nobody under the age of 13, and there's supposed to be nobody under the age of 13 on facebook. this is a huge issue, okay? >> now, why is it a problem? >> well, it's a problem because facebook is a platform that people under the age of 13 shouldn't be on. i would argue there are many kids over the age of 13 that shouldn't be on facebook either because of some of the implications. >> what are those? >> social, emotional development, psychological issues that develop when you're constantly comparing yourself to somebody. >> yes, people say facebook causes depression. >> yes, huge privacy issues,

8:16 am
you're very involved in working out of washington, dc right now? >> major new privacy legislation. for the first time in 13 years, there's been legislation introduced in washington to protect the privacy rights of kids. look, right now you have a lot of kids out there who literally post anything. what happens on many sites, including facebook, google, and others, is that that information is tracked and then gets into the hand of marketers and other people, without the knowledge quite frankly of the people who put that information up there. this also happens to adults. privacy is an enormous issue that i can assure you and everybody else is going to only become a bigger issue in the coming months and years. >> i know you'll go to dc to testify about that next week. >> that's right. there's going to be a senate bill introduced as well. the focus is about do not track kids. the issue is, is it appropriate for large companies who are making billions of dollars in profit to take the information that a 10-year-old or 12-year- old puts up and in a way forward that to marketers? that's the fundamental issue going o also true for adults, and there are millions of adults who are concerned. what you'll see over the next
8:17 am
few months is a couple of things. one, you're going to see a major battle on the privacy front from consumer advocates and children's advocates versus large tech companies who want to capture that information and sell it and make money off it. the second thing i think you'll see is much more education about what things like 7.5 million kids under the age of 13 being on facebook means to their social and emotional health and well-being. this is not an issue that's going to go away. i mean, i think people out there really need to understand, that this is a fundamental change in the nature of human interaction, that this has enormous consequences for the way kids communicate, learn, et cetera. so if you're a parent, you need to understand that your 10-year- old should not be on facebook. >> so what is your advice for parents right now? everybody's battling this. >> you need to be on top of this. one thing we always say, you need to understand, create your own page, and understand that. your kids under the age of 13 should never be on facebook. and i would argue there are many kids 13 to 15 or 16 who shouldn't be on facebook. so you have to stick to the friends-only setting.
8:18 am
now, you have location-based services, too, where they find your location and broadcast that to people. those services should not be on. there are going to have to be new laws about that because the companies quite simply don't follow the laws about that and are setting up stuff that have enormous consequences for young people. you have to set rules that are very, very, very clear for your kids. finally, this is an ongoing discussion. i mean, i would tell you that in terms of parenting today and even the dialogue that goes on between teachers and kids in school, there's almost nothing more important in the evolution of childhood and human interaction that the changes that have happened because of the new digital media. >> i would agree. >> for you as a parent to not be aware of that, and for kids not to be made aware of both the advantages, but more importantly, the consequences of mistakes they can make when they self reveal before they self rereflect or when they cyber bully, is actually ignoring the most important trend in human interaction among young people that's occurred in my lifetime. so this is a very big deal. >> right.

thousands of others are forced to leave their homes behind. >> reporter: great news for baton rouge and new orleans. opening the flood gates will ease pressure on their levees and at least theoretically lower the river a foot or more. but for those 25,000 people in the path of what will be a torrent of water, time to leave behind 3 million soon-to-be flooded acres. >> that mean that water's coming. now's the time, now's the time to review your plans. if you're in the northern part of the spillway, the water is only a couple of days away at most. >> reporter: opening the morganza spillway will also lessen pressure on a crit kl flood control system upriver, called the old river control system. it's designed to literally hold the mississippi on course. while the river's basic path has been unchanged for centuries, its natural inclination is to flow into the river basin, and roll 65 miles west of new orleans. the control system allows about 30% of the mississippi into the river, while forcing the rest along its traditional route.
8:34 am
if that structure fails and the entire river changes course, it could be disastrous. so by that measure, saving the cities while flooding farm land was seen as the best choice. but that's if the spillway operation works. it was last done 38 years ago. a sign that baton rouge is preparing for the worst are these orange tubes, mile after mile of what are called tiger dams. they are here to raise the levee perhaps 2 critical feet. heavy industries in baton rouge, including exxon mobil's second largest facility in the country, worried that without some relief, a rising, roaring mississippi would prove impossible to navigate, and force a suspension of barge traffic. so now we'll wait to see if opening the flood gates is the solution, and in the meantime, the river keeps rising. dean reynolds, cbs news, louisiana. in bay area headlines, a driver is recovering this morning after driving his pickup truck in front of a
